RUSSIA PLANS RAIL-MOUNTED NUCLEAR MISSILES TO COUNTER US GLOBAL STRIKE PROGRAM 



Russia will draft a plan in the coming year to deploy rail-mounted nuclear missiles as a potential response to the United States’ Prompt Global Strike program, the commander of its Strategic Missile Force said on Wednesday. “A Defense Ministry report has been submitted to the president and the order has been given to develop a preliminary design of a rail-mounted missile system,” Lt. Gen. Sergei Karakaev said. The work will be carried out by the Moscow Institute of Thermal Technology – the developer of the submarine-launched Bulavanuclear missile – in the first half of next year. Karakaev added that defense officials, after analyzing the American system, concluded “there is a need to reconsider the issue of a rail-mounted missile system given its increased survivability and the extent of our railway network.” The rail weapons plan appears to be a response to a US program known as Prompt Global Strike that includes development of long-range missiles with conventional explosives in place of nuclear warheads. The United States says the program would increase the options available in responding to high-priority threats around the globe. A high-speed, high-altitude drone has also been considered as part of the program. Deputy Prime Minister Dmitry Rogozin, who oversees the defense industry, a week ago called the program “the most important new strategy being developed by the United States today” and warned that American leaders “must bear in mind, that if we are attacked, in certain circumstances we will of course respond with nuclear weapons.” More

China’s military conducted the second flight test of its newest long-range missile that is capable of hitting targets in the United States with a nuclear warhead, according to defense officials.

The flight test of the new Dong Feng-41, or DF-41, took place Friday from the Wuzhai missile launch center in Shanxi province to an impact range in western China, said officials familiar with details of the tests.

It was the second test of the new, road-mobile, long-range ICBM that U.S. intelligence agencies assess will be outfitted with up to 10 multiple, independently-targetable reentry vehicles, or MIRVs.

Prior to Friday’s flight test, the last DF-41 flight test took place July 24, 2012.

Pentagon spokesmen did not return emails seeking comment on the missile test.

The most recent test indicates that China’s long-range missile development is continuing, and the missile is raising new concerns about China’s professed nuclear doctrine of not being the first to use nuclear weapons in a conflict.

Disclosure of the nuclear missile flight test comes as tensions remain heightened between the United States and China over the near collision between the USS Cowpens, a guided missile cruiser, and a Chinese navy tank landing ship in the South China Sea on Dec. 5.

The State Department and Pentagon protested the incident, which involved the Chinese ship stopping in the path of the Cowpens, forcing the cruiser to make an abrupt maneuver to avoid a collision. The incident took place near China’s first aircraft carrier, the Liaoning.

The DF-41, with its range of between 6,835 miles and 7,456 miles and expected multiple-warhead capability, is viewed as a potential “first strike” weapon, or a weapon capable of carrying out a surprise nuclear attack that would knock out an enemy’s arsenal and limit its counterstrike capability.

A report by the Air Force National Air and Space Intelligence Center made public in May referred to China’s development of a new long-range missile with multiple warheads, in addition to current long-range DF-31 and DF-31A mobile ICBMs.

“China has the most active and diverse ballistic missile development program in the world,” the NASCI report said. “It is developing and testing offensive missiles, forming additional missile units, qualitatively upgrading missile systems, and developing methods to counter ballistic missile defenses.”

“The Chinese ballistic missile force is expanding in both size and types of missiles.”

Without mentioning the DF-41, the report said, “China may also be developing a new road-mobile ICBM capable of carrying a MIRV payload, and the number of warheads on Chinese ICBMs capable of threatening the United States is expected to grow to well over 100 in the next 15 years.”

Defense officials said the report was referring to the DF-41.

Rick Fisher, a China military affairs expert and senior fellow at the International Assessment and Strategy Center, said reports of the latest DF-41 test coincide with disclosures on Chinese military enthusiast websites showing a new 18-wheel transporter erector launcher for the new DF-41.

“It appears that this new large MIRV-capable ICBM is making progress toward achieving an operational status,” Fisher said.

Fisher said there are reports that the Second Artillery Corps, as China’s missile service is called, includes at least one reload missile for each mobile missile-launcher system.

If the new DF-41 is deployed in the future with a reload missile per launcher, it would vastly increase the numbers of nuclear warheads in the Chinese arsenal, as many as 120 to 240 warheads for each DF-41 unit.

“What this means is that Obama administration suggestions that the United States can continue to reduce its number of deployed warheads, perhaps to 1,000 or less, is simply irrational,” Fisher said.

“What we know and don’t know about China’s ability to rapidly increase its warhead numbers points to an unacceptable level of risk for the United States.”

In addition to the DF-41, China also has begun to deploy its submarine-launched ballistic missile called the JL-2 and may develop a follow-on JL-2A with up to three warheads.

“Inasmuch as the U.S. Navy estimates there will be up to five of the 12-missile carrying Type 094 nuclear powered ballistic missile submarines, this at least indicates that [missile submarines] could become another source for fast Chinese warhead growth,” he said.

The publication Jane’s Strategic Weapon Systems reported in 2012 that the Chinese were developing the DF-41, also designated the CSS-X-10, and that it is intended to replace easy-to-target silo-based DF-5 and DF-5A missiles.

