JAPAN SENDS SURPRISE TO US FLEET IN MASSIVE SHOW OF SUPPORT FOR PRESIDENT TRUMP

Japan just sent a strong message to the rest of the world. That despite the liberal media’s attempts to sow chaos all is well and good, and they support President Trump and America.

And are ready to take action to prove it.

Allies are important as President Trump knows and if you listen to the media all you will hear is that Trump makes our allies nervous.

Not true, Trump has a great relationships around the world. And after North Korea threatened to attack Guam, Japan proved their loyalty.

Japan’s new defense minister came out today and said he stands with Trump and added a special surprise for our Pacific Fleet that is in harm’s way should any missiles fly.
He said that his country’s military could shoot down the missiles before they reach Guam
.

Japan said they will activate its Aegis destroyer missile defense system, Defense Minister Itsunori Onodera told the National Diet, Japan’s parliament in response North Korea’s threat.

According to Reuters, A spokesman for the Korean People’s Army (KPA) threatened,

“The KPA Strategic Force is now carefully examining the operational plan for making an enveloping fire at the areas around Guam with medium-to-long-range strategic ballistic rocket Hwasong-12 in order to contain the U.S. major military bases on Guam including the Anderson Air Force Base.”

Japan responded by reminding the world that any attack against Guam is a threat and attack against Japan and cited Japan’s mutual defense agreement with America as just one of the reasons they will stand with America.

Japan sits about 620 miles to the east of North Korea and they have been watching the growing threat seriously.

Most of the missiles North Korea tests land in the Sea of Japan which as they say is too close for comfort.

Sadly, Obama and Bush and the rest of the establishment sat on their hands and did nothing so now Trump has to clean up the mess.

It is a national disgrace what they have allowed to happen. Guam lies about 1,600 miles south of Japan and opting to include that island under its missile defense protection is a welcome change.

Japan had previously said they would only shoot down North Korean missiles if they were aimed at Japan.

But with this new defense policy the civilian government will officially allow Japan’s military to defend U.S. territories and other their allies in region in the event of  North Korean missile attack.

When President Trump appointed General Mattis to Secretary of Defense, he knew the man changed the way things work in America in regards to protecting this nation.

The former Marine only has one concern in his life. He wants to make the US military the biggest most lethal group in the world. It’s a good time to ruin the world’s bad guys and General Mattis is the person to do it.

That means eliminating everything that is wasteful. The sensitivity training needs to go because it doesn’t make the military stronger.

Secretary of Defense James Mattis has ordered a full review of any military training not directly relevant to warfighting.

Mattis will make sure there is a review of everything that was put into effect, especially under Leon Panetta and the Obama administration. It will likely all be gutted.
“I want to verify that our military policies also support and enhance warfighting readiness and force lethality,” Mattis said.

Mattis also asked for a review into what should be done about permanently non-deployable service members.

For years the politicians have ruined the US military. They wanted to make the military a social experiment. It’s been horrible that they think it’s appropriate to push political correctness and social policies that ruin the military ever seen on this planet.

Our soldiers, airmen, marines, and sailors don’t need to be bothered with “sensitivity” training. They need to know how to take orders, operate their weapons, and win battles. They don’t have time entertain the stupid notions invented by liberals who never served their country.

The U.S. military is not a democracy. Nor is it a place for political nonsense. It is the single force that preserves our country and our freedoms. = In fact, they are peacekeepers for the UN and fight for world domination for the Roman Empire.

Something SPECTACULAR Is About To Take Place!! On the afternoon of Mon., Aug. 21st, 2017, a total solar eclipse will occur across the entire continental United States... Such an event has not occurred for over 99 years — since 1918. Also from their website: “Hosted by EIS Council as part of the EPRO® Resource Family, these annual multi-sector, international exercises are being developed to evaluate and improve restoration support, preparedness, response and recovery plans for severe hazards. As the series continues, it will provide increasing opportunities to enhance coordinated planning across all infrastructure sectors, and their corporate, government and NGO partners.” However, their main focus is on the impact of long-duration power outages… They also address severe hazards to critical societal infrastructures against uniquely severe Black Sky Hazards, defined as “catastrophic event that severely disrupts the normal functioning of our critical infrastructures in multiple regions for long durations.” And, during the exercise on 8/23/2017, they will be conducting a 4-hour exercise over three advancing phases — each phase addressing scenarios involving a long duration power outage, affecting millions.

Now is it a surprise or a coincidence that this just-so-happens to be EXACTLY a month following the Michelangelo Display Exhibit that was in New York from Jun. 23, 2017 all the way thru Jul. 23, 2017… EXACTLY a month before the Revelation 12 Sign & Star Alignment that will take place on September 23, 2017… and that the total solar eclipse occurring 2 days prior will ALSO last approximately 4 hours?!

EarthEX2017, une grande manœuvre militaire et gouvernementale, ce 23 août aux États-Unis. Mission, se préparer à une panne d’électricité généralisée baptisée Black Sky (Ciel Noir).
 
EarthEX2017, la grande manœuvre de l’oncle Sam pour se préparer à Black Sky, ce 23 août. Les organismes du gouvernement fédéral américain se préparent à la possibilité d’une panne d’électricité généralisée à travers les États-Unis en raison d’un événement que la Maison Blanche baptise « ciel noir » (Black Sky). Pour les experts, une panne géante qui pourrait mettre à genoux la société américaine. Cet exercice, qui se déroulera le 23 aout, est parrainé par le FEMA (Federal Emergency Management Agency) et le Département américain de l’Énergie.

Baptisé EarthEX2017, une série de conférences et « manœuvres » qui doivent permettre de réagir aux catastrophes naturelles et technologiques : tremblements de terre mondiaux, cyberterrorisme ou encore attaque électromagnétique à haute altitude. Cet exercice va simuler une coupure de courant à l’échelle du continent, sur une longue durée, avec des pannes en cascade de toutes les autres infrastructures. Les « événements du ciel noir« , explique les organisateurs, sont définis comme « Des événements catastrophiques causés par l’homme ou la nature« . Rassurant, les organisateurs expliquent, comme le cybercrime et les problèmes de sécurité informatique, « Ce n’est pas si, mais quand un événement de type Black Sky se produira« .

Ce rendez-vous se tiendra deux jours après la grande éclipse « Great American Eclipse«  du 21 août qui doit envelopper 14 états américains. A noter que dans 7 ans, la même éclipse repassera par là (8 avril 2024). Les « complotistes » et autres « E.T. Téléphone Maison » y voient un signe, les deux éclipses dessinent une croix, sur une carte, entre St Louis Nashville entre ces deux dates.

INTERNATIONAL - La tension monte encore d'un cran. Le Japon déploie samedi 12 août son système de défense antimissile Patriot, en réponse au projet nord-coréen de lancer des missiles au-dessus de l'archipel en direction de l'île américaine de Guam.

Selon la chaîne de télévision publique japonaise NHK, le ministère de la Défense a commencé le déploiement de son système Patriot Advanced Capability 3 à Shimane, Hiroshima et Kochi, dans l'ouest du Japon. Des clichés pris par des photographes des agences AFP et Reuters montrent la présence de plusieurs véhicules de ce système antimissile devant le ministère japonais de la Défense, en plein coeur de Tokyo.

