HAMAS AND FATAH TO UNITE WITHIN 3 MONTHS

Hamas official tells Palestinian news agency the two parties held positive talks in Cairo, agreed on timeline for reconciliation.


Amu Mazen and Khaled Meshaal will again unite and work for the destruction of Israel.

Fatah and Hamas agreed on Tuesday to form a unity government within three months, a senior Hamas official told Palestinian news agency Ma’an.

Moussa Abu Marzouq, deputy chairman of the Hamas Political Bureau, told Ma’an that Hamas and Fatah held positive talks in Cairo and that the parties agreed to a timeline to implement reconciliation by July.

Marzouq said that no names were discussed for the new government in the Tuesday talks.
Last year, Hamas and Fatah reached an agreement in Doha, Qatar, to form a unity government that would pave the way for new presidential and parliamentary elections. The agreement stipulates that Abbas would serve as prime minister in addition to his job as PA president.

Amal Hamad, a member of the Fatah Central Committee from Gaza, said on Monday that Hamas was not serious about achieving reconciliation with Fatah.

“Hamas is interested in maintaining its Islamic emirate in the Gaza Strip,” she charged.

My comment:

At the end of the road, it will be the whole World against Israel.

To be able to establish this colorful rainbow alliance, there has to come some radical changes.
1. The 1.400 old civil war within Islam must end. The sunny Muslim Brotherhood and the Shia regime in Iran must make peace.
2. All Muslims must embrace Jihad, end their disagreements, and fight for the destruction of Zionist Israel.

3. The West must embrace the Islamic “peace agreement”, and work together with the Jihad movement. Billions must be raised to fund the ongoing war on Zionism.

The West has already done their part. NATO fought with Islamic Jihad in Libya, and are presently arming al-Qaida in the battle for Damascus.

To the great disappointment in cities like Washington and London, Arabian Nationalists have not fulfilled their promises. The PLO-Hamas split expose serious disagreements, making a two-state-solution an impossibility. The International community are now putting more cash on the table. Surely the PLO and Hamas will re-unite, so all end time prophecies can be fulfilled.

Hundreds of illegal immigrants with criminal records were released earlier this year as the Obama administration prepared for budget cuts, according to newly released data that challenged claims the program involved "low-risk" individuals.

Immigration and Customs Enforcement released the figures to two top senators, after a three-month delay and under the threat of congressional subpoenas.

Of the 2,226 detainees that were released in February, the department revealed, "622 have been identified as having some type of criminal conviction."

A statement from Sens. John McCain, R-Ariz., and Carl Levin, D-Mich., who received the stats, said 32 of them had multiple felony convictions. The department then "re-apprehended" 24 of those, the senators said, after realizing the "seriousness" of their crimes.

McCain called for those responsible to be punished.

"ICE's reprehensible actions put Arizona at risk by setting free into our communities hundreds of detainees who were guilty of criminal offenses," he said. "The ICE officials responsible for this must face disciplinary action and must take all actions necessary to ensure that this never happens again."

At the time, ICE officials defended the decision as one made in order to stay within budget -- as a prior budget resolution expired and the sequester was set to kick in.

Those detainees released were still said to face deportation and be under supervision. But administration officials downplayed the threat they might pose after leaving the local immigration jails.

In late February, White House Press Secretary Jay Carney said: "As ICE made clear yesterday, the agency released these low-risk, non-criminal detainees under a less expensive form of monitoring to ensure detention levels stayed within ICE's overall budget."

But according to McCain and Levin, some of those released had lengthy rap sheets.

One of them released in Phoenix had a second-degree robbery conviction and convictions for prostitution and solicitation for lewd conduct.

Another had been convicted of an "extreme" case of driving under the influence, harassment, and causing criminal damage to property. And yet another had prior convictions for carrying a gun, felony possession of drugs, burglary, vandalism and trespassing.

In the letter to the senators, a Department of Homeland Security official said detainees "without a criminal history were prioritized."

Nelson Peacock, assistant secretary for legislative affairs, said ICE focused on those that "posed no significant threat to public safety." He said 1,604 of those released had no known criminal convictions and reiterated that the agency faced a 7 percent budget cut which required "significant reductions."

In a statement Thursday, ICE said "these decisions were made on a case-by-case basis, by career law enforcement officials in the field, in order to ensure that ICE maintained sufficient resources to detain serious criminal offenders and other individuals who pose a significant threat to public safety through the end of the continuing resolution."

Earlier we reported that the US has now officially landed a Marine force in Israel as well as an assault ship, in a visit that the US Navy promptly assured "is not associated with, nor a reaction to, any world events." It seems we were not the only ones who read this justification somewhat skeptically: so did Russia. And in a historic event, the Russian Pacific fleet, for the first time in decades, crossed the Suez Canal and entered the Mediterranean, direction Cyprus' port of Limasol (hi Cyprus - Russia will be arriving shortly) in what is now the loudest implied warning to the US and Israel amassing military units across Syria's border that Russia will not stand idly by as Syria is used by the Israeli "Defense" Forces for target practice. “The task force has successfully passed through the Suez Channel and entered the Mediterranean. It is the first time in decades that Pacific Fleet warships enter this region,” Capt. First Rank Roman Martov said. This is what is also known as dropping hints, loud and clear.

The group, including the destroyer Admiral Panteleyev, the amphibious warfare ships Peresvet and Admiral Nevelskoi, the tanker Pechenga and the salvage/rescue tug Fotiy Krylov left the port of Vladivostok on March 19 to join Russia’s Mediterranean task force.

The task force currently includes the large anti-submarine ship Severomorsk, the frigate Yaroslav Mudry, the salvage/rescue tugs Altai and SB-921 and the tanker Lena from the Northern and Baltic Fleets, as well as the Ropucha-II Class landing ship Azov from the Black Sea Fleet. The task force may be enlarged to include nuclear submarines, Navy Commander Admiral Viktor Chirkov said last Sunday.

Shore leave for a whole lot of submarines just a few hundred kilometers from Syria? Surely. From Rian.

The Defense Ministry said in April Russia has begun setting up a naval task force in the Mediterranean, sending several warships from the Pacific Fleet to the region. Russian Defense Minister Sergei Shoigu said in March a permanent naval task force in the Mediterranean was needed to defend Russia’s interests in the region.