Larry Wortzel, a former military intelligence officer and member of the congressional U.S.-China Economic and Security Review Commission, told the House Armed Services Committee in testimony last month that the new DF-41 is part of China’s growing nuclear missile arsenal.

“China is enhancing its nuclear deterrent capability by modernizing its nuclear force,” Wortzel said Nov. 20. “It is taking measures such as developing a new road-mobile intercontinental ballistic missile (ICBM), the DF-41. This missile could be equipped with a multiple independently targetable reentry vehicle (MIRV), allowing it to carry as many as 10 nuclear warheads.”

Wortzel said the Chinese, in addition to MIRVs, could outfit their missiles with “penetration aids” designed to defeat U.S. missile defenses. China also may be developing rail-mobile ICBMs, he said. = they already have it underground

The Chinese nuclear buildup could have a profound impact on regional security. China recently has been bullying its neighbors, specifically Japan and Philippines, over islands and maritime claims.

“When China achieves a position of nuclear parity or even superiority, we can expect that it will make far more vigorous demands on the United States that could diminish the security of America and its friends and allies,” Fisher said.

Mark Stokes, a former Pentagon official and specialist on China’s strategic nuclear systems has said the DF-41 has been mentioned in Chinese military writings and appears to involve a larger, solid fuel rocket motor derived from the DF-31 series ICBMS.

Ground tests of the DF-41 motor have been detected over the past several years.

There are suspicions among U.S. intelligence analysts that the DF-41 is based on Russia’s mobile ICBM known as the SS-27 and that the DF-41 will incorporate Russian missile guidance technology.

China in August conducted two flight tests of the DF-31A ICBM and in November 2012, another DF-31A was flight-tested.

Tsai The-sheng, Taiwan’s director of the National Security Bureau, as the intelligence service for the island nation is called, told Taiwan’s legislature that China is still developing the DF-41 and the sub-launched JL-2.

“Neither of them has been deployed at any Chinese military base yet,” Tsai said, the official Central News Agency reported April 15.

Tsai said that China’s fast pace of military technology development makes it very likely the People’s Liberation Army will deploy a multi-warhead DF-41 in the future.

CHINESE WARSHIP HEADING TO SYRIA ON DISARMAMENT MISSION

Beijing is deploying a single warship into the coastal waters off Syria, to assist in the international effort to destroy the country's chemical weapon stocks.

Foreign ministry officials announced the deployment on Thursday, which will be an "important move" to securing those dangerous weapons, according to The New York Times
"China hopes that the relevant work on removing Syria's chemical weapons can be completed safely and smoothly. This will assist in pushing for a political resolution to the Syrian issue, will assist in increasing regional peace and stability and accords with the interest of all sides," ministry spokeswoman Hua Chunying said.

The move comes as the Pentagon is outfitting a U.S. commercial vessel to destroy chemical weapons located and confiscated by international inspectors from the Netherlands-based Organization for the Prohibition of Chemical Weapons (OPCW).

The MV Cape Ray is currently at the Navy shipyard in Norfolk, Va., being outfitted with field deployable hydrolysis system technology, which will allow U.S. forces to safely dispose of those chemical stockpiles, according to the Pentagon.

The ship and its hydrolysis system are slated to undergo sea trials off the coast of Virginia in December, according to the Pentagon.

Administration officials approved the use of the Cape May for possible disarmament operations earlier this month.

But the rapidly deteriorating security situation in Syria is forcing international weapons inspectors to delay destruction plans for the country's chemical weapons stockpiles. 
OPCW announced earlier this month that it may not be able to reach its goal of having all of the Syrian chemical arsenal destroyed by the end of December.

"There is a possibility we may have to revisit the upcoming target date of Dec. 31," the official told The Associated Press on Tuesday.

The official did not comment as to when the disarmament plan could be completed, as a result of the delay.

PEARL HARBOR (NNS) -- Sailors hugged and kissed their family and friends as they said goodbye on the submarine piers of Joint Base Pearl Harbor-Hickam as the Los Angeles-class fast-attack submarine USS North Carolina (SSN 777) departed Dec. 19 for a deployment to the Western Pacific region.

North Carolina's commanding officer, Cmdr. Richard Rhinehart, commented that the submarine and crew are ready and eager to head west on a second Western Pacific deployment.

"We depart with some of the finest Sailors our nation has ever put to sea on board one of the most technologically advanced platforms," said Rhinehart.

Rhinehart said the crew has spent more than six months getting the boat in top material condition while undergoing advanced training and certification in core submarine operational mission areas. The Sailors are focused on the challenges ahead and excited about the opportunity to execute tasking.

Among the 126 enlisted and 17 officers on board, many of them will be on their first deployment.

While underway, Rhinehart said North Carolina's goal is to contribute to the war-fighting readiness in the 7th Fleet area of responsibility, and be ready to respond to the nation's needs in any time of crisis.

As they deploy, North Carolina's crew will continue to build relationships with allies through theater security cooperation activities, and work with allies to build new war-fighting capabilities.

"I am truly privileged to be in command of the North Carolina and her crew," said Rhinehart. "The Sailors of the USS North Carolina are an incredibly talented group of men. I'm very proud of every one of them and what they have accomplished as we prepare for this milestone event."