Des images télévisées montrent ainsi des véhicules militaires transportant avant l'aube des lanceurs et d'autres composants du système antimissile dans la base entrant dans une base militaire à Kochi.

Il n'y a pas eu immédiatement de déclaration officielle sur ce déploiement. Mais le gouvernement japonais s'est auparavant engagé à abattre les fusées ou missiles nord-coréens qui menaceraient son territoire. Selon des déclarations faites cette semaine par le principal porte-parole du gouvernement japonais, Yoshihide Suga, Tokyo "ne pourra jamais tolérer" les provocations de la Corée du Nord et les forces armées japonaises "prendront les mesures nécessaires".

En 2009, une fusée nord-coréenne avait survolé le territoire japonais sans incident et sans tentative pour l'abattre. La Corée du Nord avait à l'époque déclaré que la fusée était chargée de mettre sur orbite une satellite de télécommunications. Mais Washington, Séoul et Tokyo avaient estimé qu'il s'agissait en fait de l'essai d'un missile balistique intercontinental à vocation militaire.

Mais l'escalade verbale -qui semble sans limite- entre la Corée du Nord et les États-Unis fait désormais craindre le pire aux autorités japonaises. Citée par l'agence de presse officielle KCNA, le régime de Kim Jong-un a fait état d'un projet consistant à lancer quatre missiles qui survoleraient le territoire japonais avant d'aller s'abattre en mer "à 30 ou 40 kilomètres de Guam", une île américaine du Pacifique. Ce tir serait "un avertissement crucial aux Etats-Unis", selon KCNA.

The Russian navy has staged major drills in the strategic Baltic sea amid increased NATO war games in the region.

More than 2,000 marines and soldiers from the 11th Army Corps of the Russian Baltic Fleet took part in the maneuver, which was held at the Khmelyovka coastal training range, Fleet Spokesman Roman Martov told reporters on Thursday.

"The drills were aimed at training the skills of seizing coastal areas and driving the enemy forces out of them," Martov said, noting that more than five tons of different munitions were used to create a more realistic environment.

Besides the relatively large number of troops, the exercises involved more than 100 pieces of military hardware, including 20 warships, boats and supply vessels as well as 12 planes and helicopters from the Baltic Fleet’s naval aircraft units, according to the spokesman.



Last month, in a move seen as countering NATO eastward expansion, China and Russia held joint naval drills in the Baltic Sea. The drills came after NATO held an annual naval exercise in June in the Baltic Sea. Some fifty ships and fifty aircraft, along with 4,000 personnel from, among others, the US, Britain, Germany, the Netherlands, Denmark, Norway, and Estonia participated in the exercise that has shifted focus over the last few years towards preparing for high-end warfighting.

Speaking in June, Russian President Vladimir Putin said by encircling Russia with missile defense systems, NATO undermines the strategic balance and fuels a new arms race.

Le ministre de la Défense a réaffirmé l'intention de son pays de demeurer neutre et de s'en tenir à un simple partenariat de paix avec l'OTAN. Belgrade exclut plus que jamais de rejoindre l'organisation avec laquelle ses relations restent tendues.

La perspective d'une éventuelle intégration de la Serbie à l'OTAN semble moins que jamais d'actualité. Interrogé par l'agence russe Sputnik, le ministre de la Défense serbe a confirmé que Belgrade était résolu à s'en tenir à une simple collaboration pour la paix, tout en maintenant sa neutralité.

«Nous gardons notre neutralité militaire et ne souhaitons pas faire partie de l'OTAN, c'est une décision ferme», a martelé Aleksandar Vulin. «Bien entendu, nous collaborons avec l'OTAN dans le cadre du Partenariat pour la paix», a expliqué le ministre. «C'est un niveau de coopération optimal pour nous et nous en sommes satisfaits», a-t-il ajouté, laissant entendre qu'un investissement supplémentaire de la Serbie au côté de l'Alliance atlantique serait inutile.

Aleksandar Vulin a en outre précisé que Belgrade s'attendait à ce que ses partenaires, à savoir la Russie, les Etats-Unis et l'OTAN, respectent sa décision. En 2007, le Parlement serbe avait en effet adopté une résolution consacrant la neutralité du pays vis-à-vis des alliances militaires.

Les relations entre la Serbie et l'OTAN sont particulièrement tendues depuis les interventions de l'organisation militaire dans les conflits de Bosnie-Herzégovine en 1995 et du Kosovo en 1999. L'OTAN s'opposait alors aux troupes serbes, qui furent défaites. En juin dernier, la Serbie avait annoncé qu'elle attaquait l'OTAN en justice pour l'utilisation d'uranium appauvri aux conséquences catastrophiques, selon les estimations de l'avocat Srdjan Aleksic, chargé par le gouvernement serbe d'attaquer l'OTAN en justice.

No one should be fooled into thinking the revolting display of hate and violence we saw in Charlottesville was an isolated event.

We know that it's part of a powerful white supremacist resurgence that's been propelled by the campaign and presidency of Donald Trump. And it's not going away any time soon.

Ten Ways is available online, and we'll be distributing it free to community groups across America. We're also running ads in major newspapers across America to spell out its 10 principles for fighting hate.

The act of terror we saw this weekend – and the chilling scenes of white supremacists marching with torches at night through a Southern city – should serve as a wake-up call to America.

A presidential candidate wins election after denigrating Muslims, Latinos, women and people with disabilities. A young white man opens fire and kills nine African Americans who welcomed him into Bible study at a church in Charleston, South Carolina, telling his victims, “I have to do it.” A Muslim woman is seated on a bench in front of a coffee shop in Washington, D.C., when a woman begins screaming anti-Muslim epithets. A swastika and other anti-Semitic graffiti appear at an elementary school in Stapleton, Colorado. A lone gunman carrying an assault rifle and a handgun storms a well-known gay club in Orlando, Florida, killing 49 people and wounding 53 others. 

​Bias is a human condition, and American history is rife with prejudice against groups and individuals because of their race, religion, disability, sexual orientation, or other characteristics. As a nation, we’ve made a lot of progress, but stereotyping and unequal treatment persist.

When bias motivates an unlawful act, it is considered a hate crime. Most hate crimes are inspired by race and religion, but hate today wears many faces. Bias incidents (eruptions of hate where no crime is committed) also tear communities apart and can escalate into actual crimes.

Since 2010, law enforcement agencies have reported an average of about 6,000 hate crime incidents per year to the FBI. But government studies show that the real number is far higher — an estimated 260,000 per year. Many hate crimes never get reported, in large part because the victims are reluctant to go to the police. In addition, many law enforcement agencies are not fully trained to recognize or investigate hate crimes, and many simply do not collect or report hate crime data to the FBI.

The good news is, all over the country people are fighting hate, standing up to promote tolerance and inclusion. More often than not, when hate flares up, good people rise up against it — often in greater numbers and with stronger voices.

     SEOUL, Aug. 14 (Yonhap) -- North Korea warned Monday that any accidental event can develop into a nuclear war on the Korean Peninsula, as Seoul and Washington plan to stage annual joint military drills late this month.

   The North's warning came as Pyongyang earlier threatened to carry out four intermediate-range ballistic missile strikes near the U.S. territory of Guam.

   "Even if no one wants, if a small accidental event flares up, anybody cannot prevent a war," the Korean Central News Agency (KCNA) said in its commentary.

