The catalyst for the next great war will likely occur somewhere in the middle east. The Americans know this. As do the Russians and the Chinese. And as with the last two ‘great wars,’ the groundwork is being laid well ahead of time.
 
 A large American military force disembarked Tuesday, June 4, at the southern Jordanian port of Aqaba – ready for deployment on the kingdom’s Syrian border, DEBKAfile’s exclusive military sources report. The force made its way north along the Aqaba-Jerash-Ajilon mountain road bisecting Jordan from south to north, under heavy Jordanian military escort.

  Our sources disclose that this American force numbers 1,000 troops, the largest to land in Jordan since the Syrian civil war erupted in March 2012. They are members of the 24th Marine Expeditionary Force carried aboard the USS Kearsageamphibious assault ship, which has been anchored off neighboring Israeli Eilat since mid-May. Upon landing, the marines took to the road in a convoy of armored vehicles including Hummers.
 
Washington and Amman have imposed a blackout on their arrival.

According to our US sources, the arrival of the US force in Jordan was not directly related to the regular exercise but decided on at an emergency meeting at the Pentagon on May 31, which was attended by top military and civilian Defense Department officials. Defense Secretary Chuck Hagel, who is away from Washington, took part by video conference.

Just last month the Russians, in response to a multi-year American Naval buildup, deployed the majority of their Pacific Fleet to the Mediterranean, and they are now shifting nuclear submarines to the region. 

Sides are being taken, with Russia providing material support to the Assad regime and the United States providing money and weapons to the Free Syrian Army rebels, who sources claim are not only not Syrian, but likely operatives of America’s sworn enemy Al Queda.
 
There will be no draw down of troops or naval assets in the near future. Russia and the United States, as well as China, have strategic reasons for being in the region, and no one is going to pull back. 

A terrible future lies ahead for the people of Syria and the greater world as this conflict continues to escalate.

Brandon Smith of Alt-Market.com puts forth an in depth analysis of the situation:

Using Vietnam and other proxy wars as a reference, here is how I believe the war in Syria is likely to progress over the coming months:
  1. Heavy weapons will be supplied to the insurgency, including anti-aircraft weapons, leading to increased casualties, especially civilian casualties.
  2. Assad will respond with expanded and deadly airstrikes and ground troops will advance with the aid of Hezbollah.
  3. Iran will begin openly supplying arms, and step up covert supplies of advisors and ground troops.
  4. Russia will increase arms shipments even further, including anti-ship, anti-tank and anti-aircraft missiles in order to dissuade U.S. and Israeli interests from sending their own forces into the area.
  5. Syrian insurgents will begin losing ground quickly. The UN will offer to “mediate” a ceasefire, but this will only be designed to allow the insurgents time to regroup, and for the U.S., EU and Israel to position themselves for attack.
  6. The UN ceasefire talks will be a wash, if they even take place. Israel will begin regular airstrikes in the name of stopping Iran and Hezbollah from interfering in the war, or to stop them from obtaining “chemical weapons.” The strikes will be aimed at Syrian military facilities and Syrian infrastructure. There will be many civilian casualties.
  7. Syria will respond with ground to air and ground to ground missiles. Israeli cities will see far more precise targeting than the scud missiles used by Iraq during Gulf I and Gulf II. Civilian deaths will be much higher than expected, despite common claims that Israeli missile defenses are the most advanced in the world (Israel has never faced the threat of advanced Russian missile systems).
  8. A no-fly zone will be announced over Syria, enforced by U.S. and Israeli planes, along with anti-aircraft batteries.
  9. A violent attack will take place in Israel, likely against a civilian population center (I would not be surprised if chemical weapons are involved). The attack will be blamed on the Assad government, or affiliated allies. It might be a real attack or it might be a false flag. In either case, the result will be the commitment of Israeli ground troops.
  10. I think it highly probable that Israel will be the first Western country to invade Syria. However, their involvement will immediately draw a declaration of war from Iran, and, increased ship movements from Russia, which maintains a strategic naval base off the coast of Tartus.
  11. Israel will be swallowed up in a strategic quandary, and will demand U.S. military action. The U.S. will supply that action. Combat will spread into cross-border battles in countries not directly engaged in the fight (as it did in Cambodia during Vietnam).
  12. China will respond with economic retaliation, dumping the U.S. dollar as the world reserve currency. Russia will respond by reducing petro-product exports to Europe and staging a massive naval presence in the region. From this point, all bets are off…
Now, the temptation here is for one to immediately take sides and to look at this conflict through the lens of “East vs. West.” This would be a mistake. The Syrian government has in the past acted in tyrannical fashion (though much of the latest accusations appear to be propaganda designed to lure the American public into rallying around another war).
 
Russia is just as restrictive an oligarchy as the U.S. or the EU. China’s society is a communist nightmare state and the average globalist’s aspiration for what they want America to become one day. Iran has many oppressive policies and is certainly not the kind of country I would ever want to live in. The Syrian insurgency is a mixture of immoral and unprincipled death squads and paid covert wet-work agents. The U.S. government is immorally supplying the cash and weapons for them to operate in the name of fighting the same kind of tyranny that is being instituting here at home.
 
The point is, there are no “good guys” in this story. There are no heroes; only the insiders, the outsiders, and the general public.

The United States and Saudi Arabia have signed an Open Skies agreement that will “permit unrestricted air service by the airlines of both countries between and beyond the other’s territory.”

The agreement means Saudi airlines may fly from any point in the kingdom to any point in the United States, and that U.S. airlines may fly from any point here to any airport in Saudi Arabia.

The deal was signed May 28 in Jeddah by U.S. Ambassador to Saudi Arabia James B. Smith and Dr. Faisal bin Hamad Al-Sugair, Saudi Arabia’s Deputy Director of the General Authority of Civil Aviation.

In addition to permitting each nations’ airlines to provide unrestricted air service to any point in the other country, the agreement also eliminates restrictions on how often the carriers can fly, the kind of aircraft they can use and the prices they charge.

Per the agreement, the seven airlines will be permitted “unrestricted” access to US skies and airports for the purpose of international travel and shipments.  They will not, however, be permitted to service domestic flight routes within the United States.

The United States has over one hundred identical agreements with foreign countries.   Saudi Arabia is the last country on the Arabian Peninsula—after Kuwait, Bahrain, Qatar, Yemen, the U.A.E, and Qatar—to sign an Open Skies agreement.

APIA, Samoa (NNS) -- Pacific Partnership 2013 participated in a friendly Samoan longboat race against the Don Bosco Longboat Rowing Team as part of a cultural exchange, June 8.
 
The race came about after a challenge issued by Pacific Partnership 2013 Mission Commander U.S. Navy Capt. Wallace Lovely to local Samoan long boat rowing legend Zita Martel.
 
"For the first time in the history of traditional longboat racing, the United States of America has issued a challenge to a boat from the independent state of Samoa," said Martel. "In the spirit of Pacific Partnership, I accepted the challenge from Commodore Wallace Lovely issued to me and my team."
 
Hundreds of people gathered around Vaiusu Bay to watch the races.
 
"If you saw the number of people on the sea wall watching the race, everyone from United States Navy, Partner Nations, and Samoans, standing side by side cheering for both boats," said Lovely. "That was the most warming sight coming in, seeing the cheers and thumbs ups, but also just seeing the love that Samoans have for Zita."
 