A senior Defense Ministry official said the Mediterranean task force's command and control agencies will be based either in Novorossiysk, Russia, or in Sevastopol, Ukraine.

Admiral Vladimir Komoyedov, head of the parliamentary defense committee, previously told RIA Novosti that the Mediterranean task force should be comprised of 10 warships and support vessels as part of several tactical groups tasked with attack, antisubmarine warfare and minesweeping.

The Soviet Union maintained its 5th Mediterranean Squadron from 1967 until 1992. It was formed to counter the US Navy's 6th Fleet during the Cold War, and consisted of 30-50 warships and auxiliary vessels.


It appears that the squadron is being reincarnated and quite rapidly at that.

It also appears that the two key naval forces in the Mediterranean are finally starting to position themselves for what may soon be a face off.

Hopefully Europe's "anti-manipulation" task force can spook enough majors to push the price of Brent much lower before the moment such an escalation becomes reality.

Russia's Foreign Minister clarifies his country intends to complete the deal to sell advanced missile systems to Syria.

Russia clarified on Thursday that it would go ahead with selling S-300 advanced missile systems to Syria, despite a request by Israel to cancel the deal.

Speaking to the Lebanese-based Al-Mayadeen television, which is close to the Hizbullah terror group, Russian Foreign Minister Sergei Lavrov said that Russia is “committed to the agreements” signed with Syria regarding the advanced missiles and will “fully carry them out.”

As he has said previously, Lavrov reiterated that Russia does not intend to sign new agreements with Syria for the sale of weapons, but explained that since the S-300 deal was signed before the outbreak of the civil war in Syria, Russia intends to carry it out as planned.

"We have no intention of breaking international law," Lavrov explained. "However, we do not want our reputation as reliable suppliers of weapons to be affected."

Lavrov’s remarks came just two days after Prime Minister Binyamin Netanyahu met with Russian President Vladimir Putin and spoke to him about the deal.

Following their meeting, Netanyahu and Putin spoke to the press, but Netanyahu did not indicate whether he succeeded in convincing Putin to halt arms supplies to Syria or whether the two leaders reached any firm agreements.

Speaking to reporters, Netanyahu stressed that his country's task was to "defend its citizens."

"Together we are trying to find ways to strengthen stability and security, we have a remarkable opportunity to directly speak with each other," the Israeli premier was quoted as saying by Russian news agencies.

An Israeli official told Channel 2 News on Thursday that Netanyahu made it clear to Putin that Israel views the sale of advanced systems to Syria as a “status quo changer” and tried to get him to intervene and halt the deal.

The Wall Street Journal reported last week that Israel had warned the United States that Russia plans to sell these advanced weapons to Syria, and that Netanyahu spoke with U.S. President Barack Obama to make him aware of the deal.

Meanwhile, the London-based Arabic-language Al-Quds Al-Arabi newspaper reported Tuesday that advanced Russian missile launchers have already been transferred to President Bashar al-Assad’s regime.

According to the report, 200 launchers for advanced anti-aircraft S-300 missiles are already in Syrian hands, and Syrian experts have been fully trained to use the launchers and no longer need Russian supervision.

WASHINGTON, May 17, 2013 – Deputy Defense Secretary Ash Carter welcomed Liberian President Ellen Johnson Sirleaf to the Pentagon yesterday to discuss the military relationship between their nations, Pentagon Press Secretary George Little said.

In a statement summarizing the meeting, Little said Carter expressed admiration for the foundational work the United States and Liberia have accomplished together to make the Liberian armed forces a viable and stabilizing force.

Carter noted that in December 2014 the Defense Department will draw down Operation Onward Liberty, a program in which members of U.S. Africa Command mentor and advise their Liberian counterparts, Little said. But the deputy secretary also emphasized that while Onward Liberty will conclude, the U.S.-Liberian military-to-military relationship will remain strong, shifting from tactical-level training to strategic-level training and institutional development, he added.

The two leaders also discussed the opportunities and challenges presented as the United Nations mission in Liberia draws down over the next few years. Carter told Sirleaf that the United States and other partners will work closely with Liberia to build its security institutions during this transition, Little said, and will work to enhance the capacity of these institutions so they may take on their rightful role as U.N. forces depart.

Sirleaf thanked the United States for its support in developing Liberia’s armed forces and coast guard to a capable and professional level, Little said, while Carter expressed appreciation for the Liberian armed forces' pledged contribution to the African-led International Support Mission to Mali.

The two leaders agreed to stay in close touch to build upon the strong bilateral relationship between their two countries, Little added.

ANNAPOLIS, Md. (5/15/13) - Maryland Gov. Martin O'Malley recognized the 20 and 10-year anniversaries of the Maryland National Guard's partnerships with Estonia and Bosnia and Herzegovina with a reception for senior delegations from the two nations Monday.

The Maryland National Guard established its State Partnership Program with Estonia in 1993 to assist with the Baltic state's transition to an independent nation after the collapse of the Soviet Union.

In 2003, the Maryland National Guard began another partnership, this time with Bosnia and Herzegovina, to help stabilize that country following the break-up of Yugoslavia and the ethnic conflict that followed. The program promotes civil and military cooperation to further peace, stability, prosperity and democratic principles.

During the past two decades, the State Partnership Program enhanced relationships between the United States and these countries through hundreds of military and civilian exchanges. Cooperation spread, over the years, beyond military-to-military exchanges to civilian collaboration. Salisbury University in Maryland and Tartu University in Estonia, for example, established a relationship as a result of the State Partnership Program.

"Over the last 20 years, the Maryland National Guard has been a pioneer in this type of international engagement," O'Malley said. "The organization's success with two state partnerships has been a terrific benefit to not only the state of Maryland, but also to the nation as a whole."

Two pilots from Estonia, Capt. Rene Kallis and Capt. Martin Noorsalu, are serving with the Maryland National Guard on a three-year tour. They recently returned from Afghanistan with the Maryland Army National Guard's C Company, 1st Battalion, 169th Air Ambulance Company, where they flew medical evacuation missions alongside Maryland pilots.

Twenty-six military police officers from the Armed Forces of Bosnia and Herzegovina deployed last fall to Afghanistan with the Maryland National Guard's 115th Military Police Battalion to support the International Security Assistance Force. These soldiers are fully integrated into the unit and conduct operations with Maryland Guard members.