Commissioned May 2008, North Carolina is the fourth U.S. Navy ship to carry the name North Carolina. The Virginia Class boat was built by General Dynamics Electric Boat Division in Groton, Conn., and Newport News Shipbuilding in Newport News, Va., and joined the fleet in December 2006.

The state-of-the-art submarine is capable of supporting a multitude of missions, including anti-submarine warfare, anti-surface ship warfare, strike, naval special warfare involving special operations forces, and intelligence, surveillance, and reconnaissance.

A California police department has received a 37,000 armored truck that was once used in military training exercises.

The Salinas Police Department took ownership of the hulking tank-like vehicle on December 17 and parked it in front of the town's Rotunda for public viewing.
The $650,000 truck has caused quite a stir in the town, with many residents
questioning why a military armored vehicle would be needed in civilian situations.

The truck provides protection from handgun and rifle fire as well as explosions. It will be used for the Salinas SWAT team and can transport eight to 10 officers at a time.

In a press release, Police chief Kelly McMillin said the department was in desperate need of a replacement for the 1986 Ford money carrier officers used as a rescue vehicle.
'For some time the converted armored car has been in very poor condition; the roof leaks water and the vehicle has been in constant need of mechanical repair.  Due to its low ballistic
rating the armored car never truly provided adequate protection,' reads the release.


McMillin says the vehicle came to the department free of charge as part of the 1033 program which reallocates government equipment for use by law enforcement agencies.

It has never been deployed abroad.

A picture posted of the vehicle on the Salinas Police Department's Facebook page garnered varied responses, from enthusiastic support to suspicion.
'That armored vehicle is a disgrace to cops,' wrote one commentator. '...What happened to courage, honor, integrity. That vehicle is made for war. Do not use my safety to justify that vehicle. To better protect me, it's a joke. Come clean and tell the truth. The Salinas Police Department is just a bunch of cowards that want to use that vehicle as intimidation and to terrorize the citizens of this city.'

Another said, 'The Salinas Police Department shows courage, honor and integrity each day they go out on the streets to protect us. This vehicle will not intimidate any law abiding citizens. If it offends gang members.....GOOD!

McMillin says the vehicle, while imposing, will only be used to protect citizens and officers, but some members of the community feel that such a war-like vehicle is unnecessary.
'To stop gang members? Hmmm gang members don't riot in mass numbers. It's right in front of our faces and we don't see it. Why would the ARMY!!! give something like that for FREE!!! Let's think for once people,' said a Facebook commentator.

Another agreed: 'And Obama said we don't need military weapons in hands of citizens!'

Chief Kelly McMillin responded on the Salinas Police Department's Facebook page.

'I have been reading with great interest the comments of those who feel strongly about this vehicle and the implications it has as regards the policing of Salinas,' he wrote.

'Every man and woman in the Salinas Police Department took an oath to support and defend the Constitution of the United States. We take that oath seriously. I thank God we live in a country where we can have this conversation, challenge each other, and challenge the government on how it does its job. Even though I may not agree with all of you, thanks for having a civil discussion.'

According to KSBW, the truck's height has already helped the force arrest a dangerous suspect, who was spotted by police running from several blocks away.

WASHINGTON, Dec. 23, 2013 – The commander of U.S. Africa Command is repositioning forces in East Africa in an effort to attain maximum flexibility to respond to State Department requests, Pentagon spokesman Army Col. Steve Warren told reporters here today.

Warren also told reporters that three of the four U.S. personnel who were wounded Dec. 21 when they attempted to evacuate Americans from the town of Bor, South Sudan, will be evacuated to Landstuhl Army Hospital in Germany. The fourth will be evacuated when his condition stabilizes. The four injured U.S. service members are currently in a hospital in Nairobi, the Kenyan capital. They were hit by small-arms fire when their Osprey aircraft attempted to land in Bor.

Based on the current situation in South Sudan, Army Gen. David M. Rodriguez, the commander of Africom, moved elements from the Special-Purpose Marine Air-Ground Task Force Crisis Response from Moron, Spain, to Camp Lemonnier, Djibouti.

“By positioning these forces forward, we are able to more quickly respond to crisis in the region, if required,” a defense official said. The Djiboutian government fully agrees with the movement.

The moves are precautionary, and there is risk associated with this or any other military operation, the colonel said.

“As everyone would expect, the combatant commander is repositioning forces in the region in an effort to give himself the maximum flexibility to respond to any follow-on request from the Department of State,” Warren said.

Defense Secretary Chuck Hagel has been following the situation very closely, and is in nearly continuous communication with the combatant commander, the official said.

There has been no discussion about the U.S. military helping reposition United Nations forces, Warren said.
Defense Department and other government contracted aircraft have evacuated more than 300 personnel out of South Sudan’s capital of Juba including about 100 yesterday.

WASHINGTON, Dec. 21, 2013 – NATO began Status of Forces Agreement negotiations with the government of Afghanistan, Pentagon Press Secretary Navy Adm. John Kirby said in a statement issued today.