Days prior to the races' start, Martel and Don Bosco Long Boat Rowing Team members took time to train Pacific Partnership's long boat racing team members on basic rowing techniques before they took to the waters.
 
"It was a lot of fun. Most of us could have benefited from having one or two more practices on the water because we weren't always in sync, but we were willing to do our best and I really enjoyed it." said Canadian Forces Army Maj. Sophie Toupine. "It was a wonderful way to see the partnership that we promote with Pacific Partnership 2013. The population was enjoying it as much as we were. It's a perfect example of what this mission is about."
 
Pacific Partnership is based on common goals that provide a huge benefit to the maritime security of participating nations, including the United States, by increasing regional stability leading to PEACE and PROSPERITY.
 
Working at the invitation of each host nation, U.S. Navy forces are joined by non-governmental organizations and regional partners that include Australia, Canada, France, Japan, Malaysia and New Zealand TO IMPROVE MARITIME SECURITY, AND STRENGTHEN DISASTER RESPONSE PREPAREDNESS.

Au début de la réunion du comité étrangère et de défense de la Knesset,le président du comité et député Avigdor Lieberman a dit : «nous vivons dans la période la plus tumultueuse, ce qui me gêne le plus, c’est pas la région, mais l’UE qui a reçu le 4 Juin, une décision de ne pas inclure le Hezbollah sur la liste des organisations terrorisme ».
 
Lieberman a déclaré que «la liste d’exclusion Hezbollah des organisations terroristes de l’UE deviendra sans pertinence pour Israël." Il a ajouté qu’à la suite de la décision d’évacuer les troupes autrichiennes du Golan, "nous devons conclure que nous pouvons compter que sur nous même."

Il va y avoir un vaste exercice de la défense passive  dans le Nord. L’exercice se déroulera dans plusieurs endroits différents avec de nombreux exercices sur le terrain et des expériences avec un préavis de sirènes séparés. Des forces de sécurité présentes, des explosions seront entendues.

L’exercice aura lieu demain à 10h00 et les étudiants vont s’exercer ainsi que dans les écoles élémentaires. Un nouvel exercice débutera à 16h00 sur la rue  Jezreel Nazareth, et un autre exercice débutera à 20h30 au Moshav Kerem Maharal Ofer.

Il ne faut pas s’inquiéter ; il y aura des mouvements de troupes de Tsahal et des véhicules militaires, des hommes en tenues de protection anti-chimique, et ils vont utiliser des grenades fumigènes.

MARINE CORPS BASE QUANTICO, Va., June 10, 2013 – What differentiates his command from Army, Navy and Air Force cyber operations is a focus on the forward-deployed nature of America’s expeditionary force in readiness, the commander of Marine Corps Forces Cyberspace Command said during a recent interview here.

As commander of MARFORCYBER, Lt. Gen. Richard P. Mills heads one of four service components of U.S. Cyber Command. The Marine command stood up in January 2010.

Today, 300 Marines, federal civilians and contractors are performing cyber operations, Mills said. That number, he added, will grow to just under 1,000, at least until fiscal year 2016.

Each of the services’ cyber commands protects its own networks, Mills noted.

“Where we differ is that we look more at tactical-level cyber operations and how we will be able to provide our forward-deployed ... Marine Air-Ground Task Force commanders with the capability to reach back into the cyber world [at home] to have their deployed units supported,” the general said.

The basic structure for deployed Marine units, he said, is an air-ground task force that integrates ground, aviation and logistics combat elements under a common command element.

“We’re more focused at the tactical level, the tactical edge of cyber operations, in supporting our forward-deployed commanders, and that’s what we should do,” Mills said.

It’s an important capability, the general said, and one that will become more important and effective for deployed commanders in the years ahead.

Cyber to me is kind of like artillery or air support,” Mills explained. “The actual weapon systems are well to your rear, back here in the continental United States, and what you need to be able to do is request that support be given to you and have it take effect wherever you’re operating.”

The Marine Corps cyber mission is to advise the commander of U.S. Cyber Command, Army Gen. Keith B. Alexander, on the capabilities of the Marines within the cyber world and how to best use those forces in accomplishing the Cybercom mission, Mills said.

“That’s our first job,” he added. “Our second job is to be able to conduct cyber operations across all three lines of cyber operations -– defensive and offensive cyber ops –- so we have to man, train and equip Marine forces to accomplish those missions.”

In testimony to Congress in March, Alexander described the three Cybercom lines, or missions.

-- A Cyber National Mission Force and its teams will help to defend the country against national-level threats;

-- A Cyber Combat Mission Force and its teams will be assigned to the operational control of individual combatant commanders to support their objectives; and

-- A Cyber Protection Force and its teams will help to operate and defend the Defense Department’s information environment.

Of the nearly 1,000 MARFORCYBER forces that will come online between now and fiscal 2016, Mills estimated that a third will be in uniform, a third will be federal civilian employees, and a third will be contractors.

MARFORCYBER has Marines in the joint community who work throughout Cybercom at Fort Meade in Maryland. The Marine Corps cyber organization also is developing teams to be tasked by Cybercom to conduct operations across the spectrum of cyber operations.

“It’s very similar to what we do today,” Mills said. “The units train and go forward from the United States and work for other commanders well forward, and cyber will be the same way. We’ll ship forces to Cybercom when requested, fully trained, fully manned, fully equipped, ready to operate.”

MARFORCYBER is a full-up component command under Cybercom along with the Air Force, Navy and Army, the general said.

“All four of the component commanders talk regularly to each other and meet regularly at Cybercom to coordinate our growth, coordinate our requirements, [provide] input to Cybercom and take its guidance and direction, and operate together in big exercises like Cyber Flag,” he said.

Cyber Flag is an annual exercise at Nellis Air Force Base, Nev., which Cybercom conducts with U.S. interagency and international partners.

For the Marines, the smallest U.S. military service branch, contractors play an important part in cyber, the general said.

“One of the challenges of cyber is that it’s such a dynamic environment,” he explained. “You need people who are educated and current in their specialties and who are available to stay on the job for long periods of time, whereas Marines come and go in the normal assignment process.”

Contractors have skill sets that aren’t always available in the active-duty Marine Corps, and can fit neatly into short-term projects, he added.

“They all operate under the same clearance requirements, the same authorities, the same rules,” the general said. “That’s one of the things that make them so expensive. They come at a cost, but you have to bear it to make sure that your cyber capabilities are current and that you stay on the cutting edge.”

In the newest domain of warfare, the battlefield is evolving, Mills said, and Marine commanders have come to understand the impact cyber can have on defensive and offensive operations.

“I think cyber commanders now understand when you go forward you have to be able to defend your systems against intrusion by other states, by rogue elements, and even by hobbyists who are just trying to break in and infiltrate your nets,” the general said. “But they’re also beginning to understand the positive effects cyber can have in your operations against potential enemies. … It’s a very valuable tool in that quiver of arrows that a commander takes forward, and they want to understand how it operates.”