"The partnership between Maryland and Bosnia and Herzegovina is a classic example of how it works," said Gen. Frank J. Grass, chief of the National Guard Bureau. "We took a country out of war, and we worked together as they went from a consumer of security to a producer of security."

Nationwide, the State Partnership Program currently involves 65 different partner counties and nearly every state and territory in the nation, covering Africa, Asia, Europe and Latin America. Some states have two programs. Although many of the partner nations have deployed together, in 2012, Maryland's became the first program ever to have supported two co-deployments with two different partner nations at the same time.

"Over the past 20 years, we have achieved great success through our partnerships while supporting U.S. foreign policy objectives," said Maj. Gen. James A. Adkins, the adjutant general of Maryland. "As we look forward to the future, the SPP remains a cost-effective engagement program that produces results beneficial to the United States and our partners."

-FOREIGN TROOPS ARRIVING ACROSS AMERICA-
 
am now receiving reports of foreign troops coming in,arriving in large numbers, from various sources across the nation. There are reports of large numbers of military transport planes arriving frequently at various locations nationwide. These are reportedly C-130's and C-17's, many of them with no tail markings, according to one source.

Locations include:West Virginia; Jacksonville, Florida;Edinburgh, Indiana, and elsewhere.
 
As my reports throughout the years can attest to, I have repeatedly warned my fellow Americans that FOREIGN TROOPS WILL BE HEAVILY USED UNDER MARTIAL LAW IN AMERICA. The reason is, that under MARTIAL LAW, the foreign troops will perform the "dirty work" that US troops don't really want to do against their fellow Americans.

According to this person, there were THOUSANDS, not hundreds, of military vehicles on the move. As some photos show, “as far as the eye can see”. Where are they going? What are they preparing for? What about the newly released video on the bottom of the story from Los Angeles? This shows a train moving through L.A., California carrying HEAVY military tanks; where are they going? What are they preparing for – martial law as asked by the videographer?

HAGEL STRESSES ACCOUNTABILITY TO ARMY'S NEWEST OFFICERS

WASHINGTON, May 25, 2013 – Noting the new demands of a “shifting and complicated world,” Defense Secretary Chuck Hagel today emphasized the need for accountability and integrity in the responsibilities awaiting the Army's newest officers in his commencement address at the U.S. Military Academy in West Point, N.Y.

“You’ve made a courageous decision to offer yourself for a very purposeful life,” Chuck Hagel said to the more than 1,000 members of the academy’s 215th graduating class. “You’ve learned the meaning of duty, honor and country, and you will now be asked to lead our nation’s soldiers – an awesome responsibility.”

Hagel said his time in the Army forever shaped him, and that while tactics, techniques and training have changed over the decades since served as an enlisted soldier in Vietnam, some things are enduring.

“The basic principles of soldiering and leadership remain the same,” he said. “Character and courage are still the indispensable requisites of both life and leadership.”

The most important part of leadership is taking responsibility for your own actions and decisions and holding all around you accountable, the secretary told the graduating class, noting that the career of Gen. Dwight D. Eisenhower “provides one of the greatest examples of this kind of accountability.”
 
“On the eve of the Normandy invasion, which he would command, Eisenhower scribbled a message on a piece of paper in the event that D-Day was a failure,” Hagel said. “Eisenhower’s framed words hung in my Senate office for 12 years. They read: ‘Our landings have failed, and I have withdrawn the troops. My decision to attack at this time and place was based upon the best information available. The troops, the air and the Navy did all that bravery and devotion to duty could do. If any blame or fault attaches to the attempt, it is mine alone.’
 
“That is accountability, “and I often think of that story when I look at Eisenhower’s portrait in my Pentagon office,” he continued. “Eisenhower’s simple and honest statement should be a guiding point for all of us in positions of authority and responsibility, and for all of you as you embark upon your military careers.

The secretary said he learned in Vietnam that “combat is a furnace that can consume” soldiers, but it can also forge them into something better than before. Today’s ground forces have shouldered a heavy burden over the longest period of sustained combat in American history, he added.

In addition to budget constraints that are forcing the Army and all services to cancel training and curtail exercises, Hagel noted other significant menaces to the health and quality of the all-volunteer force, such as alcohol, drug abuse, suicide, mental illness, sexual harassment and sexual assault.

“You’ll need to not just deal with these debilitating, insidious and destructive forces, but rather, you must be the generation of leaders that stop it,” Hagel said. “This will require your complete commitment to building a culture of respect and dignity for every member of the military in society.”

Hagel described sexual harassment and sexual assault in the military as profound betrayals of sacred oaths and trusts.

“This scourge must be stamped out,” the secretary said. “We’re all accountable and responsible for ensuring that this happens. We cannot fail the Army or America. We cannot fail each other, and we cannot fail the men and women that we lead.”

JAKARTA, Indonesia (NNS) -- Three U.S. Navy ships assigned to Task Group 73.1 and two TNI-AL (Indonesian Navy) ships got underway from Jakarta May 24th to participate in the at sea phase of the 19th annual Cooperation Afloat Readiness and Training (CARAT) Indonesia exercise.
 
During the at sea phase, the dock landing ship USS Tortuga (LSD 46) and the guided missile destroyer USS Momsen (DDG 92) will conduct a series of maritime training events with the guided missile frigate, KRI Oswald Siahann, and the corvette, KRI Sultan Iskandar Muda. The diving and salvage ship, USNS Safeguard (T-ARS 50), is also underway conducting a salvage exercise and explosive ordnance disposal subject matter expert exchange with embarked U.S. Navy divers, EOD technicians and TNI-AL diving units.
 
CARAT Indonesia began May 21 and continues through May 29, and consists of shore and sea phases. The shore phase features medical training, military operations symposia, U.S. 7th Fleet band concerts and joint community service projects at local schools. The at-sea phase focuses on enhancing cooperation and interoperability across a broad range of naval capabilities from maritime security operations to combined operations at sea. Throughout both phases of CARAT Indonesia, Marines are conducting jungle training with their ground force counterparts, while Seabees are conducting an engineering exchange featuring concrete cloth construction.
 