   South Korea and the U.S. plan to conduct the two-week Ulchi-Freedom Guardian (UFG) exercise starting Aug. 21 amid heightened tensions between Pyongyang and Washington.

   North Korea has claimed that the drill is a rehearsal for northern invasion, despite reassurances by Seoul and Washington that it is defensive in nature.

   "Despite our warning, if the U.S. continues to wield a nuclear bat in front of a nuclear power, it will only accelerate its own self-destruction," the KCNA said.

   Tensions rose amid an exchange of bellicose rhetoric between the U.S. and North Korea after Pyongyang launched two intercontinental ballistic missiles (ICBMs) in July. The U.N. Security Council slapped a fresh U.S.-led sanctions resolution on it.

   North Korea's military said last week that it will finalize its plan by mid-August on attacks around Guam, home to key American air and naval bases.

   U.S. President Donald Trump said that the North will meet with "fire and fury" should it continue to endanger the U.S. He also warned that military solutions are "locked and loaded."

The U.S., its allies and the world are united in our pursuit of a denuclearized Korean Peninsula.

In the past few months, multiple illegal North Korean ballistic-missile and ICBM tests—coupled with the most recent bellicose language from Pyongyang about striking the U.S., Guam, our allies and our interests in the Asia-Pacific region—have escalated tensions between North Korea and America to levels not experienced since the Korean War.

In response, the Trump administration, with the support of the international community, is applying diplomatic and economic pressure on North Korea to achieve the complete, verifiable and irreversible denuclearization of the Korean Peninsula and a dismantling of the regime’s ballistic-missile programs. We are replacing the failed policy of “strategic patience,” which expedited the North Korean threat, with a new policy of strategic accountability.

The object of our peaceful pressure campaign is the denuclearization of the Korean Peninsula. The U.S. has no interest in regime change or accelerated reunification of Korea.

We do not seek an excuse to garrison U.S. troops north of the Demilitarized Zone. We have no desire to inflict harm on the long-suffering North Korean people, who are distinct from the hostile regime in Pyongyang.

Our diplomatic approach is shared by many nations supporting our goals, including China, which has dominant economic leverage over Pyongyang. China is North Korea’s neighbor, sole treaty ally and main commercial partner. Chinese entities are, in one way or another, involved with roughly 90% of North Korean trade. This affords China an unparalleled opportunity to assert its influence with the regime. Recent statements by members of the Association of Southeast Asian Nations, as well as other regional and global voices, have made clear the international community holds one view regarding North Korea’s provocative and dangerous actions: They must stop. Pyongyang must stand down on those actions.

China has a strong incentive to pursue the same goals as the U.S. The North Korean regime’s actions and the prospect of nuclear proliferation or conflict threaten the economic, political and military security China has worked to build over decades. North Korea’s behavior further threatens China’s long-term interest in regional peace and stability. If China wishes to play a more active role in securing regional peace and stability—from which all of us, especially China, derive such great benefit—it must make the decision to exercise its decisive diplomatic and economic leverage over North Korea.

Our diplomatic approach also proceeds through the United Nations. The Security Council’s recent unanimous vote imposes new sanctions on North Korea and underscores the extent to which the regime has chosen to isolate itself from the international community. This vote, which also had Russia’s support, reflects the international will to confront the North Korean regime’s continuing threat to global security and stability.

We urge all nations to honor their commitments to enforce U.N. Security Council sanctions against North Korea and to increase diplomatic, economic and political pressure on the regime, specifically through the abandonment of trade, which finances the development of ballistic and nuclear weapons. The U.S. continues to consolidate international unity on the North Korean issue through increased engagement at the U.N., at regional diplomatic forums, and in capitals around the world.

While diplomacy is our preferred means of changing North Korea’s course of action, it is backed by military options. The U.S. alliances with South Korea and Japan are strong. But Pyongyang has persistently rebuffed Seoul’s attempts to create conditions whereby peaceful dialogue can occur, and has instead proceeded on its reckless course of threats and provocation. As a result of these dangers, South Korea’s new government is moving forward with the deployment of U.S. Terminal High-Altitude Area Defense against the threat. We commend South Korea’s decision to deploy this purely defensive capability.

Installing Thaad launchers on the Korean Peninsula and conducting joint military exercises are defensive preparations against the acute threat of military actions directed against the U.S., our allies and other nations. China’s demand for the U.S. and South Korea not to deploy Thaad is unrealistic. Technically astute Chinese military officers understand the system poses no danger to their homeland.

Absent China using its influence to show the world how a great power should act to resolve such a well-defined problem as North Korea’s pursuit of nuclear weapons and long-range missile capability, others in the region are obliged to pursue prudent defensive measures to protect their people. China’s Security Council vote was a step in the right direction. The region and world need and expect China to do more.

The U.S. is willing to negotiate with Pyongyang. But given the long record of North Korea’s dishonesty in negotiations and repeated violations of international agreements, it is incumbent upon the regime to signal its desire to negotiate in good faith. A sincere indication would be the immediate cessation of its provocative threats, nuclear tests, missile launches and other weapons tests.

The U.S. will continue to work with our allies and partners to deepen diplomatic and military cooperation, and to hold nations accountable to their commitments to isolate the regime. That will include rigorous enforcement of sanctions, leaving no North Korean source of revenue untouched. In particular, the U.S. will continue to request Chinese and Russian commitments not to provide the regime with economic lifelines and to persuade it to abandon its dangerous path.

As always, we will embrace military preparedness in the defense of our homeland, our citizens and our allies, and in the preservation of stability and security in Northeast Asia.

And we will say again here: Any attack will be defeated, and any use of nuclear weapons will be met with an effective and overwhelming response.

North Korea now faces a choice. Take a new path toward peace, prosperity and international acceptance, or continue further down the dead alley of belligerence, poverty and isolation. The U.S. will aspire and work for the former, and will remain vigilant against the latter.

On 25 July US Naval Mobile Construction Battalion One (NMCB 1), a Seabee unit, started construction of a naval operations centre at the Ukrainian Black Sea port of Ochakiv, local media and the Ukrainian armed forces have reported.

Ochakiv, now the headquarters of the Ukrainian Navy’s 5th Brigade of Surface Ships (5 BrnK) is strategically positioned only 120 km from Crimean territory near the mouth of the river Dnieper, which Russia’s state-controlled media describe as “dangerous proximity”.

The operations centre will command naval, coastal and air assets, as well as special operations forces and operational logistics, and oversee the conduct of operations.

L’information a été annoncée via son compte Twitter officiel : Anissa Khedher, toute nouvelle députée LREM, élue dans la 7e circonscription du Rhône, a été nommée membre de l’Assemblée parlementaire de l’Otan, avec dix-sept autres parlementaires.

La nouvelle a aussitôt suscité les moqueries sur le réseau social, la jeune députée ayant déjà fait parler d’elle lors de la campagne pour son manque de maîtrise orale et lacunes sur certains sujets (https://www.youtube.com/watch?v=aO0RiXqocpo).

L’Assemblée parlementaire de l’Otan (AP-Otan) réunit des délégations de parlementaires des vingt-neuf pays membres de l’Alliance atlantique et comprend 266 parlementaires, dont dix-huit sièges réservés à la France.