In the new domain, even a discussion of weapons veers off the traditional path. A cyber weapon, Mills said, “can be something as simple as a desktop computer. It’s also a vulnerability to you, because it’s a way in which the enemy can enter your Web system if you put the wrong hardware on there or open the wrong attachment or email.”

Cyber weapons are much more nuanced than big cannons and large bombs and weapons systems.

The armories of the cyber world are very sophisticated computers and very sophisticated smart people who sit behind those computers and work those issues for you,” the general said.

Mills said he’s an infantry officer by trade, so he tends to view everything he does through a combat-arms prism.

“I think the definition of combat arms is expanding a little bit these days,” he said. “I don’t think cyber is any longer a communicator’s environment -- it’s an operator’s environment. So we want that cyber expert to sit in the operations shop right next to the air expert, right next to the artillery expert, because we think that’s where it belongs.”

Mills pointed out the contrast between a Marine “kitted out” for battle with a Marine dressed for a cyber operation who may be sitting behind a desk in the United States.

“He’s got access to a huge computer system that allows him to operate within that domain,” the general said. “He may go home at night and never have to deploy forward. But he’s providing support to deployed forces, he’s conducting actions against designated targets, he’s doing a lot of things -- but from the foxhole or the fighting hole at his desk, rather than some foxhole or fighting hole forward.”

Army Capt. Frank Brown, communications officer with the Pennsylvania National Guard’s Headquarters and Headquarters Detachment, 213th Regional Support Group, faced the challenge of setting up and maintaining the various means of communication for 213th RSG soldiers during Golden Coyote, an annual training exercise held in the Black Hills of South Dakota.
The exercise provides service members from 11 states and four foreign nations with training opportunities in logistical and tactical environments, in addition to real-world missions such as bridge construction and humanitarian aid.

“We’re charged with providing voice and data communication assets to the Regional Support Group,” said Brown, who calls Harrisburg, Pa., home. “We’re also pulling voice and data from the signal support elements from the 443rd Signal, providing [classified and unclassified] voice and data through those services.”

Brown accepted the position of brigade signal officer after being approached by Army Lt. Col. Robby Robinson, the 213th RSG’s executive officer.

“I’ve only been in the position for two to three months, so I’m still assessing my soldiers and their capabilities,” Brown said, “and we’re trying to find common ground -- who’s good at what -- and task them accordingly and share that knowledge amongst the soldiers so that we all learn from each other.”

Brown and his soldiers established a working network within their exercise headquarters building before heading out to the field, where they faced several obstacles.

“We have several [forward operating bases] displaced by hundreds of miles, so the communication challenges are going to be unique,” Brown said. “The learning curve of some of the communication assets we’ve had to deploy, due to the displaced locations, is something that some of us haven’t touched in several years.”

Brown helped his soldiers set up equipment such as a radio antenna, a deployed digital training campus and a mobile satellite dish enabling Internet connectivity for units in the field.

Spending time in the field is nothing new to Brown, who enlisted in the Marine Corps after he graduated from high school in 1993.

“I joined the active duty Marine Corps as a parachute rigger, … then I joined the Marine security force in Washington state, served out there for a couple years, and I transferred up to Maine to a cold-weather infantry unit up there,” he said. During his time in Maine, he added, he went to college, majoring in criminology. After spending some years in Maine, he transferred to Pennsylvania to attend Indiana University of Pennsylvania, which he said had one of the better criminology degree programs.

Brown transferred to the Pennsylvania National Guard, and joined the officer corps with a direct commission.

Despite the challenges he and his soldiers faced, such as weather and technical issues, Brown looked forward to the training during Golden Coyote and had confidence in his soldiers.

“I’m looking forward to the challenges out here,” he said. “I’m looking forward to getting to collaborate with my soldiers and build a cohesive team there so we can overcome the challenges that the signal community is going to bring us in the future.”

As medical officer in charge of Beyond the Horizon 2013 Panama, Baker recently wrapped up the last of three medical exercises here, which included 11 days of free services in three remote Panamanian provinces.
Throughout the four-month mission, U.S. soldiers and airmen trained in a broad range of specialties worked hand in hand with medical professionals from Panama’s Health Ministry, delivering care to about 13,000 people.

“It was like being Santa Claus for Christmas,” Baker said of the opportunity to provide the care to people in poor regions with little access to specialized medical care.

The medical exercises, which included general medicine, dentistry, optometry, pediatrics, dermatology, obstetrics and gynecological, and pharmacy services, were part of U.S. Southern Command’s largest annual humanitarian civic assistance mission in Latin America. = TRICARE - Under military rules

Beyond the Horizon Panama also includes veterinary services and construction projects, and a similar four-month mission also is underway in El Salvador.

From its earliest planning stages, Beyond the Horizon 2013 Panama’s medical missions were seen as a win-win for everyone involved, explained Lt. Col. Malcolm Walker, an Army reservist from the Denver-based 244th Engineer Battalion serving as commander of Joint Task Force Panama.

The medical professionals, initially active-duty airmen from Maxwell Air Force Base, Ala., followed by Army reservists predominantly from Ohio and Texas for the subsequent rotations, tested out their ability to deploy and set up operations in austere overseas environments, he said. Typically working in schools, clinics and even tents converted into makeshift medical facilities, they treated patients with conditions not commonly seen in the United States: tropical diseases, leishmaniasis and worms, among them.

For the Panamanian government, the exercises dovetailed with a national campaign to extend the reach of medical services provided to citizens in some of the country’s most remote regions, said Dr. Alex Gonzalez Hidalgo, a special advisor to the health minister.

After a successful Beyond the Horizon 2010, also conducted in Panama, the ministry jumped at the opportunity to participate in this year’s mission to provide care in underserved areas. The staff selected eight exercise sites -- most in difficult-to-reach rural locations in the easternmost part of the country -- where populations tend to be poor and health care providers, particularly specialists, are few and far between, Gonzalez said.

Typically operating in schools temporarily converted into medical clinics, the Panamanian medical staff and military members worked side by side to deliver patient care. The Health Ministry workers gave immunizations to everyone who arrived for treatment, and also conducted preventive medicine classes that highlighted hygiene and healthy lifestyle choices. = A bracelet or a microchip to be able to receive some help??? 

From there, patients moved into a triage area, where the military specialists identified their medical needs and directed them to the appropriate treatment areas.

For many of the military members providing that care, including those with combat deployments under their belts, it was their first chance to practice medicine during a humanitarian assistance mission. Among them was Army Spc. Matthew Parker, an Army Reserve pharmacy technician from the 256th Combat Support Hospital in Ohio, who said he relished putting his skills to work in such a gratifying way.

Rather than setting up a mock hospital at a training post, issuing candy in lieu of real medications to role-playing patients suffering simulated traumas, Parker said, he’s getting to help real people with real medical needs.

“This is close to the heart,” Parker said. “It makes me extremely proud seeing how much help we can give in such a short amount of time.”

“I love it,” agreed Army Spc. Souheil Sarrouh, a combat medic from the 256th CSH on his first deployment since joining the Army in 2009. “I love this place, and I love what the Army is doing here. We are making a difference in people’s lives.”

Sarrouh said he joined the Army wanting to make that difference -- not just keeping the United States secure, but also demonstrating its heart to the rest of the world.