The TNI-AL is among the original CARAT partners and has participated in the exercise series since it began in 1995.
 
"CARAT Indonesia 2013 is the latest chapter in a long-standing exercise series between the Indonesian and U.S. navies Designed to enhance cooperation and interoperability," said Commodore Paul Schlise, Commander Task Group 73.1. "As we work together to address shared maritime security priorities, I look forward to training with our fellow maritime professionals during what promises to be a productive and complex series of events."
 
The sea phase integrates a variety of naval units across warfare areas. A U.S. P-3 aircraft will support combined search and rescue and anti-submarine warfare exercises, while all ships will participate in maneuvering, gunnery and missile exercises. A maritime interdiction scenario will bring Visit, Board, Search and Seizure teams comprised of Sailors and the elite unit Kospaska to board Tortuga as a simulated target vessel.
 
Designed to strengthen maritime partnerships, build mutual trust and enhance interoperability, CARAT is a series of bilateral military exercises between the U.S. Navy and the Armed Forces of Bangladesh, Brunei, Cambodia, Indonesia, Malaysia, the Philippines, Singapore, Thailand and Timor-Leste.
 
More than 1,000 U.S. Sailors and Marines are participating in CARAT Indonesia. Additional participants include a Marine amphibious landing force embarked on Tortuga, a VBSS team assigned to Maritime Civil Affairs and Security Training Command (MCAST), Seabees from Naval Mobile Construction Battalion Five (NMCB5), divers from Mobile Diving and Salvage Unit 1 (MUDSU), a training team from Explosive Ordnance Disposal Mobile Unit 5 (EODMU5), a P-3C Orion aircraft, and the U.S. Seventh Fleet Band, Orient Express.

USS NIMITZ, At Sea (NNS) -- Members of Explosive Ordnance Disposal Mobile Unit (EODMU) 11 participated in a mine pouncing training exercise in the Indian Ocean May 26.
 
"Back in the day, they would jump out of a helo near a mine and attach an explosive to it," said Explosive Ordnance Disposal (EOD) Technician 2nd Class Ruben Villegas. "They would then get picked up and go on to the next one, then the next one. That's where the term mine pouncing came from."
 
Currently assigned to the aircraft carrier USS Nimitz (CVN 68), and equipped with the knowledge to detonate mines safely, EODMU 11 has been training to clear the way for Nimitz and Carrier Strike Group (CSG) 11 during deployment.
 
"It's not as common anymore," said Explosive Ordnance Disposal Technician 2nd Class David Medwedeff, another member of EODMU 11. "We're doing this in case it happens again."
 
"It has happened where we're going," said Explosive Ordnance Disposal Technician 1st Class Ruben Villegas, one of EODMU 11's team members. "They're not all conventional mines."
 
These EOD technicians held a demolition buildup earlier in the week for Rear Adm. Michael White, Commander, CSG 11, and members of his staff in preparation for the mine pounce exercise.
 
"The admiral and some of his staff came to increase their awareness of this capability so we can keep practicing," said Lt. j.g. Thomas Rollow, the EOD Platoon 11-0-1 officer in charge. "We've practiced on land, but this is the first time we've done this on a floating platform."
During the demolition buildup, members from mobile unit 11 constructed charges used to demolish mines.
 
"If this were real and there was a contact mine, they would need us to get rid of it," said Villegas.
Starting with time trains, a type of fuse, EOD technicians calculated the lengths needed to create a charge that would be used to safely detonate a training mine.
 
"It's extremely crucial," said Rollow. "All it takes is one mistake."
 
With the word of a (training) mine spotted ahead, two MH-60S Sea Hawk helicopters from Helicopter Sea Combat Squadron (HSC) 6 took off from Nimitz' flight deck carrying members of EODMU 11.
 
Upon arriving on the mine and given the okay by the demolition operation supervisor, two EOD divers jumped out of the first helicopter into the ocean; one with the charge, one with the time fuse.
 
The divers attached the charge to the mine together. For safety reasons, once it was set, one diver swam for the helicopter where he was picked up at a safe distance. The remaining diver then set the charge and followed the first.
 
"We want it to be 15 minutes," said Villegas.
 
The operation is marked as a success with a thunderous explosion on the horizon. All personnel are safe, and the way is clear for the strike group to move forward, thanks to the members of EODMU 11.
 
"The admiral was thoroughly impressed and happy at his new found capability in the strike group brought by our team," said Rollow. "It gave us the opportunity to practice a real scenario and get the kinks out so everyone knows their responsibilities to contribute to the overall success of the mission."
 
Nimitz Strike Group is deployed to the U.S. 7th Fleet area of responsibility conducting maritime security operations and theater security cooperation efforts.

Representatives from 41 nations have gathered in the Arabian Gulf for International Mine Countermeasures Exercise 2013, a training exercise on how to keep the seas free of mines.

Although the majority of mine countermeasures missions are accomplished at sea, the “Blackhawks” of Helicopter Mine Countermeasures Squadron 15 and their MH-53E Sea Dragon helicopters are paramount to the success of these missions.
 
The MH-53E, which is the largest helicopter in the U.S. inventory,  is the only U.S. Navy aircraft that can conduct mine countermeasures missions operations, using various towed devices including mine hunting sonar and mechanical minesweeping gear.

Helicopter Mine Countermeasures Squadron 15’s command mission is:

“To maintain a worldwide 72-hour airborne mine countermeasures rapid deployment posture and a four aircraft forward-deployed airborne mine countermeasures and vertical onboard delivery capability in the Arabian Gulf.” 


The squadron’s primary mission is airborne mine countermeasures, which is the squadron’s focus during International Mine Countermeasures Exercise 2013. The squadron is also conducting logistics/vertical onboard delivery support such as personnel and material transfers.

Airborne mine countermeasures operate in tandem with surface and underwater mine countermeasures to provide a complete mine countermeasure effect. Each platform has its advantages.
 
Airborne mine countermeasures add speed and range of operations. The MH-53E is capable of flying over the horizon at 150 knots, providing mine countermeasure support sooner than any other platform. Once on station, aircraft tow devices at speeds up to 10 times faster than surface ships, providing a rapid, effective response to any threat around the world.