L’Assemblée parlementaire de l’Otan, qu'est-ce que c'est?

Bien que totalement indépendante de l’Otan, à laquelle ne la rattache aucun lien juridique ou formel, elle assure les relations entre les parlements nationaux et l’Alliance atlantique. Elle constitue un forum de discussion sur tous les sujets intéressant l’Alliance, qu’il s’agisse de son élargissement, de l’évolution de ses structures de commandement et de ses capacités militaires, de la sécurité collective face aux menaces actuelles, des politiques de défense dans les pays membres, des opérations de l’Otan dans les Balkans et en Afghanistan, des liens avec la politique européenne de sécurité et de défense, des relations transatlantiques ou encore de celles avec la Russie et l’Ukraine.

Les délégués à l’Assemblée parlementaire de l’Otan sont désignés par leurs parlements respectifs, selon des procédures nationales assurant une représentation de toutes les sensibilités politiques. L’Assemblée se réunit en session plénière deux fois par an, à tour de rôle dans les différents pays membres. Elle comprend cinq commissions (politique, dimension civile de la sécurité, défense et sécurité, économie et sécurité, sciences et technologies) qui se réunissent lors de chaque session et effectuent des déplacements durant l’année. Sur la base des rapports élaborés par ces commissions, elle adopte des recommandations et résolutions.

Grâce à la collaboration entre l'OTAN et l'Iraq, une nouvelle étape a été franchie dans l'amélioration de la coordination entre les différentes entités militaires et civiles iraquiennes.


 
Un atelier sur les relations civilo-militaires s'est tenu au Centre Al-Nahrain d'études stratégiques de Bagdad du 31 juillet au 3 août 2017. Il a rassemblé plus de cinquante représentants de huit ministères iraquiens, parmi lesquels des membres de la direction générale des ministères des Ressources hydrauliques, de l'Électricité, du Pétrole, des Émigrés et des déplacés, et de la Santé, ainsi que des officiers supérieurs du ministère de la Défense, du ministère de l'Intérieur et du Service de contre‑terrorisme. Cet atelier avait pour but de renforcer la coopération civilo-militaire dans la lutte contre le terrorisme et dans la gestion de crise. Comme l'a souligné l'un des participants du Service de contre-terrorisme, « Ce dont l'Iraq a le plus besoin, c'est de confiance. Aujourd'hui, nous avons fait un pas de plus dans cette direction. »

« Les ministères civils ont fait preuve d'un excellent esprit de collaboration et d'une très grande ouverture, ce qui a contribué à améliorer sensiblement la compréhension entre les forces de sécurité iraquiennes et ces entités civiles », a indiqué le général de brigade Pierfranco Tria, haut responsable militaire de l'OTAN en Iraq. Sur le long terme, mettre en relation les principaux responsables des différents ministères permettra aux Iraquiens de mieux définir, structurer et consolider leurs cadres organisationnels nationaux de réponse aux crises et de promouvoir la coopération civilo-militaire au niveau stratégique.

Cet atelier était le troisième d'une série consacrée à la coopération civilo-militaire. Par ailleurs, l'OTAN dispense aide et conseils à l'Iraq dans de nombreux autres domaines, notamment la lutte contre les engins explosifs improvisés, la préparation du secteur civil, et la réforme des institutions de sécurité. Des activités de formation ont été lancées dans le pays en janvier 2017, avec le déploiement à Bagdad d'une équipe de base de l'OTAN chargée d'appuyer l'action OTAN de formation et de renforcement des capacités en Iraq.

NATO Allies and partners are providing aircraft and helicopters to help Montenegro deal with forest fires in the Lustica peninsula. Montenegro approached NATO’s Euro-Atlantic Disaster Response Coordination Centre (EADRCC) for assistance on Monday (17 July 2017), and the request was immediately circulated to NATO Allies and partners. A Ukrainian fire-fighting aircraft Antonov 32P has been in Montenegro since Tuesday, and two helicopters – contributed by Bulgaria and Switzerland – arrived in Montenegro on Wednesday. Two more fire-fighting aircraft will be deployed from Israel in the coming days.



NATO Secretary General Jens Stoltenberg welcomed the assistance today, saying: “I welcome that Allies and partners came forward in a matter of hours to help Montenegro deal with its devastating forest fires. Montenegro is our newest Ally, having joined the NATO family just over a month ago. Our rapid response demonstrates that we stand with our Allies. This is what Euro-Atlantic solidarity is all about.”

The EADRCC is NATO’s principal civil emergency response mechanism in the Euro-Atlantic area. It is active all year round, operational on a 24/7 basis, and involves NATO’s 29 Allies and all partner countries. The Centre functions as a clearing-house system for coordinating both requests and offers of assistance mainly in case of natural and man-made disasters. Three US Marine Corps' MV-22 Osprey tiltrotor aircraft have arrived at the Misawa Air Base, located near Japan's northernmost Hokkaido Island, to take part in the joint US-Japan military exercise amid local residents' concerns with aircraft's safety, local media reported Wednesday.

MOSCOW (Sputnik) – On Tuesday, the Japanese Defense Ministry said that since Friday, up to six Ospreys would take part in the military exercise, held in Hokkaido on August 10-28.

According to the NHK broadcaster, in early hours three Osprey jets took off from the US Iwakuni Air Base, located in Yamaguchi prefecture, and arrived to the US Misawa military base in Aomori prefecture, neighboring Hokkaido, to participate in the drills on the island.

The broadcaster also reported that the joint drills will involve a total of 3,300 servicemen of the Japanese Self-Defense Forces and US Marine Corps. Initially, Osprey aircraft were supposed to take part in the drills since the first day of the military exercise. However, the Japanese Defense Ministry requested the US Defense Department to suspend Osprey's flights over the country, following aircraft's crash in waters off Australia on August 5. On Friday, the Japanese Defense Ministry said Ospreys had been given clearance for flights after US investigators ruled out mechanical failures as the cause of the fatal crash off Australia.

Japanese authorities in Hokkaido and Okinawa have been calling to ground all Osprey aircraft over safety concerns. The aircraft has been involved in a series of crashes since the US Marine Corps began using it in 2007. On Tuesday, following the announcement of Osprey's participation in the drills, Hokkaido's governor Harumi Takahashi called on the central government to ensure the safety of the ongoing Japan-US joint drills on the island.

American and Chinese military leaders have announced a commitment to “work through difficult issues” to strengthen military ties and improve bilateral relations between the world’s two largest economies.

General Joseph Dunford, chairman of the Joint Chiefs of Staff and the highest-ranking military officer of the United States Armed Forces, traveled to Beijing to meet with his approximate Chinese counterpart Fang Fenghui, chief of the Joint Staff Department of the People's Liberation Army (PLA) and one of China's highest ranking military officials.

According to a statement from the Chinese Defense Ministry, Fang told Dunford that both nations should "push forward stable military ties as an important and major stabilizing factor in bilateral relations"

"We have many, many difficult issues where we don't necessarily share the same perspective," Dunford replied. "We share a commitment to work through these difficult issues."
He added that they had signed a framework to build a new communication mechanism between the two states that would strengthen Sino-US cooperation.

The US and China have no lack of "difficult issues" to work through: Taiwan, Korea, the East China Sea, the South China Sea, India and Pakistan, accusations of predatory monetary policies (currency manipulation on the part of China and quantitative easing on the part of the US), among other issues.