Their appreciation came in the fruit the local people carried to the sites to present their caregivers, and on the faces of the people they treated, particularly the children.

“They might not have had shoes on, but they were still smiling,” Sarrouh said.

Army Sgt. Geoffrey Erwin, an optometry technician from the Michigan-based 148th Medical Detachment, watched his patients’ faces light up as they tried on their new glasses for the first time.

“You’d see big smiles” as their worlds suddenly come into focus, he said. “It’s amazing what a pair of glasses can do in improving someone’s quality of life.”

For Army Lt. Col. (Dr.) Jim Hirsch, a dentist from the Army Reserve’s 965th Dental Company in Texas, the defining moments of the missions came each time he extracted a tooth. One patient came to the clinic with his teeth so rotted that he gladly had 13 pulled in one sitting.

“These people have lives with toothache and chronic pain for years and years,” Hirsch said. “We are relieving them of all that, and they are so appreciative of what we are doing here.”
Army Capt. Sarah Lewis, a critical care nurse from the 256th CSH, said she realized just how much of an impact she was having when a grateful patient informed her that she had named her newborn in her honor.


“Being a part of all this has been amazing,” Lewis said. “With what we have done here, we all gave them a little hope.”

While most of the medical staff treated human patients, Capt. (Dr.) John Turco, an Army Reserve veterinarian from Rhode Island serving in the 719th Medical Detachment Veterinary Services, was part of a four-person team that conducted veterinary services for pets and livestock.

It’s a mission that took them to some of the most remote areas of Panama, requiring them to travel up mountainsides, through cornfields and often far from the nearest roads. They fanned out across the region, providing vaccinations, deworming and parasite control for cattle, horses and other large animals.

“This was a great experience to put what I learned in school to use,” said Army Pfc. Brittany Walton, on her first deployment as a member of the veterinary team. “Being able to help other people is a great feeling.”

Panamanian Health Ministry officials said they, too, are excited about the outreach made during Beyond the Horizon 2013. Their goal, explained Dr. Iritzel Santamaria, a ministry planner and analyst, is to build on the foundation laid to extend more consistent medical services into the regions. By 2015, the government aims to reduce the ratio of medical providers to citizens in these areas from the current 1-to-3,000 to 1-to-500, she said.

In the meantime, she praised the infusion of services the troops provided during Beyond the Horizon -- and the long-term impact it will have. Local communities will benefit, not just from immediate care provided during the exercise, but also because it attracted people so they could get immunizations and preventive health education, she said.

“This mission has had a high positive impact on the population,” she added. “Both teams came together and developed a great working relationship that has been a tremendous benefit to the communities served.”

Participants in Beyond the Horizon said they’re gratified to make a lasting contribution to the Panamanians.

“It’s all about helping people, no matter where we are in the world,” said Turco. “That’s what it is all about.”

“We are here to help,” echoed Baker. “And when you are helping someone, providing something that they need, providing it for free and providing the best care we possibly can, it’s a great feeling.”

Des milliers de victimes, des centaines de secours et forces de l’ordre mobilisées. Les 12 et 13 juin, Lyon sera, selon nos informations,  le théâtre de l’une des plus grosses simulations d’attentats de type NRBC (nucléaire, radiologique, biologique et chimique) jamais organisées en France. Cet exercice de sécurité, organisé par la préfecture et le service de secours et d’incendie du Rhône, doit permettre «dans le contexte international actuel de tester et renforcer les moyens de lutte contre le terrorisme», confirme à 20 Minutes une source proche du dossier. 
 
Pendant ces deux jours, le ministre de l’intérieur Manuel Valls et des ministres de pays frontaliers, comme l’Allemagne, l’Espagne, l’Italie ou la Belgique,  sont attendus à Lyon, cet exercice impliquant également des troupes de décontamination européennes. 

Faux attentat dans le métro
 
Pour tester la réactivité des secours et des plans d’intervention prévus en cas d’attaques terroristes, les simulations seront réalisées pendant la journée, en conditions réelles. Le 12 juin, un gros attentat dans le métro, faisant 400 victimes potentielles, devrait notamment entraîner l’interruption du trafic sur la ligne B et perturber la circulation automobile dans le quartier de Gerland. Jusqu’au 13 juin au soir, trois autres attaques seront organisées dans le Grand Lyon, selon un scenario que la préfecture du Rhône devrait dévoiler le 4 juin.

Le 13 février 2006, une simulation d'attaque terroriste multi-sites avait été organisée à Lyon, en soirée. A l’époque, le scenario prévoyait l’explosion d’une bombe dans le métro à Gerland. Peu après, un faux kamikaze se faisait sauter dans une rame de tramway à quai, et un troisième attentat faisait des centaines de victimes place des Terreaux, en plein cœur de la ville.

The Austrian Foreign Ministry sited the recent cross border shooting attacks as to why the UN peacekeeping troops decided to pack up and go home. The ongoing Syrian civil war has created tension along Israel's northern border.

The cops will be testing how gasses spread in the subway this summer.  

The New York City Police Department and the U.S. Department of Energy's Brookhaven National Laboratory are scheduled to conduct this July the largest urban airflow study ever to better understand the risks posed by airborne contaminants, including chemical, biological and radiological (CBR) weapons as they are dispersed in the atmosphere and in the City's subway system. The NYPD will use the data collected during the three days of research to optimize emergency response following an intentional or accidental release of hazardous materials.
 
The citywide testing, which will be conducted with the help of the U.S. Department of Energy’s Brookhaven National Laboratory, will include the release of the gasses in various subway lines and stations during three non-consecutive days in July, officials said.

TONGATAPU, Tonga (NNS) -- The amphibious dock landing ship USS Pearl Harbor (LSD 52) arrived in Tonga, the second mission port of Pacific Partnership 2013, June 12.
 
Pacific Partnership, currently in its eighth iteration, is a mission that brings U.S. military forces, partner nation military forces, and non-governmental organization volunteers together to conduct disaster-preparedness activities.
 
While in Tonga, mission personnel are scheduled to conduct a variety of projects including school renovations, harbor surveys, medical and dental screenings, water catchment and filtration installations, basic veterinary care and training, educational health fairs and boating safety training.
 
New Zealand Air Force Group Captain Darryn Webb, the mission deputy commander, said the extensive planning and cooperation of individuals with different skills is what brings Pacific Partnership together.
 
"We're going to have to have complete collaboration in order to maximize the team skill sets," said Webb.
 
U.S. Army Capt. Linda Jones, the project lead for a nursing conference scheduled to take place at the Vaiola Hospital in Tonga, said that Tongan nursing students will be able to choose which topics Pacific Partnership medical staff will teach about, based on need and interest.
 
"Our main goal is to teach them to teach others," said Jones. "This can be such a great benefit to everyone involved, and I really hope for a wonderful exchange."
 
Jones said she thinks that skilled nurses are one of the most important elements in disaster relief efforts. After a disaster strikes, nurses are often the first line of care in the triage process.
 
Webb said that he has heard from the mission planning team on the ground that the people of Tonga can't wait to see the faces of Pacific Partnership.
 
"They are excited about the services, skills and support that we're going to bring," said Webb.
 
Pacific Partnership is the largest disaster-response preparation mission in the Indo-Asia-Pacific region.
 