PACIFIC OCEAN (NNS) -- Pacific Partnership 2013 members embarked aboard the amphibious dock landing ship USS Pearl Harbor (LSD 52) entered the 7th Fleet area of responsibility, May 28.
 
Pacific Partnership, the largest disaster response-preparedness mission in the Indo-Asia-Pacific region, is currently en route to its first mission port in Samoa.
 
All mission ports for Pacific Partnership 2013 are located within the 7th fleet area of responsibility.
 
"The transition from 3rd Fleet to 7th fleet represents an important and exciting step in the execution of Pacific Partnership 2013," said Royal New Zealand Air Force Group Capt. Darryn Webb, Pacific Partnership 2013 deputy mission commander.
 
According to U.S. Navy Cmdr. Michael Harris, Pearl Harbor's commanding officer, the ship is ready and its crew is excited to get to work.
 
"The ship's role in Pacific Partnership is to provide support for the partner nations, non-governmental organizations, and US military members aboard," Harris said. "The crew is looking forward to participating in as many events as possible."
 
Pacific Partnership was born of the multinational response to the 2004 tsunami that struck Southeast Asia. In its eighth iteration, the mission contributes to stability and security by opening dialogue between leaders, fostering relationships, and building mutual trust and respect, while ensuring that the international community is better prepared to work together as a coordinated team when a regional disaster strikes.
 
This year Pacific Partnership will work with and in the host nations of Samoa, Tonga, Republic of the Marshall Islands, Papua New Guinea, Kiribati and the Solomon Islands.

 29 mai 2013 – Le Conseil de sécurité a prorogé, mercredi matin, le mandat de la Force intérimaire des Nations Unies pour Abyei (FISNUA), jusqu'au 30 novembre 2013.
 
Il a également décidé de porter à 5 326 hommes le plafond des effectifs autorisés de la FISNUA, afin d'appuyer le Mécanisme conjoint de vérification et de surveillance de la frontière entre le Soudan et le Soudan du Sud.

Abyei est une région pétrolière qui fait l'objet d'un litige entre Khartoum et Juba. La Force a été établie en juin 2011 par le Conseil de sécurité suite à une flambée de violences provoquée par la prise de contrôle d'Abyei par l'armée soudanaise quelques semaines après l'indépendance du Soudan du Sud en juillet 2011. L'incident avait déplacé des milliers de personnes.
 
En décembre 2011, le Conseil de sécurité a renforcé le mandat de la FISNUA en la chargeant de conduire des missions conjointes de contrôle de la frontière, qui consistent en une surveillance tripartite de la sécurité dans la zone démilitarisée.
 
A la fin du mois de mars 2013, la FISNUA a été en mesure de dépêcher la toute première mission de vérification du retrait des forces des deux pays de la zone démilitarisée située à proximité de leur frontière commune.

Par cette résolution, le Conseil exige également du Soudan et du Soudan du Sud qu'ils parachèvent la constitution de l'Administration et du Conseil de la zone d'Abyei, notamment en « débloquant l'impasse concernant la composition » dudit Conseil.

Les deux gouvernements doivent en outre s'employer immédiatement à renforcer la confiance parmi les différentes communautés concernées de la zone d'Abyei. Ces dernières sont appelées à s'abstenir de tout acte ou propos provocateur qui pourrait entraîner des affrontements violents.

Début mai, une attaque avait provoqué la mort d'un Casque bleu éthiopien de la Force et du chef de la tribu des Ngok Dinka, Kuol Deng Kuol. Les deux hommes avaient été tués par des éléments de la tribu rivale Missereya et deux autres Casques bleus ont été blessés.

Le Secrétaire général avait condamné cette attaque qui s'inscrit dans le cadre d'un contentieux intercommunautaire qui oppose les agriculteurs Ngok Dinka aux tribus pastorales Misseriya.

29 mai 2013 – À l'occasion de la Journée internationale des Casques bleus des Nations Unies, Ban a rendu mercredi un vibrant hommage aux 111 soldats de la paix qui ont perdu la vie en 2012 en servant sous le drapeau bleu.

Lors d'un dépôt de gerbe au Siège des Nations Unies, il a rappelé que plus de 3 100 Casques bleus ont perdu la vie au cours des 65 années d'opérations de maintien de la paix de l'ONU. Il a salué leur courage et présenté ses plus sincères condoléances aux familles.

« Les Nations Unies n'oublieront jamais le sacrifice consenti en faveur de l'idéal de paix. Nous préserverons la mémoire des disparus, poursuivrons leurs efforts et ferons tout pour instaurer une PAIX DURABLE dans les zones où ils ont servi », a lancé M. Ban. = PAIX DURABLE = GUERRE PERPÉTUELLE

Il a ensuite souligné les dangers inhérents au maintien de la paix, ainsi que l'augmentation des risques encourus, avant d'indiquer que l'ONU faisait tout son possible pour renforcer la sécurité de son personnel.

Une nouvelle opération va être déployée très bientôt au Mali, pays qui fait face à d'importantes menaces terroristes », a-t-il rappelé, en ajoutant que les actes de violence ne sont pas les seuls périls rencontrés par les soldats de la paix. « Plusieurs de nos collègues sont morts de maladie, d'autres sont décédés dans des accidents de voiture sur des routes dangereuses ».

Dans un message à l'occasion de la Journée internationale, le Secrétaire général souligne par ailleurs l'évolution des missions onusiennes.

« Les Casques bleus sont de plus en plus appelés à mener des opérations multidimensionnelles visant à aider des pays à passer d'une situation de conflit à un état de paix, tout en s'attachant à protéger les civils, notamment les plus vulnérables d'entre eux : les femmes et les enfants », dit M. Ban.

« Face à l'apparition de nouvelles menaces et de nouveaux défis, les opérations de maintien de la paix évoluent pour mieux s'acquitter de leur mandat et apporter une paix durable aux pays déchirés par la guerre », poursuit le patron de l'ONU, qui cite le déploiement de la brigade d'intervention et de systèmes aériens sans pilote et sans arme en RDC.
 
« Au Mali, les Casques bleus interviendront dans des conditions difficiles, caractérisées par la présence de groupes armés qui menacent la sécurité nationale et régionale », affirme M. Ban, dans son message.