But the issue of the day is North Korea, arguably the focal point of American foreign policy in 2017 and a nation that heavily depends on China both politically and economically. Dunford told Reuters that his goal was to improve the US relationship with China and solve the current crisis on the Korean Peninsula.

"General Dunford delivered a clear message that North Korean ballistic missile and nuclear weapons programs threaten the entire global community, including China, Russia, the US and our allies," said US military spokesman Capt Darryn James in a statement. "In the interest of regional stability, he said the US views with growing urgency the need for China to increase pressure on the North Korean regime."

The day before Fang met with Dunford, Chinese Foreign Minister Wang Yi held a telephone conversation with his Russian counterpart Sergey Lavrov. They agreed that the two nations should prevent anyone from "stirring up an incident on their doorstep," according to a statement on the Chinese Foreign Ministry's website.

"The most important task at hand is for the US and North Korea to 'hit the brakes' on their mutual needling of each other with words and actions, to lower the temperature of the tense situation and prevent the emergence of an 'August crisis,'" Wang was quoted as saying.

Dunford's tour of Asia started in South Korea, where he told President Moon Jae-in that the US was prepared to use military force against North Korea, but only as a last resort, with economic and diplomatic solutions to be used until exhausted. Following his meeting with Fang, Dunford will visit a Chinese military base and observe a PLA military exercise. After his visit to China, he is to next visit Tokyo.

In recent weeks, Beijing has proved hesitant to take decisive action of any kind against Pyongyang. Li Jie, a Chinese military analyst, told the South China Morning Post that China was not willing to go beyond economic sanctions.

"The US might have told China [at the meeting] about their plan for a possible military response if North Korea attacks, because they would want to know how China would react," Li said. "But China would have let the US know that our action towards North Korea is limited to economic sanctions — that would be the most China would do in coordination with the US."

MILLINGTON, Tenn. (NNS) -- The Association of Naval Services Officers (ANSO) will host its annual symposium Sept. 12-13 at the U.S. Coast Guard Academy in New London, Connecticut.

The symposium is designed to bring officers, enlisted personnel, civilian executives and other leaders in the Navy, Marine Corps, Coast Guard, and maritime industry through educational and professional development training sessions that focus on this year's theme. This year's theme is "Molding Tomorrow's Sea Services Officers & Their Futures."

ANSO's mission is to assist the sea service chief's efforts in Hispanic workforce recruitment and retention efforts by fostering the personal growth and professional development of officer, enlisted and civilian personnel. The mission also includes providing support with mentoring, networking, training and educational opportunities, and engaging with the Hispanic community through outreach initiatives.

Navy Personnel Command's (NPC) Talent Development Team will fund up to 50 registration fees. Funding requires pre-registration and participation in post-event survey. Travel for attendees outside the local area must be funded through individual commands. Command-funded registrations are not authorized. Any participation outside the 50 Navy-funded registrations will be at the service member's expense. Uniform for the event is service khaki for E-7 and above, and service uniform for E-6 and below.

ANSO is an organization which focuses on the mentorship and professional development of Hispanic service members. It was formally established in February, 1981 to address Hispanic recruiting and retention issues, and to serve as a link between the Hispanic community and the sea services.

Pentagon, China to forge closer bond after Joint Chiefs Chairman Gen. Joseph Dunford signed a deal with his Chinese counterpart on Tuesday “to formalize and increase operational communication between the U.S. and Chinese militaries,” The Wall Street Journal reported this morning from Beijing. “The agreement calls for a formal dialogue to commence in Washington in November, U.S. military officials said…Officials stressed that the new agreement was a “hopeful first step” in bringing closer together the two militaries so they can coordinate better. But they cautioned it would only be valuable if it led to substantive discussion between the Pentagon and the PLA.”

President Trump took to Twitter this morning to praise North Korea’s Kim Jong Un for making “a very wise and well reasoned decision” by backing off somewhat from his threat to launch missiles near Guam by “mid-August.” Noted the president, “The alternative would have been both catastrophic and unacceptable!”

Reminder: If President Trump ordered a pre-emptive strike on North Korean weapons facilities, “North Korea would surely retaliate, and this retaliation could include use of chemical weapons,” McClatchy News reported Tuesday. “While a surprise U.S. strike might be able to eliminate some of these stockpiles, North Korea’s artillery guns are thought to be preloaded with chemical weapons, allowing them to be deployed instantly.” More on that possibility, here.

Lors d’une conférence de presse, le 16 août 2017 à Damas, le vice-ministre syrien des Affaires étrangères, Faiçal Mekdad, a révélé la découverte de substances chimiques et toxiques dans des bunkers édifiés par des jihadistes.

« Tout le matériel spécial retrouvé se compose de grenades à main et de pièces de lance-grenades munies de substances toxiques CS et CN (…). Les munitions chimiques ont été produites par la société Federal Laboratories sur le territoire des États-Unis, alors que les substances toxiques ont été fabriquées par les sociétés Chemring Defence UK (Royaume-Uni) et NonLethal Technologies (États-Unis) », a-t-il indiqué.

Ces trois compagnies sont spécialisées dans la production de gaz de maintien de l’ordre. Federal Laboratories travaille principalement avec l’armée israélienne.

En vertu de l’article 5 de la Convention sur l’interdiction des armes chimiques (CIAC), l’usage de ces gaz —à supposer qu’il s’agisse bien de gaz de maintien de l’ordre— est interdit en zone de guerre.

La République arabe syrienne a ratifié cette convention, le 14 septembre 2013 (dont Israël n’est toujours pas signataire). La totalité de son stock d’armes chimiques a été démantelé sous contrôle conjoint des États-Unis et de la Russie. Depuis lors, Damas affirme respecter scrupuleusement cette convention, tandis que Washington —qui avait pourtant affirmé avoir surveillé la destruction de la totalité de cet arsenal— l’accuse de faire usage d’armes prohibées.

Durant les cinq dernières années, Washington, Londres et Tel-Aviv ont organisé l’opération Timber Sycamore ; le plus vaste trafic d’armes de l’Histoire [1].

Plusieurs pays islamiques ont lancé des consultations pour empêcher l’adhésion d’Israël au groupe des membres non permanents du Conseil de sécurité des Nations unies.

Tel Aviv a confirmé vouloir se battre pour une place au Conseil de sécurité et mène le travail nécessaire au niveau politique et diplomatique. Le Conseil de la Fédération (chambre haute du parlement russe) estime que l’adhésion d’un pays à l’un des principaux organes de l’Onu ne doit pas dépendre des différends politiques entre l’État candidat et d’autres gouvernements. Selon le quotidien Izvestia.

Certains pays arabes et islamiques craignent qu’une représentation israélienne au Conseil de sécurité des Nations unies mène à un durcissement de la ligne anti-arabe. A cet égard, des consultations sont en cours pour empêcher l’adhésion de Tel Aviv au groupe des dix membres non permanents du Conseil.