Kirby’s statement reads as follows:
“Secretary of Defense Chuck Hagel was pleased to learn that NATO has begun negotiations with the Government of Afghanistan on the NATO Status of Forces Agreement (SOFA).
“NATO's decision to move forward with negotiations on a SOFA is yet another demonstration of the international community's willingness to support Afghanistan after 2014.
“But, as both the NATO Secretary General and Secretary Hagel have made clear, the Alliance won't finalize their agreement with the Bilateral Security Agreement still hanging in the balance. The message of the United States and its allies in Europe is clear: the Bilateral Security Agreement should be signed without any more delay.”

PAKISTAN LAUNCHES PRODUCTION OF NEW FIGHTER JET

Pakistan on Wednesday launched production of a new version of a combat aircraft featuring upgraded avionics and weapons system.


The plane, to be called Block-II JF-17, will be manufactured at the Pakistan Aeronautical Complex west of Islamabad, which has so far produced 50 older-model Block-I JF-17s for the air force.

The complex on Wednesday formally handed over the 50th indigenously produced Block-I JF-17 Thunder aircraft to the air force at a ceremony presided over by Prime Minister Nawaz Sharif.

The JF-17 Thunder has been co-developed and co-produced with the China National Aero-technology Import and Export Corporation.

"The indigenous manufacturing of JF-17s will not only lead to self-reliance and industrialisation but will also further strengthen Pakistan's friendship with China," Sharif told the ceremony.

"The first Block-II JF-17 will be ready by June next year," chief project director Air Vice Marshal Javaid Ahmad told AFP.

The Block-II will have improved versions of avionics sub-systems, air-to-air refuelling capability, additional weapons carriage capability and some extra operational capabilities.
Ahmad said several countries in Central Asia, South America and Africa had shown interest in buying the new plane.

The Pakistan Aeronautical Complex, which overhauls and rebuilds the air force's whole range of combat aircraft, has the capacity to roll out 16-25 aircraft per year.

VIENNA, Austria, SEPT. 20, 2012 (Zenit.org).-  Archbishop Dominique Mamberti, secretary for Relations with States of the Holy See, addressed the 56th General Conference of the International Atomic Energy Agency (IAEA) in Vienna on Monday. The autonomous international organization was established by the United Nations as a means to promote the peaceful use of nuclear energy.

Citing a speech given by Pope Benedict XVI in 2007, Archbishop Mamberti underlined the importance of promoting a "progressive and agreed upon nuclear disarmament and to support the use of peaceful and safe nuclear technology for authentic development, respecting the environment".

While emphasizing the risk of a lack of ethical interaction between people and nations, the archbishop highlighted the challenges connected with nuclear development, saying that they can only be addressed by "cultivating a culture of peace founded upon the primacy of law and the respect for human life".

The "international community should show an effective and visible expression of intent to construct and strengthen a global legal basis for the systematic elimination of all nuclear weapons”, he said. In this light, the Holy See regards the Non-Proliferation Treaty (NPT) as "a cornerstone of the global nuclear non-proliferation regime".

"Global security should not rely on nuclear weapons”, he said, while stressing that the "Holy See considers the Comprehensive Nuclear-Test-Ban Treaty (CTBT) an important tool to achieve this aim”. The Holy See believes that by working together, the enforcement of the treaty will be a great leap forward for the future of humanity.

Archbishop Mamberti also noted that nuclear weapons are a threat to humanity, and that as long as they exist, so will the threat. Not only are they useless in fighting poverty, health, climate change, terrorism and transnational crime, but the only way to guarantee that they will not be used again is "by their total, irreversible and verifiable elimination". The secretary for the Relation with States of the Holy See emphasized the central role the IAEA has in this regard.

Nuclear safety is also an important issue as evidenced by the Fukushima Daiichi power plant meltdown last year in Japan. The event exposed the fact that a local nuclear crisis is a global problem. "It also revealed that the world is exposed to real and systematic risks, and not just hypothetical ones," he said.  Therefore, he stressed, the adoption of appropriate technical and legal measures is vital.

The archbishop praised the Technical Cooperation Program (TCP) of the agency, which is dedicated to "transferring nuclear science and technology to Member States in order to promote social, economic and integral development". Archbishop Mamberti also warned of the danger in using bio and nuclear technologies "solely on the basis of immediate economic interests".

In the context of the TCP, the archbishop stressed the fact that 50% of patients diagnosed with cancer would benefit from radiation therapy, while in the developing world, more than half of the patients diagnosed with cancer do not have access to radiation therapy due to the lack of equipment and trained staff. The prelate applauded and encouraged the IAEA to continue with their efforts in planning and furthering cancer-control programs.

Archbishop Mamberti concluded his statement saying that "the cultural and moral development of every person and all peoples" was more important than the material development and commended the IAEA’s contribution to “peace, health and prosperity”.

24 décembre 2013 – Le Conseil de sécurité a autorisé mardi le doublement de la force de maintien de la paix des Nations Unies au Soudan du Sud, portant ses effectifs à près de 14.000, sur fond de détérioration rapide de la situation sécuritaire et humanitaire, des centaines de civils ayant été tués et des dizaines de milliers d'autres chassés de leurs foyers.