Pacific Partnership is also scheduled to visit the Republic of the Marshall Islands, Papua New Guinea, Kiribati and Solomon Islands.
 
The mission, which was born out of a response to the 2004 tsunami in Southeast Asia, has now grown in scope and size. This year's partner nations include Australia, Canada, Colombia, France, Japan, Malaysia, New Zealand, Singapore and South Korea.

Posted by Library Staff ⋅ June 4, 2013 Davis Library will be the site of an emergency drill on Wednesday, 
June 19, from 7 a.m. to 2 p.m . The UNC Department of Public Safety will coordinate the exercise, which will also include local law enforcement and response agencies. During the drill, actors will portray gunmen, hostages, and victims. Emergency vehicles and personnel will be visible in and around Davis Library. Uniformed responders will react as they would in an actual emergency. Library Access The 7th and 8th floors of Davis Library will be closed during the drill.  

Books, carrels, and offices on those floors will not be accessible. The Library cannot page books from those floors during the drill. Other areas of Davis Library will remain open. Patrons are encouraged to use other campus libraries during this time. Traffic The area surrounding Davis Library will be blocked to pedestrians and vehicles, and Chapel Hill Transit service will be re-routed. Much of Raleigh Street will be blocked, and vehicles will be routed down Country Club Road. There will be access to the Cobb parking deck. Questions?

•Urban Shield is a continuous, 48-hour Full Scale Multi-Disciplinary Homeland Security/Disaster Preparedness Exercise hosted by the Alameda County Sheriff’s Office, with the support of the Bay Area Urban Area Security Initiative (UASI), and more than 150 local, state, federal, international and private sector partners.

•First responders are presented with exercise scenarios that incorporate key elements of real-world emergencies and major critical incidents at various scenario sites in Alameda, San Francisco, San Mateo and Santa Clara counties.

•An Incident Command System (ICS) structure—with ten Area Commands, Medical Checkpoints, and a Department Operations Center (DOC)—will be implemented to manage the multi-location and multi-discipline full-scale exercise for Urban Shield 2013.

•The overarching goals of Urban Shield are to provide a multi-layered training exercise to enhance the skills and abilities of regional first responders, as well as those responsible for coordinating and managing large scale events.

This exercise is designed to identify and stretch regional resources to their limits, test core capabilities, while expanding regional collaboration and building positive relationships. In addition, this exercise provides increased local business and critical infrastructure collaboration.
 
•In 2013 Urban Shield will become the vehicle to validate the Regional Catastrophic Preparedness Grant Program’s (RCPGP) Mass Fatality and Volunteer Management Plans (more plans to be exercised in future years)

•Urban Shield 2013 will operate under the principals of the National Incident Management System (NIMS), Standardized Emergency Management System (SEMS) and the Incident Command System (ICS) structure. Regional emergency management personnel will control the exercise utilizing the Emergency Operation Centers and mobile command posts throughout the region. Alameda County OHSES will serve as the Department Operations Center (DOC).

The Independent on Sunday a révélé une décision militaire prise en Iran avant même l’élection présidentielle, celle d’envoyer un premier contingent de 4.000 gardiens de la révolution iraniennes en Syrie pour soutenir les forces du président Bachar al-Assad contre les rebellions sunnites qui a coûté près de 100.000 vies depuis un peu plus de deux ans.

L’Iran est pleinement engagé à préserver le régime d’Assad, selon des sources pro-iraniennes qui sont profondément impliqués dans la sécurité de la République islamique, au point même de proposer d’ouvrir un nouveau front syrien sur le plateau du Golan contre Israël.

La décision de Washington d’armer les rebelles musulmans sunnites de Syrie a plongé l’Amérique dans le grand conflit entre sunnites et chiites du Moyen-Orient islamique. C’est une lutte qui éclipse maintenant les révolutions arabes qui ont renversé les dictatures de la région.

Pour la première fois, l’ensemble des «amis» de l’Amérique dans la région sont des musulmans sunnites et tous ses ennemis sont chiites.

L’alliance de l’Amérique comprend maintenant les États les plus riches du Golfe arabe, les vastes territoires sunnites entre l’Egypte et le Maroc, ainsi que la Turquie et la fragile monarchie britannique créée en Jordanie.


Le roi Abdallah de Jordanie inondé par des centaines de milliers de réfugiés syriens pourra désormais être soutenu par 3000  américains en Jordanie. Les ennemis des Etats Unis incluent le Hezbollah libanais, le régime chiite alaouite à Damas et, bien sûr, l’Iran. Et en Irak, une nation largement chiite dont l’Amérique a «libéré de« de la minorité sunnite de Saddam Hussein, dans l’espoir d’équilibrer le pouvoir chiite d’Iran, contre toute attente aux États-Unis largement  sous l’influence et le pouvoir de Téhéran. Pour rappel, les Chiites irakiens ainsi que des membres du Hezbollah, ont tous deux combattu aux côtés des forces d’Assad.

Multinational military exercise ‘Eager Lion’ has been launched in Jordan amid condemnation from neighboring Syria and its ally Russia. The US brings Patriot missile batteries to the Syrian border, which could remain deployed afterwards.
 
The exercises will last for 12 days, bringing together about 8,000 personnel from 19 countries, mostly Arabic, but also including the US and Europe. The maneuvers will also involve some 3,000 Jordanian and 500 British troops.
 
‘Eager Lion’ – which is being conducted only 120km from the Jordan-Syria border – is aimed at training personnel for the possibility of the Syrian civil war spilling into neighboring countries.
 
Russia has raised concerns over the deployment of US Patriot missile batteries and F-16 fighter jets to Jordan: “We have more than once stated our opinion on this – foreign weapons are being pumped into an explosive region,” Russian Foreign Ministry spokesperson Aleksandr Lukashevich said last week.
 
“This is happening very close to Syria, where for more than two years the flames of a devastating conflict are burning that Russia and its American partners are trying to stop by proposing to hold an international peace conference as soon as possible,” Lukashevich said.

The organizers of ‘Eager Lion’ say that the troops involved will also train for the possibility of a chemical attack, as Syria’s neighbors fear that Damascus may lose control of its chemical weapons arsenal, which could then fall into the wrong hands.
 
“We all have chemical training from any activity, so we continue to build those objectives into any exercise that we do,” said US Major General Robert Catalanotti, the Director of Exercises and Training.
 
Last week the US military revealed it may indefinitely leave behind the Patriot batteries and F-16s deployed in Jordan due to the threat of the violence in Syria crossing into Jordanian territory. 

Jordanian Army Major General Awni el-Edwan, Operation Chief of Staff, told reporters on Sunday that no US troops, Patriot missile complexes or F-16s would remain in Jordan after the exercises conclude: “The drills have nothing to do with any objective related to what is happening in Syria.”
 
“No forces will stay after the exercise unless there is a request by the Jordanian government to keep the Patriots and F-16 jets, this is a political decision,” General el-Edwan said, adding that Amman has no intention to “attack anybody.”

US Major General Robert Catalanotti echoed el-Edwan’s remarks, saying that “If the government of Jordan decides to make that request that would have go back through Washington, DC, for decision, and they would have to plan the numbers to support that.”
 