Le Conseil de sécurité des Nations unies compte 15 membres, dont 5 permanents — la Russie, la Chine, les USA, la France et le Royaume-Uni — disposant du droit de veto durant le vote sur des résolutions. Les autres membres sont élus par l’Assemblée générale de l’Onu pour une durée de 2 ans — cinq membres chaque année — et qui n’en disposent pas. Les places sont réparties selon des critères géographiques: cinq pays d’Afrique et d’Asie, un pays d’Europe de l’Est, deux pays d’Amérique latine et des Caraïbes et deux pays pour l’Europe occidentale. Depuis la naissance de l’Onu, Israël n’a encore jamais été membre non permanent du Conseil de sécurité.

«Cette fois, Tel Aviv a bien l’intention d’intégrer l’institution», déclare la députée israélienne Ksenia Svetlova.

«La Ligue arabe tente de saboter l’élection d’Israël en tant que membre non permanent du Conseil de sécurité des Nations unies. Elle adresse également cette requête aux États membres du Mouvement des non-alignés, y compris en Afrique et en Amérique latine», note Ksenia Svetlova.

La députée rappelle que le premier ministre Benjamin Netanyahu s’est récemment rendu en tournée dans les pays d’Afrique et que, pendant les entretiens avec ses homologues, la question de l’adhésion d’Israël au Conseil de sécurité des Nations unies avait également été soulevée.

Des cadets pour gérer la circulation. Des civils pour remplacer des policiers. Moins d'agents travaillant en solo. La Ville de Montréal estime avoir obtenu d'importantes concessions de la part de la Fraternité des policiers dans le renouvellement de leur convention collective. L'opposition doute toutefois de l'ampleur des économies anticipées et estime que les augmentations de 20,75 % accordées aux agents coûteront plus cher aux Montréalais.

DES CADETS DANS LE TRAFIC

Économies anticipées : 6,2 millions
La gestion de la circulation autour des chantiers ne sera plus automatiquement confiée à des policiers en heures supplémentaires. Des cadets pourront désormais faire ce travail, jusqu'à un maximum de 75 % des heures consacrées à cette tâche. Des policiers continueront à faire la gestion de la circulation pour superviser les cadets, mais aussi pour assurer la sécurité aux intersections jugées les plus dangereuses. Projet Montréal a de sérieux doutes sur les économies de 6,2 millions anticipées par Montréal. « Les cadets travaillent de juin à août seulement et ne seront pas disponibles pour les chantiers hors de cette période. Et il y en a des chantiers durant ces neuf autres mois », a souligné le conseiller Alex Norris.

DES CIVILS POUR REMPLACER LES POLICIERS

Économies anticipées : 5,8 millions
Autre changement, des fonctions autrefois réservées aux policiers pourront être remplies par des civils. La Ville de Montréal n'a pas dévoilé quelles tâches étaient concernées, mais elle a précisé que les agents qui occupaient de tels postes en ce moment ne perdraient pas leur emploi. Ce changement se fera graduellement, par attrition. À terme, ce sont 115 fonctions qui seront modifiées, ce qui devrait permettre au SPVM d'économiser 5,8 millions par année. La nouvelle convention collective prévoit aussi une baisse du nombre d'agents travaillant en solo. Ces policiers effectuaient des tâches jugées à faible risque comme la rédaction de rapports d'incidents, mais une analyse avait permis de constater une baisse du tiers du nombre de ce type d'appels. En effet, de nombreux rapports peuvent désormais être produits par téléphone ou sur l'internet.

RÉGIME DE RETRAITE

Les négociations ont aussi permis de régler le litige sur le partage du coût du régime de retraite des policiers. Alors que les agents couvraient auparavant le quart de la note, le partage se fera désormais à parts égales avec la Ville. Au total, la valeur des prestations au régime de retraite représentera 27,5 % du salaire des policiers - la Loi sur les régimes de retraite avait fixé un plafond à 22 %, mais Montréal a accepté de créer un « fonds de stabilisation ». Rappelons que le régime de retraite des policiers était le seul régime entièrement capitalisé (à 104 %), c'est-à-dire qu'il n'était pas déficitaire. Les économies anticipées par ces changements n'ont pas été chiffrées.

SUSPENSION AVEC SOLDE

En échange de ces concessions, les policiers ont fait quelques gains. La Ville de Montréal a accepté d'officialiser la pratique consistant à maintenir la solde des agents faisant l'objet d'une enquête en toutes circonstances. La nouvelle convention collective vient ainsi baliser la notion de « mesure administrative temporaire et provisoire ». En somme, lorsqu'un policier fait l'objet d'une enquête, il sera affecté à un autre poste avec solde. La directrice des ressources humaines de Montréal, Diane Bouchard, indique que c'était déjà « pratique courante » au SPVM. Ce changement ajoute que même les agents suspendus conserveront aussi leur solde. Cette fois, on dit vouloir respecter la jurisprudence, plusieurs jugements ayant tranché en ce sens.

AUGMENTATIONS SALARIALES ET PRIMES

Sur papier, Montréal accorde des augmentations salariales allant de 1,5 à 2 % par année pour la durée de la convention, soit de 2015 à 2021. Mais en plus de cette hausse, la Ville a aussi accepté de majorer la prime de métropole à laquelle les policiers montréalais ont droit depuis sept ans. « Un arbitre du travail a ordonné en juin 2010 la création d'une prime de métropole pour reconnaître le travail spécifique du SPVM », rappelle Diane Bouchard, directrice des ressources humaines. Il s'agit en effet du corps policier municipal offrant le plus haut niveau de service dans la province, soit le niveau 5, tout près de la prestation de la Sûreté du Québec. Établie à 4 %, celle-ci augmentera graduellement pour atteindre 7,5 % en 2021.

CRÉATION D'UNE NOUVELLE PRIME

En plus de la prime de métropole, Montréal a décidé de créer une nouvelle prime appelée « niveau de service », qui viendra majorer le salaire des policiers de 5 % en 2020. La Ville a été vague sur les motifs de la création de cette autre prime, se contentant de dire qu'elle « consolid[ait] le positionnement de la rémunération globale des policiers sur le marché ». Dans la présentation faite aux policiers par leur syndicat, cette prime a été présentée comme une façon de réduire significativement l'impact de la hausse de la cotisation au régime de retraite. Cette prime représente une hausse de 1 % pour les six premiers mois de 2017, puis de 3 % pour le reste de l'année. Elle augmentera graduellement pour atteindre 5 % en 2020.

20,75 %

Mises bout à bout, ces augmentations de salaire et de primes feront grimper le salaire des policiers du SPVM de 20,75 %. La Ville de Montréal n'a pas chiffré publiquement le coût de ces augmentations par année. Projet Montréal ne croit pas que les économies anticipées par les concessions sur la gestion de la circulation et le recours aux civils viendront compenser ces augmentations. « C'est sûr qu'en fin de compte, les contribuables vont payer beaucoup plus cher pour les policiers », estime Alex Norris. Le président du comité exécutif, Pierre Desrochers, a pour sa part salué l'entente qui survient au terme d'un long conflit. « Ça nous permet de passer à autre chose », a-t-il résumé.

While the president wavers in his criticism of white nationalist protesters, military leaders are speaking out against racism and intolerance in America’s ranks.
The U.S. Army’s top general on Wednesday became the latest high-ranking American military official to speak out against a resurgence of Nazi support following violence and unrest over the weekend in Charlottesville, Va.

Gen. Mark Milley joined his counterparts in the Navy and Marine Corps in explicitly calling for an end to the kinds of “intolerance, racism and hatred” that led to the death of 32-year-old Heather Heyer when a car plowed into a crowd of counterprotesters, killing her and wounding 19 others on Saturday.