Il indique en outre que la Mission multidimensionnelle intégrée des Nations Unies pour la stabilisation au Mali (MINUSMA), qui doit se déployer à compter du 1er juillet 2013, concourra à stabiliser le pays, à promouvoir la réconciliation nationale et à protéger les civils.

« En participant au renforcement des forces de police, des tribunaux et de l'administration pénitentiaire, les opérations de maintien de la paix contribuent à faire naître la confiance dans les autorités locales », relève M. Ban.

« Témoignons notre solidarité aux quelque 111.000 soldats et policiers, originaires de 116 pays, qui sont sur le terrain, et continuons de faire évoluer nos opérations pour mieux protéger et mieux aider les civils qui en ont besoin », conclut le Secrétaire général.

À l'heure actuelle, l'ONU mène 15 opérations de maintien de la paix à travers le monde, dont plus de la moitié en Afrique, et une mission politique spéciale, la Mission d'assistance des Nations Unies en Afghanistan.

Syrian President Bashar al-Assad said that despite the portrayal by the media of a deal for advanced missiles to be purchased from Russia as a future event, the fact is that Syria has already begun acquiring the S-300 missile system from Moscow.
 
Assad made the comments in an interview that will be broadcast Thursday night on the Al-Manar Lebanese television station, associated with Hizbullah. Several portions of the interview were previewed in a Hizbullah-controlled Lebanese newspaper, Al-Akhbar.
 
Assad said that shipments of the S-300 system were already underway, and that some had already arrived, the report said. Relating to the possibility that Israel would attempt to eliminate the missiles once they were in Syria, Assad said that Damascus would “immediately retaliate.” He added that he would “not hesitate to arm groups that were working to liberate the Golan.”
 
The S-300 is regarded as one of the most potent anti-aircraft missile systems currently available, with radars that have the ability to simultaneously track up to 100 targets, while engaging up to 12 at one time. Israel and the U.S. have protested to Russia against the sale, saying that the missiles would eventually be used against Israel. In comments Tuesday, Russian Deputy Foreign Minister Sergei Ryabkov said that the system was a “stabilizing factor” for Syria. “Such steps will deter some hotheads from considering scenarios that would turn the conflict international with the involvement of outside forces," he said, without specifying who he was talking about.

Members of the United States military may be surprised to learn that they now serve on President Obama's behalf, instead of protecting the Constitution.
 

On Wednesday, Obama reverted to his 1996 position supporting gay marriage, but said something that caught the ear of many conservatives.

"[W]hen I think about those soldiers or airmen or marines or sailors who are out there fighting on my behalf and yet feel constrained, even now that ‘don’t ask, don’t tell’ is gone, because they are not able to commit themselves in a marriage, at a certain point I’ve just concluded that for me personally it is important for me to go ahead and affirm that I think same sex couples should be able to get married," Obama said.

"Slip of the tongue, to be sure, but can one think of another president who’d have made it?" Elliot Abrams asked at the Weekly Standard.
 
Ben Shapiro weighed in on the statement at frontpagemag.com:

Shapiro reminded readers that in 2009, Obama said the troops made a “pretty good photo-op” during a visit to South Korea.
"Obama seems to see the troops as his personal plaything," Shapiro added, recalling a statement last week where the President appeared to suggest he would transform the country on their behalf.

He went on to say that our soldiers, sailors, airmen and Marines "are a prop for Obama."

"They are fighting on behalf of the United States of America of which Obama is, like all his predecessors have been and all his successors will be, temporarily president and commander-in-chief," Michael Barone wrote at the Washington Examiner, adding that Obama could have said they were fighting "at my command," which would have been true.

"But that would conflict with his campaign message that he ends wars rather than wages them," Barone added.

Obama also seems to not understand that U.S. military personnel do not swear allegiance to one man, but rather promise to preserve, protect and defend the Constitution "from all enemies, foreign and domestic."

If the United States were a monarchy, as Barone wrote, or a dictatorship, then the President could say they are fighting on his behalf.
"But we're not a monarchy and he's not royal," Barone added. Nor is the United States a dictatorship.

"FDR, for all his ego, would never have said that soldiers in World War II were fighting on his behalf. Neither would Truman, Ike, JFK, Nixon, Ford, Reagan, or even Carter and Clinton (although Clinton might have thought it)," wrote Newsbusters' Tom Blumer, who added that he doesn't "expect to see a lot of TV air time devoted to this telling, egotistical slip."

"Others have noted that in his spike-the-ball statements on the dispatch of Osama bin Laden, Obama has used first person pronouns in a way that presidents like George W. Bush, Dwight Eisenhower and Franklin Roosevelt were careful to avoid," Barone wrote.

JACKSONVILLE, Fla. (NNS) -- The Navy Region Southeast (CNRSE) Family Readiness hosted a tri-base Emergency Family Assistance Center (EFAC) exercise, May 30.
 
The exercise, designed to test the region's ability to establish and sustain EFAC operations in the days and weeks following the landfall of a hurricane, involved more than 30 Fleet and Family Support Center (FFSC) representatives from NAS Jacksonville, Naval Station (NS) Mayport and Naval Submarine Base (NSB) Kings Bay, including installation and training officers and emergency management personnel from all three bases.
 
"Our ability to take care of our families after a natural disaster is critical to our ability to carry out our mission and support the fleet," said Rear Adm. John C. Scorby Jr., commander, Navy Region Southeast. "Our Sailors and civilians need to be assured their loved ones are safe so they can focus on their duties in the event a hurricane actually does hit one of our installations."
 
The exercise came one week after the completion of HURREX 2013, which tested the region's hurricane preparedness through a scenario involving multiple, simulated storms that made landfall near installations throughout the Southeast Region. The EFAC exercise was essentially a continuation of that scenario, and its focus was on the recovery phase of Disaster Response.
 
In this scenario, NS Mayport and NSB Kings Bay residents were evacuated prior to landfall and each base suffered extensive flooding as the simulated storm passed. Afterward, FFSC personnel from all three participating bases worked with emergency management and training personnel to establish an EFAC on board NAS Jacksonville.
 
After a real disaster, the EFAC would function as a hub for FFSC case workers and emergency response personnel to provide a wide range of support services for affected family members.
 
Most of the support is managed through the Navy Family Accountability and Assessment System (NFAAS).
 