“But as of right now, in the exercise, I am not working that issue at all, I’m simply using those instruments here for our objectives in the exercise,” Catalanotti said.
 
General el-Edwan also stressed that the Syrian opposition will not participate in the exercise: “We are dealing with countries, we are a neutral country.” 

The Syrian army is continuing its push to retake control of rebel-held regions in the country. Forces loyal to President Bashar Assad recently forced rebel militants to withdraw from the strategic western Syrian town of Qusair.

Earlier this week, House Representative Charles Rangel has introduced HR 748 that will “require all persons in the United States between the ages of 18 and 25 to perform national service, either as a member of the uniformed services or as civilian service in a Federal, State, or local government program or with a community-based agency or community-based entity, to authorize the induction of persons in the uniformed services during wartime to meet end-strength requirements of the uniformed services, to provide for the registration of women under the Military Selective Service Act, and for other purposes.”
 
HR 748 has been brought forth to the House Armed Services Committee (HASC) are instrumental in the implementation of the annual defense authorization bill; as well as the functionality of the Department of Defense (DoD) and the Department of Energy (DoE).
 
Mainstream propaganda supports the idea of national service by admonishing Americans that if our Constitutional Republic is to survive we need to give our consent to the government to govern us and actively participate in our freedom in order to remain free.

The connotation is the “diversity seems to breed distrust and disengagement” which is the antithesis of a communal foundation. The answer “is universal national service . . . that is in our enlightened self-interest as a nation.”

By devoting “a year or more to national service, whether military or civilian, should become a countrywide rite of passage, the common expectation and widespread experience of virtually every young American.” In this way, every American “can harness the spirit of volunteerism that already exists and make it a permanent part of American culture.”

Senator John McCain supports the idea of national service. McCain explains: “National service is an issue that has been largely identified with the Democratic Party and the left of the political spectrum. That is unfortunate, because duty, honor and country are values that transcend ideology…National service is a crucial means of making our patriotism real, to the benefit of both ourselves and our country.”

National service could be implemented with a 10-point plan that would include:
A federal government investment of funds to every American born that could be collected after a year of national military service.

Presidential oversight of the Corporation for National and Community Service (CNCS) to make sure all Americans participate by the year 2016.
   
Expansion of national-service programs in public schools to coerce younger generations to serve their country as a part of national patriotism.

Create an Education Corps to oversee public schools and encourage national service.
 
Devise a Summer of Service program to engage youth to participate in national service events and keep them nationalized.
 
Enroll all participants in a government-sponsored health insurance program to assist healthcare professionals and caseworkers in servicing communities.
 
Revive FDR’s Civilian Conservation Corps (CCC) under a Green Corps (GC) initiative to improve infrastructure and combat climate change as a national issue.
 
Create a Rapid-Response Corps to assist the National Guard during disasters regarding preparedness and emergencies. The Federal Emergency Management Agency (FEMA) could oversee this endeavor.
 
Create a National-Service Academy that would educate American youth on federalist ideals with a focus on expanding the philosophy that national service to a nation is necessary for its continuation.
 
The Edward M. Kennedy Serve America Act of 2009 (EKSAA) is the stratagem that is the basis of volunteerism that is government mandated. When Obama signed the EKSAA, he expected Americans to take communitarianism to heart and act accordingly. Obama said: “We need your service, right now, at this moment in history. . . I’m asking you to stand up and play your part. I’m asking you to help change history’s course. Put your shoulder up against the wheel.

And if you do, I promise you – your life will be richer, our country will be stronger, and someday, years from now, you may remember it as the moment when your own story and the American story converged, when they came together, and we met the challenges of our new century.”
 
This initiative employs citizen battalions of government trained Americans, ages 18 – 24, to serve with the federal government in a new generation of emergency managers.
 
In 2009, President Obama said that: “We cannot continue to rely on our military in order to achieve the national security objectives we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded.”
 
Intimating that the internal affairs of the US necessitate a civilian army because America’s security was threatened from within harkens to dictators of the past that created their own youth groups of trained citizens that were brainwashed into believing that continuity of government supersede basic adherence to fundamental human rights, i.e. Hitler’s Youth Group.

In developing a civilian corps, the US government created the Community Emergency Response Teams (CERT) that take neighborhood watches and regular citizens and turn them into basic responders to disaster scenarios with workshops and training exercises.

This concept was beta-tested by the Los Angeles City Fire Department (LAFD) in 1985. After the Whittier Narrows earthquake in 1987, the LAFD decided to train citizens and government employees in disaster response training.

FEMA and other agencies of the US government have taken this concept into their own hands by creating a federalized and state-controlled version to set clear priories and dispense responders in any given disaster situation.

Under CERT, citizens are trained and approved by FEMA to access the resources of any given community, partner with local law enforcement, recruit participants and infiltrate community groups to further indoctrinate the public as to knowing specifically how the federal government wants Americans to respond during a disaster.

Last year FEMA Corps released 231 graduates that were trained by CNCS to conduct community relations and Disaster Recovery Center Support in cities all across the nation.

These graduates were educated on how to utilize local communities for the sake of public-private partnerships to rework the structure of those communities to serve the needs of the federal government. By implanting pro-government propaganda, using rural resources for the benefit of private sector corporations under the guise of “fostering civic engagement”, the CNCS revisions the American landscape to reflect their agendas as directed by the US government.

KUANTAN, Malaysia (NNS) -- The 19th annual Cooperation Afloat Readiness and Training (CARAT) exercise between the U.S. Navy, U.S. Marine Corps, and the Malaysian Armed Forces commenced with the arrival of a U.S. Navy task group to Kuantan Naval Base, June 15.

 
The task group includes the guided missile destroyer USS Curtis Wilbur (DDG 54) with embarked Destroyer Squadron 7 staff, the dock landing ship USS Tortuga (LSD 46) with embarked USMC Landing Force, the diving and salvage ship USNS Safeguard (T-ARS 50), and, making her debut as a CARAT particiapnt, the littoral combat ship USS Freedom (LCS 1).
 
Continuing through June 23, CARAT Malaysia 2013 consists of ten days of shore-based and at-sea training events designed to address shared maritime security concerns, develop relationships, and enhance interoperability among participating forces.

 
"2013 marks the 19th year the United States and Malaysia have conducted CARAT," said Rear Adm. Jeffery Harley, commander, Amphibious Force 7th Fleet and executive agent for CARAT Malaysia. "As one of the original partners, the Malaysian Armed Forces have been part of CARAT since the beginning. This long-standing collaboration through CARAT is a model for how our naval forces can continue to work together."
 
CARAT is a series of bilateral naval exercises between the U.S. Navy and the armed forces of Bangladesh, Brunei, Cambodia, Indonesia, Malaysia, the Philippines, Singapore, Thailand and Timor-Leste. CARAT Malaysia is also one of the key exercises that Freedom will participate in with regional navies and other U.S. Navy units during her maiden deployment to Southeast Asia.
 
As a littoral combat ship, Freedom's size and capabilities are comparable with ships operated by many regional navies. Fast, agile and mission-focused, littoral combat ships are designed to operate in near-shore environments and employ modular mission packages that can be configured for surface warfare, mine countermeasures, or anti-submarine warfare.
 