Suivant les recommandations du Secrétaire général Ban Ki-moon, le Conseil a approuvé à l'unanimité de ses 15 membres une augmentation temporaire des effectifs la Mission des Nations Unies dans ce pays (MINUSS) à un maximum de 12.500 militaires et 1.323 policiers, contre 7.000 en tout à l'heure actuelle, en s'appuyant au besoin sur le transfert de contingents des missions actuellement déployées en République démocratique du Congo (RDC), au Darfour, à Abyei, en Côte d' Ivoire et au Libéria.

Dans une résolution adoptée en vertu du Chapitre VII de la Charte des Nations Unies, qui autorise le recours à la force, le Conseil demande la cessation immédiate des hostilités et l'ouverture immédiate d'un dialogue entre factions rivales, condamnant les combats et les violences ciblées contre les populations civiles et groupes ethniques, « ou autres communautés bien déterminés », ainsi que les attaques et les menaces contre la MINUSS.

Les tensions au Soudan du Sud, la plus jeune nation du monde, ont dégénéré en conflit ouvert le 15 décembre dernier après les accusations lancées par le gouvernement du Président Salva Kiir, contre son rival, l'ancien Vice-Président Riek Machar, limogé en juillet, et auteur d'une tentative présumée de coup d'état. M. Kiir appartient à l'ethnie Dinka et M. Machar à celle des Lou Nuer.

Jeudi dernier, une attaque a été lancée contre une base de la Mission à Akobo, dans l'Etat de Jonglei, où près de 2.000 assaillants lourdement armés ont tué 20 civils de l'ethnie Dinka et deux Casques bleus des Nations Unies. Un troisième Casque bleu a été blessé au cours de l'incident. À l'issue de cette attaque, les agresseurs, soupçonnés d'être issus de la communauté Lour Nuer, se sont enfuis avec des armes, des munitions et d'autres articles pillés sur place.

« Je n'ai pas cessé d'appeler le Président Salva Kiir et les leaders de l'opposition à se rendre à la table des négociations et à trouver une issue politique à cette crise », a déclaré aujourd'hui M. Ban au Conseil de sécurité, faisant état d'informations selon lesquelles des violences interethniques auraient été commises, notamment des exécutions extrajudiciaire et des charniers. « Quelles que soient les différences, rien ne peut justifier la violence qui a englouti cette jeune nation. »

Il a souligné qu'il ne pouvait y avoir de solution militaire au conflit, réaffirmant sa détermination à veiller à ce que la MINUSS dispose des moyens nécessaires pour mener à bien sa tâche centrale de protection des civils. « Les attaques contre les civils et les Casques bleus des Nations Unies doivent cesser immédiatement », a-t-il exhorté. « L'ONU enquête sur ces allégations de graves violations des droits de l'homme et de crimes contre l'humanité. Les auteurs seront tenus pour personnellement comptables de leurs actes. Ils doivent savoir que le monde entier les regarde. »

La résolution du Conseil exige de toutes les parties qu'elles coopèrent pleinement avec la MINUSS à l'exécution de son mandat, en particulier en ce qui concerne la protection des civils et souligne qu'aucune entrave à l'aptitude de la Mission à s'acquitter de son mandat et aucune attaque contre le personnel des Nations Unies « ne seront tolérées ».

Tant lors de sa déclaration au Conseil que plus tard devant les journalistes, M. Ban a reconnu que, même avec le soutien actuel, le renforcement des capacités de protection de la Mission ne se ferait pas du jour au lendemain.

« Et même avec des capacités supplémentaires, nous ne serons pas en mesure de protéger tous les civils qui en ont besoin au Soudan du Sud », a-t-il noté. « Les parties ont la responsabilité de mettre fin au conflit. Il s'agit d'une crise politique qui exige une solution politique pacifique. En cette saison de la paix, j'exhorte les dirigeants du Sud-Soudan à agir pour la paix ».

« Mettez un terme à la violence. Ouvrez un dialogue. Sauvegardez votre pays fier et nouvellement indépendant. Il n'y a pas de temps à perdre. »

Lors d'une conférence de presse donnée aujourd'hui à Juba, la capitale du Soudan du Sud, la Représentante spéciale de M. Ban dans le pays, Hilde Johnson, a promis, à la suite du Secrétaire général, que l'ONU se tiendrait aux côtés du peuple sud-soudanais, souhaitant que des moyens militaires supplémentaires, notamment des hélicoptères de combat, viennent renforcer rapidement les capacités de la MINUSS.

Faisant allusion à la réinstallation temporaire en Ouganda du personnel non essentiel des Nations Unies, la Chef de la Mission a ajouté : « Lorsque la population du Soudan du Sud nous voit partir, le message que nous voulons leur adresser, c'est que nous ne les abandonnons pas. Nous restons sur place, nous ne nous laisserons pas intimider et nous continuerons à nous acquitter de notre mandat. Aujourd'hui, la présence des Nations Unies au Soudan du Sud est plus forte que jamais. »

« Actuellement, nous fournissons également des abris dans le cadre de notre mandat de protection des civils à environ 45.000 civils qui ont fui vers nos camps en quête de protection. Je tiens à dire très clairement que, bien que le personnel non-essentiel de l'Organisation des Nations Unies ait été réinstallé à Entebbe, nous augmentons également nos personnels dans les zones les plus critiques sur le plan sécuritaire et renforçons les bases qui ont besoin de l'être. »

It was supposed to be another quiet Monday morning at the Islamic Association of Tarrant County, also known as the Ibrahimi Mosque. Located in a quiet urban neighborhood in Fort Worth, the mosque on Diaz Street is only a few years old, but the Muslim community that attends its services has been around for several decades.