"After a disaster, people can go into the 'Needs Assessment' portion of NFAAS and specify what they need," said Carol Lucius, CNRSE Family Readiness program Work and Family Life Coordinator. "Then our case managers can go in and see what those needs are. We will then call them back and get them the resources they need."
 
Although NFAAS is one of the primary methods for EFAC personnel to assess needs after a disaster, it is not the only one. People can also come directly to the EFAC for assistance.
 
During the exercise, participants simulated what kind of EFAC services would be necessary at two days after a hurricane, one week after, and two weeks after.
 
"The circumstances in the days and weeks following a major storm can change quickly and EFAC personnel and services need to be adjusted accordingly," said Lucius. "We need to decide who we should have in the EFAC based on what we think peoples' needs are because it's not staffed only with FFSC personnel - its chaplains, medical, legal, housing and many others."
 
After an actual hurricane, EFAC personnel would also coordinate with a number of civilian agencies and local officials in order to get people the help they need. Most people who seek help are in need of food, shelter, clothes or some other physical need, which makes it important to conduct this kind of exercise in order to be better prepared for recovery efforts when a real-world scenario occurs.
 
"An emergency is a crisis event and it never really happens the way you exercise it," said Lucius, "but we at least need to have a plan in place. We are going to be providing services and need to be sure that our people have confidence in themselves, confidence in their leadership and confidence in the plan."
 
This training is essential for preparing emergency management and FFSC personnel for an actual event. It important for family members and dependents to know what to do in the event of an emergency.
 
"They really need to know about NFAAS," said Lucius. "They need to know that it is essential for them to have their personal contact information updated in NFAAS so that when a disaster strikes, they can be contacted and they know how to contact somebody for help."
 
The exercise was phase one of a three-phase process. While this phase included only players from installation FFSCs, training and emergency management personnel, participation will be expanded in phase two and three. Phase two will include additional participants from on-base organizations, such as the base housing office and legal. Phase three will expand even further to include players from outside the fenceline, including the American Red Cross, Salvation Army and others.
 
Sailors, dependents and government civilians can log into NFAAS at https://navyfamily.navy.mil where they can update their contact information, report their status or submit a needs assessment.

President Obama may have finally clarified the U.S. position on armed assassins in the sky, but the next wave of drone controversy may now center on whether robots on the field of battle are smart enough to gun down human beings. At a the meeting of the United Nations Human Rights Council in Geneva on Thursday, a top U.N. official on execution gave the world his best Sarah Connor impression, urging for a moratorium on terminators Lethal Autonomous Robotics (LARs), a warning he hopes will stop a future of killer robots that may be past the point of no return if leading military technologists have anything to say about it. "War without reflection is mechanical slaughter.... A decision to allow machines to be deployed to kill human beings worldwide — whatever weapons they use — deserves a collective pause," said Heyns, the U.N.'s special rapporteur on extrajudicial, summary or arbitrary executions. That is one fancy title, but his message is simple, familiar, and likely in vain: Many advocates would still rather trust a human to pull a trigger than leave it to SkyNet, or, well, a machine set to autopilot by the U.S., Israeli, British, or Korean military.  
 


But, yes, the the United Nations listened to debate about killer robots. Thursday's session came just three weeks after the United States Congress conducted a hearing about other Earths because, well, the line between reality and science fiction are closing in fast enough for the world to truly weigh in. Currently, there are no fully autonomous and armed robots in action — early attempts have gone awry, and while the Pentagon has not been shy in wanting to develop stand-alone shooters, they've insisted by official policy that a human being will always be "in the loop." Human Rights Watch and Harvard Law School, gleaning information from the U.S. Air Force, have reported that "by 2030 machine capabilities will have increased to the point that humans have become the weakest component in a wide array of systems and processes." So, by the time Suri Cruise is 24, humans really starte to be the weakest links on the battlefield. In the meantime, a few superpowers and would-be-superpowers are building up their LAR arsenals. Here are some of the standouts currently in question:
 
The U.S. Phalanx can detect, track, and fire upon anti-ship and anti-air threats:

Israel's Harpy, as the AP reports, is a "Fire-and-forget autonomous weapon system designed to detect, attack and destroy radar emitters."
 
Britain's Taranis is a semi-autonomous stealth drone that can "think for itself," according to Sky News:
 
Korea's Techwin​ surveillance system and robots can detect targets through infrared. They're "operated by humans but have an 'automatic mode,'" the AP reports.
 
The robotic capabilities of China and Russia aren't as well known, as Nick Cumming-Bruce reports today at The New York Times.
 
So, we're still a little ways off from terminators, but the argument from the human rights community is more than relevant today: If we're killing people with drones being flown across the skies of Yemen and Saudi Arabia and Pakistan by pilots thousands of miles away, what happens to killing — and the human decision of war, and war crimes — when we have a "set it and forget it" robot roaming the Earth? The moratorium proposed on Thursday by Heyns, the U.N. official, would put a halt "on the production, assembly, transfer, acquisition, deployment and use of LARs, until a framework on the future of LARs has been established." He also asked the U.N. council to set up a high-level panel on LARs that would convene within a year to "to assess whether existing international laws are adequate for controlling their use," Cumming-Bruce reported.
 
Robots, of course, have their fans. Advocates for autonomous military helpers and/or overlords insist that our humanoid friends "process information faster than humans, and they are not subject to fear, panic, a desire for revenge or other emotions that can cloud human judgment," according to the Times. Whether humans get their revenge on robots before they can kill us, well, judgment day hasn't come yet.

WASHINGTON, June 4, 2013 – People are at the core of the Defense Department’s Better Buying Power 2.0 acquisition program, the assistant secretary of defense for acquisition said in a recent interview. 

“Our people want, and the department needs, a professionalized workforce with the tools and training needed to be successful,” Katrina McFarland said.

Much has changed since the department introduced the original version of the program in 2011. At that time, the department was ending a decade-long run of significant budget increases, the war in Iraq was winding down, and DOD was facing downsizing. Then-Defense Secretary Robert M. Gates announced a $450 billion cut in spending over 10 years. 

The acquisition philosophy was to spend and allocate money. “The job was to get things to the warfighter as quickly as we could,” McFarland said. Better Buying Power anticipated the end of that era. Now, DOD is downsizing, but “not really leaving war per se,” she said.