Training events in each CARAT phase are tailored based on available assets and mutual training goals that span across a broad range of naval capabilities. CARAT Malaysia 2013 will focus on combined operations at sea, amphibious landing events, diving and salvage training, and maritime security scenarios. The exercise will also feature military operations symposia, jungle survival training, tactical combat casualty care, sporting events, community service projects and public band concerts.
 
More than 1,200 U.S. Sailors and Marines are participating in CARAT Malaysia 2013. The USMC Landing Force Company is comprised of Marines with India Company, 3rd Battalion, 3rd Marine Regiment with an attachment from 2nd Amphibian Assault Battalion, 2nd Marine Division from Combat Assault Battalion, 3rd Marine Division, III Marine Expeditionary Force.
 
Also participating in CARAT Malaysia are medical professionals and visit, board, search and seizure (VBSS) evaluators from Maritime Civil Affairs and Security Training Command (MCAST), Seabees from Naval Mobile Construction Battalion 5 (NMCB), divers from Mobile Diving and Salvage Unit 1 (MUDSU), P-3C Orion and MH-60 aircraft, and the U.S. Seventh Fleet Band, Orient Express.

 C'est bien mieux d'aider le monde arabe et les frères musulmans que d'aider les chrétiens qui sont de plus en plus persécutés à travers le monde. Le Canada pourrait être une terre d'accueil pour eux tous au lieu de cette immigration islamique, qui eux, n'ont aucun problème à obtenir un passeport. Combien pourrait être aidés avec tout cet argent, monsieur Harper? Mais leur sort ne vous concerne nullement, n'est-ce-pas? 

 Et dire qu'il y en a encore trop qui croit que vous soutenez Israël et que vous êtes un vrai chrétien. Le réveil sera très brutal, très bientôt, pour tous ceux qui ont cru en vos vains discours.  

Si tout cela était vrai, nous verrions des prises de positions très claires quand à vos petits amis aux Nations-Unis, votre amitié profonde pour le président Obama, et vous mettriez dehors du Canada, cette vaste organisation des frères musulmans qui est présentement à détruire notre pays avec tous leurs accommodements raisonnables. Le Canada fournira 100 millions $ afin d'aider la Jordanie à affronter les répercussions de la brutale guerre civile qui fait rage en Syrie, un pays voisin.

Le ministre des Affaires étrangères du Canada, John Baird, a qualifié ce soutien de « sans précédent » et précisé qu'il avait pour but d'aider la Jordanie à prendre soin des milliers de réfugiés syriens qui entrent dans le pays tout en tentant de régler ses propres défis d'ordre économique.

Le Canada avancera 75 millions $ sur une période de trois ans pour aider la Jordanie à promouvoir la création d'emplois et le développement économique.

Une somme additionnelle de 25 millions $ doit permettre à la Jordanie d'accroître la sécurité autour des camps de réfugiés et à protéger la population contre une potentielle attaque aux armes chimiques et biologiques de la part du gouvernement syrien.

Il s'agit de la plus récente -- et de la plus importante -- assistance à la Jordanie depuis le début de la guerre civile en Syrie il y a deux ans.

Le Canada s'était auparavant engagé à verser 13 millions $ pour aider la Jordanie.

« Les défis auxquels fait face la Jordanie sont énormes », a déclaré M. Baird, dans une déclaration écrite. « Faire preuve de compassion à l'endroit de Syriens qui fuient la mort et la destruction qui ravagent leur pays ne peut causer la perte de la Jordanie », a-t-il ajouté.
 
Le sommet du G8 en Irlande du Nord doit discuter de la crise en Syrie et de la possibilité d'élaborer une réplique coordonnée.

British Royal Marines are on their way to Syrian border.

The British newspaper “Daily Star Sunday” reports that More than 350 Royal Marines from 42 Commando are on their way to Syrian border.

The British troops will go to Jordan and wait to get into Syria after David Cameron slammed the Syrian regime for using chemical weapons.

Coalition Special Forces from the US, Poland and the UK are also working with Jordanian special forces, who are trained by the SAS, with the Special Boat Service heading a hostage rescue exercise.

The Marines, plus the command and control group from the UK’s amphibious task group, will deploy next week and join an 8,000-strong international force on Friday.

The Portsmouth-based Marines’ headquarters includes naval and Army staff and is headed by a brigadier and a two-star general who usually deploy to co-ordinate and command amphibious landings.

Called Exercise Eager Lion, the 12-day manoeuvres in the Jordanian desert include field firing and rehearsing scenarios including air defence and humanitarian assistance, according to General Awni al Adwan from the Jordanian Army.

More than 5,000 US Marines are in Jordan from the 26th Marine Expeditionary Force, landing by assault ships.

Troops from Britain, Bahrain, Canada, the Czech Republic, Egypt, France, Iraq, Italy, Lebanon, Pakistan, Poland, Qatar, Turkey, the United Arab Emirates, Saudi Arabia and Yemen will take part in the war games.

Yesterday it emerged that 300 US Marines and a Patriot anti-aircraft missile system have been deployed to northern Jordan to pave the way for missions to arm the rebels.

Three US Navy warships have docked in Aqaba and have landed Patriot anti-missiles systems and rocket launchers, although Jordanian commanders will leave when the exercise concludes.

The British force, mainly drawn from Lima Company, 42 Commando, has deployed with full nuclear biological warfare equipment in case of any chemical attack on Jordan.

In August, the helicopter carrier HMS Illustrious will sail on a major deployment, codenamed Exercise Cougar 13, with 650 Marines embarked for more war games in Sardinia and Turkey before landing in Jordan.

The warship will dock off Aqaba with her escorting frigates and destroyers for planned exchange training with Jordanian forces before sailing further.

A senior Royal Marine source said: “Everyone’s prepared for operations in Syria but no one has pressed the button. At this stage everything we have planned is in respect of training but that could change.”

A Ministry of Defence spokesman said: “The exercise tests the ability of countries to deploy forces, but this is general training, not intended for any particular future scenario.

“This is an annual event and not in connection with, or in response to, events in the region.”

Flash! Président Xi, de Chine, dans une déclaration faite dans Foreign Affairs, a annoncé sa stratégie Atlantique attendue depuis longtemps, dans laquelle un groupe de combat de gros porte-avions sillonneront les eaux de Portsmouth à Charleston, prévue pour débuter dès la signature d’un traité de sécurité mutuelle avec les Bermudes, où les porte-avions sont actuellement à quai, avec des bombardiers à long rayon d’action dotés de capacités nucléaires. Ce «pivot», qui a nécessité des moyens militaires importants et des initiatives diplomatiques (y compris l’offre de manœuvres conjointes), présente un nouveau cadre de pénétration régional et de concept géopolitique, et est le résultat de réunions ultrasecrètes des conseillers de sécurité nationale de Xi avec la crème des experts du renseignement issus des services de renseignement,  le NSA et la CIA chinois, organismes qui ont reçu carte blanche par le président pour agir dans le cadre de sa doctrine de guerre permanente.