 Except on Muslim holidays and Fridays, IATC has no traffic outside the five daily prayers times. But yesterday morning was an out-of-the ordinary Monday. IATC hosted a multicultural training event for the Fort Worth Police Department. Over 60 police trainees attending the Police Academy and their officers marched in the building, had lunch with a few Muslim members, toured the mosque, and attended a multicultural presentation about American Muslims.


An unusual event like this didn’t come by chance; indeed, the Fort Worth Police Department has been preparing for this initiative for the past two years.



In other words, for at least two years, Muslims have been working to submit the Fort Worth police department. And they finally did. After all, Islam means submission – not peace.

GULF OF OMAN (NNS) -- Harry S. Truman Carrier Strike Group (HST CSG) began combined operations with the French navy's Task Force 473 in the U.S. 5th Fleet area of responsibility (AOR) Dec. 29.

HST CSG, comprised of the aircraft carrier USS Harry S. Truman (CVN 75), guided-missile cruisers USS Gettysburg (CG 64) and USS San Jacinto (CG 56) and guided-missile destroyers USS Bulkeley (DDG 84), USS Carney (DDG 64), USS Hopper (DDG 70) and USS Mason (DDG 87) is operating with the French navy's Task Force 473 to enhance cooperation and interoperability in the region.

"This is a wonderful opportunity for our ships, Sailors and Marines to work together and gain a better understanding of each other," said Rear Adm. Kevin Sweeney, commander, HST CSG. "Our operations with Task Force 473 will increase both of our maritime capabilities while helping promote long-term stability in the region."

The French ships include aircraft carrier FS Charles de Gaulle (R 91), destroyers FS Forbin (D 620) and FS Jean de Vienne (D 643) and replenishment oiler FS Meuse (A 607).

"This mission is a big challenge," said Rear Adm. Eric Chaperon, commander, Task Force 473. "France and the USA have been partners for a longtime, but with this new and rare opportunity to integrate two CSGs, our cooperation is becoming ever closer. All of our sailors are really proud to have a role to play in building the operational interoperability of our two nations."

In addition to conducting combined maritime security operations, ships from the two navies have participated in a variety of training and operations together including visit, board, search and seizure training, live-fire gunnery exercises, small boat operations, deck-landing qualifications, underway replenishments, combat search and rescue training and air defense exercises. U.S. and French personnel have also traveled to visit counterparts on the other ships, sharing techniques and experiences.

"Not only is this a great opportunity to conduct operations with a close and trusted ally, this is a great time to learn from each other," said Sweeney. "There are a lot of similarities in the way we operate across the different platforms, but there are also some differences. Understanding those differences will make both of us better, stronger, and enable us to operate with each other, and with other navies, more effectively. Our presence goes a long way in reassuring our regional partners and allies."

The commanding officers of both aircraft carriers also recognize the opportunity the two navies have to learn from each other.

"This mission is a decisive opportunity to share knowledge and build upon our friendship in order to be able to successfully handle future contingencies together," said Capt. Pierre Vandier, commanding officer, FS Charles de Gaulle. It is also an opportunity to check our interoperability that allows a lot of common procedures and aircraft exchanges."

Capt. Bob Roth, commanding officer, Harry S. Truman, fully appreciates the opportunity to work closely with a longtime partner.

"It's a rare and very fulfilling experience to sail alongside and operate closely with another aircraft carrier, especially a CVN from a navy with whom we have so many lasting personnel exchange programs," he said. "I think we're going to further develop our already deep trust and mutual operational understanding."

Uh, what’s going on here? Are we seriously going to be sending American troops to secure the new state of Palestine? Well, that’s seems to be a consideration within the Obama administration, albeit based on unconfirmed reports.

Secretary of State John Kerry is proposing to offer up US troops to help secure the borders of the new state of Palestine, according to some unconfirmed news reports coming out of Israel.
How plausible is the possibility? And would it be a good idea, or, as some military analysts argue, would the White House would be “nuts” to consider it?
The US troops would be tasked with helping to prevent anti-Israel forces from coming out of Jordan and reaching Israel, according to Debkafile, an Israeli intelligence and security news service.


We couldn’t get our act together on Syria due to this administration’s horrendously vague foreign policy; and now they want to do this!  No wonder why the world can’t take us seriously anymore.

A fully armed Royal Navy warship was scrambled to challenge a missile-carrying Russian vessel  in the waters off Britain just days before Christmas, defence sources revealed last night.
In a calculated test of Britain’s reduced naval capacity in the North Sea, the Russian warship came within 30 miles of the coast.

It was detected nearing Scotland, but the only ship the Royal Navy had available to respond after Ministry of Defence cuts was in Portsmouth, resulting in a delay of 24 hours until it was in position.

The threatening approach towards Britain’s territorial waters triggered a top-secret Navy and Air Force operation co-ordinated by the military top brass at the Permanent Joint Headquarters (PJHQ) bunker at Northwood, just outside London.