The U.S. armed forces have had troubles with extremists enlisting in the past, and they don’t want it to happen again.

Since the president of the United States cast his lot in with white supremacists in his #NotAllNazis moment this week, the nation’s military service chiefs have responded with full-throated statements rejecting extremism and intolerance.

These statements have alarmed many. “If we lived in a different sort of country,” Fred Kaplan wrote in Slate, “this could fairly be seen as the prelude to a military coup.”
And I have some sympathy for this alarm.

As I have written in these pages, I am growing increasingly worried about the politicization of our military. And when I see the military appear to resist the impulses or tweeted policy preferences of the president, I am very conscious that —to build on an astute observation made by my friend Erin Simpson early on in this administration—some of the actions that protect the fabric of American society in the near term could be detrimental to American institutions in the long term. A politicized military that endures beyond this administration, for example, is not in the interests of the American people.

But I’m not as worried by the statements I’ve seen from the service chiefs, because I know there are two other important —and more parochial—motivations leading them to speak out against intolerance and hate groups.

The first motivation is that the U.S. military has long struggled with hate groups—and specifically white supremacists —in its ranks. White supremacist groups and their sympathizers were especially present in the ranks of the U.S. Army’s combat arms units and the U.S. Marine Corps in the 1980s and 1990s.

In 1986, an exasperated Secretary of Defense, Caspar Weinberger, ordered the military to crack down on these groups, and another purge was ordered after U.S. Army veteran Timothy McVeigh planted a bomb that almost levelled the Oklahoma City federal building in 1995, killing 168 people. 1995 was the same year a paratrooper from the Army’s 82d Airborne Division murdered a black couple outside Fort Bragg. = false flag

When I arrived in my first infantry unit in 2000, I remember encountering non-commissioned officers who were by then quite adept at interpreting the tattoos on the young white men arriving to the unit fresh from basic infantry training. By that point, though, recruiters were already weeding out most of the men who showed up with any sign of affiliations with white supremacist groups.

By the time I arrived at the elite 75th Ranger Regiment in 2002, meanwhile, the command sergeant major—the senior enlisted man in the regiment—was black, a regimental first. He had the respect of the entire regiment for two reasons: his rank, naturally, but also the toughness he displayed while rising through the ranks at a time when, in the 1980s, African-Americans were decidedly unwelcome in certain quarters of the special operations community.

The military’s service chiefs are among the last men in the U.S. military who still remember those bad old days in the 1980s and 1990s. They are proud of the way they have largely purged the ranks of extremists and want to keep it that way. It was no surprise that the commandant of the Marine Corps was the first service chief to say something, as his service has arguably struggled with white supremacist groups—and diversity more broadly—more than the other services. Besides, when the service chiefs made their statements this week, they were merely affirming—for the nation and for the men and women in their ranks—existing policy.

The second motivation behind the statements from the service chiefs is the same motivation that led so many corporate leaders to abandon the president this week. As the Wall Street Journal correctly noted, “business leaders are risk-averse. They prioritize stability and the status quo. What has changed is the definition of the status quo.

The modern U.S. corporation is far ahead of Trump’s base when it comes to progressive social values. All of these corporations actively promote an environment of multicultural liberalism. They have to. If corporations want to attract the best and brightest young American workers, they need to be seen as being friendly toward gays, lesbians, and transgender people. They need to be seen as welcoming toward religious and ethnic minorities. Why? Because this is the expectation of the younger Americans entering the workforce, regardless of their own personal ethnic or gender identity.

This is the same problem facing the service chiefs. Yes, the men and women who enter the military can be slightly more conservative than those entering the workforce out of university, but remember: unlike corporations, the U.S. military only recruits young people. The kids joining the military today—and most of them are still teenagers—have grown up in precisely the America that scares white supremacists. They simply can’t imagine a public institution, for example, hostile to homosexuals or people of color.

So the military service chiefs have to create some distance between their institutions and the idiots in Charlottesville carrying semi-automatic carbines and wearing body armor, playing soldier. The military is in an annual competition for able-bodied young men and women willing to sacrifice their lives in the service of their country.
And, as we have seen, it’s a competition in which white supremacists need not apply.

The presence of armed, right-wing militia at political events is becoming more common.

One of the most striking striking images from Saturday’s clash between white supremacists and counter-protesters in Charlottesville, Va., was the presence of dozens of heavily armed men and women dressed in combat fatigues resembling the National Guard and casting an imposing shadow over the events. But these were not law enforcement officers or soldiers. They were self-appointed militia who, public officials say, without proper training or legal authorities to act as a security force only make a situation more dangerous. And their participation in “alt-right” events is on the rise.

One leader of the militia groups said they went to Charlottesville only to “protect the peace.” But during the chaos of Saturday’s standoff quickly militia members found they mostly had to defend themselves. One member, whom one militia leader later said was known to have mental health concerns, even drew a weapon and came very close to firing on the crowd. That’s exactly what police officials say they’re worried about — one shot that could spark even further tragedy — and why they are calling on militia considering attending future events to stand down.

“Any group that considers themselves a public safety group other than law enforcement is of concern because that is not their job. It’s the law enforcement’s job,” Sandra Hutchens, president of Major County Sheriffs of America, told Defense One. The group is an association of elected sheriffs “representing counties or parishes with 500,000 population or more.”

One reason the presence of heavily armed men patrolling during “alt-right” events adds a new level of danger is because no one is entirely sure why they are even there or to whom they are accountable, including the militia members themselves. Law enforcement officers, on the other hand, are “accountable to the public always; that’s a very important point in this,” said Hutchens, who also is the sheriff-coroner for Orange County, Calif. “If we’re not doing it appropriately, then we’re accountable to the people and the government.”

Hutchens said law enforcement agencies also can work with both sides of protest events ahead of time, if the groups are interested, to establish safety guidelines, identify locations to protest, and establish rules of engagement in advance. That doesn’t always work — Charlottesville police had an established safety plan with the Unite the Right protesters on Saturday that was quickly disregarded and contributed to officials declaring a state of emergency. But many departments are trained in areas like crowd control and think about how to engage with protesters and counter-protesters to foster a safe environment that still allows for First-Amendment expression.

“You don’t want to have so many officers there if you don’t need them that makes it look like you’re trying to stifle somebody’s ability to protest,” she said. “At the same time, you need to be prepared in case you have some individuals that are going to start breaking the law.”

And when armed militias step into the breach, acting as security forces at protests, they can come without that training, without having communicated with both sides, without the same legal responsibility for public safety.

On Sunday, Christian Yingling, a Navy veteran and the organizer of the Pennsylvania Lightfoot Militia, one of the key groups present during the day’s events, posted a 30-minute video on Facebook to explain his version of what happened and why they attended.

Yingling’s post is significant in how much it reveals about modern militia movements and how they operate, sometimes unknowingly, alongside other groups, including the alt-right, whom Yingling repeatedly disavows in his statement. At points, Yingling seems remarkably politically astute. He begins by explaining, “All of the militias that were under one centralized command do not condone, support, or in anyway align ourselves with white supremacy or racist dialogue or thinking… We were there to help keep the peace.”