Certains experts de la défense chinois sont sceptiques en ce sens qu’ils préfèreraient une confrontation plus directe plutôt que le résultat d’une politique de confinement largement interprétable, point de vue avec  lequel le président lui-même se trouve en accord. Mais toutes les parties de l’establishment civilo-militaire sont d’accord pour dire qu’une posture de guerre est bonne, et peut-être nécessaire, tant pour assurer la conformité interne que de fournir un stimulus économique pour éviter la stagnation et conjurer la récession. Xi a beaucoup de chances  d’avoir un organe parlementaire complaisant avec lequel travailler, patriotique et réactionnaire dans l’âme, entièrement soumis aux politiques d’intervention, d’assassinats ciblés, d’espionnage domestique, laxiste quant à la non-existence de protocole réglementaire pour favoriser les monopoles, surtout, peut-être, une capacité –encore un  peu rudimentaire – d’avoir une vision de la contre-révolution universelle à géométrie variable, en commençant déjà par mettre les Etats-Unis au pas, c’est-à dire leur faire  accepter le leadership et l’orientation de la Chine dans les affaires mondiales.

Cela vous semble familier? J’ai simplement pris la stratégie d’Obama  pour le Pacifique et inversé l’imagerie pour suggérer, plutôt, ce que les Etats-Unis ont fait à l’égard de la Chine, vis-à-vis de laquelle une attitude conflictuelle au niveau  militaire, diplomatique, économique et idéologique, tout en un, a été adoptée par les Etats-Unis pour la contenir, l’isoler, et, dans la mesure où elle est considérée comme une formation étatiste, la libérer, de sorte qu’elle sera libre de profiter des fruits du capitalisme à l’américaine, ce qui se traduire, en terme grandiose, par l’expression « l’interventionnisme humanitaire libérale ». La spécialité d’Obama, qui combine les politiques de  "guerre juste" de Brennan, la rhétorique de Rhodes, la nouvelle vitrine interventionniste avec les nominations de Rice et de Power, l’élargissement de la mission et de la juridiction de la CIA, c’est, sans vergogne, la domination mondiale, comme par droit divin, ou à tout le moins, la preuve auto-confirmée de l’Exceptionnalisme Américain, couplé avec une cuillerée d’armement nucléaire modernisé et l’utilisation des forces paramilitaires (JSOC : Joint Special Operations Command) à l’appui du système.

La domination mondiale n’est pas nécessairement de type hitlérien, difficilement concevable pour le lauréat du Prix du Nobel de la paix, même si des choses étranges se sont produites. Malgré tous les efforts pour comprendre la psychologie d’Obama, il a à ce jour, et de façon experte, réussi à se dérober à l’analyse. Mais nous avons un dossier, non pas, comme ses partisans espèrent, un faisceau de contradictions que l’on peut facilement passer à la trappe (par exemple, l’obstructionnisme républicain), mais une direction unitaire: pro-intervention, pro-riches, anti-environnement, anti-régulation, et, si son dossier sur l’allégement de l’hypothèque, la création d’emplois, et, en général, le réseau de sécurité sociale est une indication, on peut rajouter anti-pauvres, anti-ouvriers, tous confondus, un élitisme assez méprisable imprégné de valeurs militaro-autoritaires de la hiérarchie sociale et économique et un fondamentalisme de marché puriste qui reflète l’accumulation sans entrave des richesse. Ce noble ensemble de vertus doit être défendu à tout prix, non seulement contre la Chine, mais aussi contre les citoyens américains à l’intérieur, et pour Obama, la meilleure défense, après la puissance militaire, est le secret du gouvernement. Pas de domination à la Hitler, donc, mais une auto-pacification intérieure. Comment? Une technique consiste à créer les conditions pour que le corps politique suspecte tout ce qui est radical (pas nécessairement le collectivisme marxiste, mais tout simplement, la remise en cause de l’autorité, que ce soit sur la politique de guerre ou les passe-droit des compagnies pétrolières, et la liste est longue…).

De plus en plus, le gouvernement Obama fait l’amalgame entre radicalisme et le terrorisme. Son atout est d’insuffler aux américains une psychologie de guerre qui permet non seulement la «guerre contre le terrorisme», mais aussi sa stratégie pour le Pacifique et une plus grande présence militaire dans la région. La Chine est terriblement importante pour les objectifs de l’Amérique. Comme au temps de Dulles dans toute sa splendeur, Obama fait un retour en arrière, la Chine étant le défi suprême pour une Amérique éprise de liberté, une référence indirecte au terrorisme conçu comme étant générique et toujours latent. Il ne peut en être autrement, car sinon comment préparer les américains à une politique de ligne dure qui pourrait aboutir à un conflit? En gardant à l’esprit que l’on a une raison pour lier la politique chinoise des Etats-Unis avec la généralisation de la surveillance, et en corollaire, une large pratique de classement à outrance des documents gouvernementaux ; dans les deux cas, une fléchissement impérial de sa politique musclée servira à notifier partout à cors et à cris que les États-Unis ont une place permanente au sommet de la pyramide des puissances mondiales.

Dans un sens, à l’intérieur des Etats-Unis, ces manœuvres  psychologiques et idéologiques ne sont pas nécessaires, parce que peu d’Américains critiquent l’hégémonie et les entreprises de leur gouvernement dans le monde. Mais pourquoi prendre des risques? Ainsi, la surveillance est très en vogue, moins pour empêcher une résurgence des mouvements radicaux, que pour favoriser l’internalisation de la conformité (c’est à dire, la discipline sociale).

Les récentes réunions Xi-Obama à Sunnylands était une pièce de théâtre social, une rencontre pro forma qui, en particulier sur la question de la cyberguerre, ne pouvait pas aboutir à des accords alors que, ce jour-là, devait être révélée la cyberguerre d’Obama contre son propre peuple. Nous savons maintenant, si nous ne le savions déjà, qu’il n’a pas facilement honte. Les assassinats ciblés? Rien. Les Budgets de mammouth  pour la défense. Idem. Guantanamo? Que dalle. Disparités extrêmes de richesse et de pouvoir en Amérique? Pas un mot.

Mais quand il faut aborder la question de l’affirmation de la Chine dans les affaires internationales, alors que les États-Unis reposent sur un système mondial de bases militaires, restent engagés dans des interventions militaires, ont leur flotte au large des côtes  chinoises ou dans les environs, cela exige beaucoup de cynisme, totalement transparent pour les chinois, qui ne peuvent qu’admirer sa chutzpah. Les États-Unis vont persister dans leur exigence pour la prééminence mondiale, mais la structure du monde est en train de se métamorphoser en un système multipolaire, une décentralisation de la puissance, dans lequel la Chine est une menace à l’hégémonie américaine, mais on peut vivre avec, et qui apparaît être du goût de la Chine, parce que, en l’absence de la suprématie unilatérale américaine régissant le commerce international et l’investissement, la Chine est capable, comme actuellement en Afrique et en Amérique latine, de chercher son propre bien-être – tout comme la Russie, le Japon, l’Union européenne, le Brésil et les pays du Tiers-Monde qui entreprennent leur propre modernisation et industrialisation. L’Amérique dit "NON!" à la marche irrésistible de l’Histoire, et, malgré le militarisme, ou peut-être à cause de cela, est en danger d’être laissée pour compte. Plus d’interventions, plus de surveillance, en fin de compte, plus de "retour du bâton", dans lequel les voix des dépossédés et des victimes seront entendues.