RAF reconnaissance aircraft tracked the progress of the Russian warship as it neared north-east Scotland, and the tension heightened when aerial photographs revealed the ship was carrying a full payload of guided missiles.

Commanders at PJHQ decided to send the new Type 45 destroyer HMS Defender, which is Britain’s immediate-response ship during a national security crisis.

The Russian ship waited in the Moray Forth, a stretch of water  that flows into Loch Ness, for Defender to arrive, as if her captain were recording the Navy’s response times.

At the time, Defender was in dock at Portsmouth. Her crew were forced to make the 600-mile journey around the coastline, because budget cutbacks mean there are no maritime patrol vessels sailing off Scotland.

A defence source said: ‘This was no exercise – the Russian ship was behaving very aggressively in a stretch of water bordering Britain’s territorial waters.

‘They were watched very closely by the RAF and it was agreed that HMS Defender should block the Russians’  passage.

CAVALRY UNIT DEPLOYS TO REPUBLIC OF KOREA

Today, the Defense Department announced the rotational deployment of the U.S. Army's 1st Battalion, 12th Cavalry Regiment, 1st U.S. Cavalry Division from Fort Hood, Texas to Camps Hovey and Stanley, Republic of Korea, on Feb. 1.

This combined arms battalion, comprised of approximately 800 soldiers and its own wheeled and tracked vehicles, will deploy to conduct operations in support of U.S. Forces Korea and Eighth Army. This action supports the United States' defense commitment to the Republic of Korea as specified by the mutual defense treaty and presidential agreements.

The battalion will provide a trained and combat-ready force that will deploy with their equipment to South Korea. The equipment will remain in country for use by follow-on rotations. The soldiers of the battalion will return to Fort Hood upon completion of their 9-month rotation.

The deployment of 1st Battalion, 12th Cavalry Regiment to Korea is part of U.S. enduring rebalancing efforts within the Asia-Pacific region, and allows for greater responsiveness to better meet theater operational requirements.

WASHINGTON — Islamic extremist groups in Syria with ties to Al Qaeda are trying to identify, recruit and train Americans and other Westerners who have traveled there to get them to carry out attacks when they return home, according to senior American intelligence and counterterrorism officials.

These efforts, which the officials say are in the early stages, are the latest challenge that the conflict in Syria has created, not just for Europe but for the United States, as the civil war has become a magnet for Westerners seeking to fight with the rebels against the government of President Bashar al-Assad. At least 70 Americans have either traveled to Syria, or tried to, since the civil war started three years ago, according to the intelligence and counterterrorism officials — a figure that has not previously been disclosed.

The director of the F.B.I., James B. Comey, said Thursday that tracking Americans who have returned from Syria had become one of the bureau’s highest counterterrorism priorities.

“We are focused on trying to figure out what our people are up to, who should be spoken to, who should be followed, who should be charged,” Mr. Comey said in a meeting with reporters, without referring to specific numbers. “I mean, it’s hard for me to characterize beyond that. It’s something we are intensely focused on.”

Fearing that the handful of Americans who have returned to the United States pose a threat because they may have received extensive training and jihadist indoctrination, the F.B.I. is conducting costly round-the-clock surveillance on a small number of these individuals, according to the officials.

“We know Al Qaeda is using Syria to identify individuals they can recruit, provide them additional indoctrination so they’re further radicalized, and leverage them into future soldiers, possibly in the U.S.,” said a senior counterterrorism official, who, like half a dozen other top intelligence, law enforcement and diplomatic officials interviewed for this article, spoke on the condition of anonymity because he did not want to be identified discussing delicate national security issues.

Most of the Americans who have traveled to Syria are still there, the officials said, though a few have died on the battlefield. Nicole Lynn Mansfield, 33, of Flint, Mich., a convert to Islam, was killed last May while with Syrian rebels in Idlib Province.

Another American, Eric G. Harroun, a former Army soldier from Phoenix, was indicted in Virginia by a federal grand jury last year on charges related to allegations that he fought alongside the Nusra Front, one of the Syrian opposition groups linked to Al Qaeda. In September, he pleaded guilty to a lesser charge involving conspiracy to transfer defense articles and services, and was released from custody.

Mr. Harroun’s involvement was hardly a secret. Last February, he bragged about his role, posting a photo on his Facebook page saying, “Downed a Syrian Helicopter then Looted all Intel and Weapons!”

American officials say their concerns about the recruitment and training of Americans are based on intelligence gleaned from passenger travel records, human sources on the ground in Syria, intercepted electronic communications, social media postings and surveillance of Americans overseas who have expressed interest in traveling to Syria. The authorities are also trying to identify Americans traveling there by scouring travel data that the European Union has been providing to the Department of Homeland Security as part of a 2011 agreement.

The group’s attempts to create a pipeline into the United States suggest that it is still not deterred from trying to follow through on its most lofty, and difficult, goal of carrying out an attack on American soil.

“That Al Qaeda would like to get operatives into the homeland or in Western Europe has been a persistent theme over the past several years,” said one senior law enforcement official.

Indeed, the extremists’ efforts in Syria are taking a page from the playbook of Al Qaeda and its associates in Pakistan, where jihadist talent spotters have sought to identify, recruit and train American citizens or residents
before they return home.