The acquisition career field was decimated in the 1990s, and the “spend” culture of the post-9/11 era did not help the workforce learn. “Now we have to rebuild the force while at the same time getting more out of the dollars available to us to spend,” McFarland said.

Better Buying Power seeks to refocus the workforce and to change the culture that has been embedded since the 1990s. “We’ve got to get to the training, we’ve got to get to the skills, we’ve got to get to how we manage our people,” the assistant secretary said.

She talked about her experience “growing up” in the Marine Corps acquisition community. “For every step I took, there was somebody there with me to help me to understand, to learn and to tell me how I could have done things better,” she said. “[It was] the best type of leadership I could possibly ask for. I thought that was the way everybody was trained.”

She soon learned that was not the case, she said -- not because people didn’t want to mentor new people, but because it was taken out of their job descriptions.

The department lost critical acquisition competencies and skills “that we cannot regrow overnight,” she said. Acquisition officials “decided that people could come off the street and be leaders and supervisors.”

Acquisition supervisors, as part of their duties, were supposed to help to nurture and train new people. But that function was eliminated “as a savings construct,” McFarland said. The assistant secretary likened this to throwing the baby out with the bathwater. “We really hurt ourselves,” she said. “They closed the feeder path for the senior skills.”

She said the Defense Contract Management Agency was downsized “horrendously” from 26,000 people to fewer than 10,000. Much of the reduction, she said, eliminated contractor oversight positions. “They were the folks who monitor, who sit at the contracting site and make sure the public gets the value for the dollars,” she added.

Defense industries still deliver a superb product to the force, McFarland said, noting that the American military is the best-equipped force in the world. “But we lost sense of ourselves as a customer,” she said. “Our expertise at being a good customer waned. We couldn’t tell what was ‘good enough’ anymore. We lost a lot of the expertise that managed to get better value for the dollar.”

Better Buying Power 1.0 started the change, she said. “We want people to understand we are not in agreement with the construct that they can’t do this business, that they are somehow inferior and unable to deliver materials, on time, on cost, on schedule,” McFarland said. “Rather, there is a huge effort out there to help them get those tools.”

One of the drumbeats of the program is to shape the acquisition workforce into a professional, respected corps, she said.

Acquisition is a team sport, McFarland said, with engineers, logisticians, budget and finance experts, specialists in international programs, information technology leaders and testers needing to cooperate.

But teams need leaders. “We get a lot of ‘help.’ Some of it well-intended, but a lot of this help misses,” she said. “There is no checklist mentality that can succeed here. There has to be people with intellect to know what risks to take and not to take, and that requires learned people to work with those junior [personnel] to introduce them to the process and give them the room for failure.”

Each acquisition is different and poses different challenges, she said. Each program is unique, and requires leaders to consult a list, but not be bound by it -- “someone to take into account the risks,” McFarland said.

She noted that getting a driver’s license requires passing a written test and receiving driving instruction from an older, experienced operator. “In acquisition, we throw them the keys to a Maserati and tell them to tool around on [Interstate] 95,” she said.

At its core, Better Buying Power seeks to help acquisition personnel think, McFarland said. “This isn’t ‘Thou shalt do this,’” she added. “It’s ‘These are ideas that you need to consider as you engage in your daily business.”

The U.S. government seems to have mastered the art of suppressing people. Right from building humanoid robots to criminalizing innocent farmers and natural medicine practitioners, victimizing common people has become more prevalent than ever. WASHINGTON (NNS) -- USS George H. W. Bush (CVN 77) conducted the first aircraft carrier-borne end-to-end at-sea test of the Surface Ship Torpedo Defense (SSTD) System, the Navy announced, June 6.
 
The SSTD System combines the passive detection capability of the Torpedo Warning System that not only finds torpedoes, but also classifies and tracks them, with the hard-kill capability of the Countermeasure Anti-Torpedo, an encapsulated miniature torpedo. The at-sea tests were conducted May 15-19.
 
The Countermeasure Anti-Torpedo is being developed by the Pennsylvania State University Applied Research Laboratory (PSU-ARL). It is designed to locate, home in on and destroy hostile torpedoes. Over the four-day testing period, Bush engaged seven torpedo-like targets with seven Countermeasure Anti-Torpedoes. Designed to validate the end-to-end of the system, the testing proved successful.
 
"These tests are a culmination of a very focused effort by the Navy including the program office, Bush's crew, Norfolk Naval Shipyard and our academic and industrial partners. With all seven of our shots doing what they are designed and built to do, it validates our work and significantly enhances our current capabilities," said Capt. Moises DelToro, the Undersea Defensive Warfare Systems program manager.
 
This first end-to-end test of the SSTD System achieved several firsts: the first Torpedo Warning System detection of targets from a carrier, the first automatic detection and automatic targeting of an incoming torpedo target from a ship, the first launch of Countermeasure Anti-Torpedo from a carrier and the first end to end Torpedo Warning System and Countermeasure Anti-Torpedo system detection-to-engage at-sea test.
 
"It is gratifying to have these tests go so well," said Rear Adm. David Johnson, program executive officer, Submarines, whose portfolio includes the Undersea Defensive Warfare Systems Program Office. "The engineering involved to detect a hostile torpedo, process its direction, speed, depth, and then engage it with a carrier-launched Countermeasure Anti-Torpedo is impressive. I am confident that the fleet will be pleased with the results."
 
Given the complexity of the system, the program office is taking an incremental approach to the development and acquisition of the Surface Ship Torpedo Defense System.
 
"What is currently aboard Bush is an engineering development model, or EDM, that is a fully-functioning system, but not the final configuration or production model," DelToro said. "We're learning from the Bush to improve the system so we can provide the most robust and cost-effective hard-kill anti-torpedo capability possible."
 
The Navy currently plans to equip all aircraft carriers and other high-value units with the Surface Ship Torpedo Defense system by 2035.

Russia's navy will deploy about 10 warships to the Mediterranean Sea on a permanent basis, the Russian Defense Ministry said Thursday.
 
According to the announcement, the number of warships could be increased if the situation required it. The force will monitor the situation in the region, conduct humanitarian and rescue operations, prevent drug trafficking and arms smuggling, and combat sea piracy and terrorism, the ministry said.