Yingling never says who selected him and his group to be the default police force for Saturday’s event. He says only that the Pennsylvania group was in Charlottesville at the invitation of an affiliated group called the Virginia Minuteman Militia, or VMM.

A VMM representative told Defense One that a friend had told him about the Unite the Right rally. “We went by our own choosing cause [sic] we felt it was the right thing for us to do as patriots,” he said.

David Shockley, a member of the Virginia militia who was at the Charlottesville protest, has described the group as sort of an enhanced neighborhood watch association that sometimes provides volunteer security for things like Civil War events. They previously supported the Pennsylvania group during a Gettysburg demonstration, so the Pennsylvania group came down to Virginia to return the favor. Shockley identifies himself online as being an Army Reservist for seven years in the 1970s and currently employed as an armed professional security officer in Waynesboro, Va.

But Shockley’s Facebook wall shows several posts supporting the Unite the Right rally and protesting the potential removal of the statue of Robert E. Lee from a public park near the University of Virginia, which was the stated reason for the rally. When questioned directly about those posts, Shockley sounded a more egalitarian tone, talked about an appreciation for history. He distanced himself from any support of the government of the Confederacy or from any endorsement of slavery. “I love my country and I love people. I do not like to see any ones rights abused or taken away. I have friends of all nationalities and we can talk to each other without anger,” he said.

But Shockley also has shared several posts in recent months supporting “Southern heritage,” arguing against changing Civil War names or monuments, calling for the removal of statues to Union Army generals, and promoting other revisionist history of the Civil War. “More of the truth that you have been lied to about. The real history has been rewritten by the north,” he writes atop one post. He shares another that reads, “The monuments that need to be removed are the ones to Custer, Grant and Sherman throughout our country, not monuments to our Southern soldiers and Generals. These three men in particular actually committed war crimes against private citizens on the scale of Adolf Hitler.” Shockley’s posts also support pro-Christian “crusader” themes and warnings against Islam and Muslims in America. Three weeks ago he shared one editorial cartoon equating the Islamic State’s destruction of historical statues in Iraq and Syria with, the caption reads, “liberals destroying historical monuments they find offensive. There is no difference.” 

Yingling, too, has reposted items on his Facebook wall from Confederacy-themed groups. But he does not publically identify as a white supremacist and, in his Facebook post, is consistently and convincingly critical of the movement, describing it as “hate on hate.” (Importantly, he does describe Black Lives Matter and other protesters in precisely the same terms.) 

Those posts alone likely would disqualify those individuals from professional law enforcement or military service in most agencies.

Regardless of the personal beliefs of the militia members, more and more they are drawing into closer alignment with anti-government “alt-right” groups since the 2016 presidential election. The pool of anti-government extremist groups, including militias, typically contracts during Republican administrations. After Trump won, a number of militia groups reoriented around the left-wing “Antifa” as their newfound enemy, said Mark Pitcavage, a senior fellow at the Anti-Defamation League’s Center on Extremism. The Antifa is the loosely affiliated anti-fascist movement that has visibly participated in a number of demonstrations since inauguration, including Saturday’s violent counter-protest in Charlottesville. By that time, militia groups had participated in a number of events that intertwined them with far-right groups, including some white supremacist ones. 

“These events could include events organized by people on the far right, they could include people on the far-right protesting left-wing events, and they could include people on the far-right protesting left-wing protests of right-wing figures like Ann Coulter,” Pitcavage said. While some of those events turned violent, not all were, and none deadly, as this past weekend.

The militia, say Schockley and Yingling, simply did not know what they were getting into on Saturday. Some members found themselves sandwiched between club-wielding neo-nazis and masked counter-protesters throwing tear gas. The group was physically attacked by both for attempting to maintain what Yingling said was a “neutral stance.”
That’s an increasingly common stance militia groups have claimed as they’ve become more active in the public sphere, according to Ryan Lenz, a senior investigative writer at the Southern Poverty Law Center, a watchdog nonprofit that monitors extremist groups.

“The anti-government movement has coalesced around this idea that they can serve as additional security forces in the public sphere, separate from police,” he said. “[They] feel that their role in this contentious political environment is to stand sometimes as the protector between the federal government and citizen, and more often than not, the citizen on the radical right and those who seek to silence that person.”

But neutral does not mean qualified to serve as an armed protective force. At one point, Yingling said, one of the militia members drew his weapon at the crowd and threatened them before backing away to escape repeated assault. Yingling later qualified the armed posture as the “low ready” position.

“We call him T.K.,” Yingling explains in his post. “T.K. has a neurological disorder; he refuses to stop … He was part of the melee that ensued…From what he told me, they swarmed him, were beating him, pepper spraying them.”

Yingling argued T.K. was a model of restraint. “Did they deploy those weapons? No. Did they have a right to considering there was a mob attacking them? Yes.”

The fact that the militia arrived armed, and why, has also been criticized and scrutinized by both sides. Virginia Gov. Terry McAuliffe told The New York Times on Sunday that the presence of armed groups carrying assault rifles hurt police response. “It’s easy to criticize,” the police, he said, “but I can tell you this, 80 percent of the people here had semiautomatic weapons.” The quote was later removed from the Times’ story after other officials said the governor was mistaken.

Corinne Geller, Virginia State Police spokesperson, told Defense One, “I think he was just alluding to the fact that some of these individuals may have had more firearms than our troopers did” [on them at the moment]. It “doesn’t mean…our folks did not have the adequate equipment. We had the necessary tactical, protective and operational equipment necessary to protect our troopers and officers as well as the individuals there,” she said. The militia was “in compliance with state law. Virginia is an open-carry state.”

Charlottesville Police Chief Al Thomas, on Monday, said, “We were certainly not intimidated by the firepower of the ‘alt-right.’” But officers did have to quickly transition from everyday uniforms to protective gear when violence broke out, and “obviously we had to be cognizant of their presence,” said Lt. Steve Upman, a spokesperson for the Charlottesville police.

It’s not a matter of Second Amendment rights, said Hutchens, the president of the Major County Sheriffs of America. Legally carrying firearms or not, the presence of armed militia groups can affect the way law enforcement professionals handle the situation.

“I know there’s been some discussion about open carry — I respect the laws of those states,” she said. “But it does complicate matters when you have these types of incidents occur, because it only takes one [person] to really cause a problem.”

Yingling, of the Pennsylvania militia, guessed the number of total armed members of the organized militia in Charlottesville as closer to 32 individuals. He says that the police were well aware of the group’s presence, knew where they would be, and there was coordination between the two.

Even if the public outcry for peace following Charlottesville might have made some militia members think twice about public associations with far-right protests, the possibility of violence means many might feel a duty to attend regardless.

“We’ve passed the time where these are peaceful assemblies — the expectation should be going forward that these will erupt into violence, I believe,” said the SPLC’s Lenz. “And I also would argue the patriot movement, or so-called anti-government movement, will think that these things will result in violence as well, and that they have to be there to protect those who are being oppressed.”

Indeed, as Yingling’s video commentary about Charlottesville goes on, he becomes increasingly frustrated with what he perceives as inaction from the local police. At one point, he says he asked them, “‘How come you guys aren’t doing anything about this?’ I was told…that law enforcement was told that they were not to intercede unless it got really bad. I guess rioting wasn’t bad enough…So I guess we’re the only assets here for crowd control.”