The challenge of identifying Americans who are trying to travel to Syria is one of the greatest challenges that the United States Customs and Border Protection’s National Targeting Center in Dulles, Va., has faced since it was created in October 2001.

But American law enforcement and counterterrorism officials have dealt with a similar threat over the past few years from roughly three dozen Somali-Americans who have traveled to Somalia to fight there. The F.B.I., local law enforcement agencies and Somali community leaders have overcome initial hurdles to cooperate in identifying individuals who could pose a threat.

But unlike those in the Somali group, largely young men from a few communities like Minneapolis and Columbus, Ohio, the Americans heading to Syria pose a much thornier challenge because they are “a much larger group of people traveling there for a wider array of reasons,” the senior law enforcement official said. “The cross section of folks we’re aware of is very broad.”


But they all have one thing in common. And it ain’t brown skin.

WASHINGTON (Reuters) – Iran would receive the first $550 million (£333 million) instalment of a total of $4.2 billion in previously blocked overseas funds on or about February 1, a senior U.S. official said on Sunday.

Under a November 24 nuclear agreement, six major powers agreed to give Iran access to $4.2 billion in revenues blocked overseas if it carries out the deal, which offers sanctions relief in exchange for steps to curb the Iranian nuclear program.

Some payments are contingent on Iran diluting its stockpile of 20 percent enriched uranium to no more than 5 percent enriched uranium. The U.S. official, who spoke on condition of anonymity, described the payment schedule as follows:

Feb 1 – $550 million (NOTE: February 1 is a Saturday, so this payment may need to happen on February 3);
March 1 – $450 million (payment for half of dilution);
March 7 – $550 million;
April 10 – $550 million;
April 15 – $450 million (payment for completion of dilution);
May 14 – $550 million;
June 17 – $550 million;
July 20 – $550 million (NOTE: July 20 is a Sunday, so this payment may need to happen on July 21).

WASHINGTON, Jan. 15, 2014 – Defense Secretary Chuck Hagel called Colombian Defense Minister Juan Carlos Pinzon last night to continue the strong defense cooperation between the United States and Colombia, Pentagon Press Secretary Navy Rear Adm. John Kirby said.

In a statement summarizing the call, Kirby said Hagel affirmed the importance of the bilateral relationship and that the Defense Department is committed to further strengthening the partnership between the two countries.

“In addition to Colombia's excellent progress in defense transformation and in consolidating gains in internal security,” the admiral said, “Secretary Hagel and Minister Pinzon also discussed opportunities for the United States and Colombia to continue close collaboration on various security issues, including in preparation for the 11th Conference of the Defense Ministers of the Americas, to be held in Peru later this year.”

Hagel and Pinzon met at the White House in December during Colombian President Juan Manuel Santos's visit to Washington, Kirby said.

Acting US Navy Undersecretary Robert Martinage, the department’s No. 2, has resigned under pressure, sources confirmed for Defense News.

The resignation, which Martinage announced to his staff Tuesday morning, came after allegations were made of inappropriate conduct with a subordinate woman, the sources confirmed.

Martinage, whose permanent position had been deputy Navy undersecretary for plans, policy, oversight and integration, had been performing the duties of the undersecretary since Robert Work resigned last May to take a position with the Center for a New American Security, a Washington think tank.

The Navy in a statement said Navy Secretary Ray Mabus asked for Martinage to resign “following a loss of confidence in Martinage’s abilities to effective perform his duties.”

The resignation took many in the Navy Department by surprise, and reportedly came swiftly after Martinage was confronted by investigatory evidence.

AIR FORCE SUSPENDS 34 NUCLEAR OFFICERS INVOLVED IN CHEATING SCANDAL




The Air Force’s nuclear force is once again drawing negative attention after 34 launch officers have been stripped of their authority to control and launch nuclear-armed  Minuteman III missiles because of their role in a cheating scandal at Malmstrom Air Force Base, Montana.

Investigators became aware that cheating was taking place on a monthly proficiency test because of another investigation that has already implicated 11 junior officers in using illegal recreational drugs.

Air Force Secretary Deborah Lee James and Air Force Chief of Staff Gen. Mark Welsh revealed the cheating scandal in a hastily called Pentagon news conference.

“This is absolutely unacceptable behavior and it is completely contrary to our core values in the Air Force,” said  James.   Welsh characterized the cheating as potentially the largest such incident in the Air Force’s history.

The 34 officers, ranging in rank from second lieutenants to captains, have been restricted from missile crew duty and have had their security clearances suspended while the investigation continues.

There are 600 launch officers responsible for operating the Air Force’s fleet of 450 Minuteman III intercontinental ballistic missiles (ICBMs).    Three bases are responsible for 150 of the missiles each, they are: Malmstrom AFB, in Montana; Minot AFB in North Dakota; and F.E. Warren AFB in Wyoming.

The launch officers spend 24 hours shifts in underground launch centers where they are responsible for ICBM missiles based in missile silos in the surrounding countryside.

Welsh said that the investigation determined that the officers had “electronically shared” answers via text messages for the monthly proficiency test conducted in August and September. Seventeen of the officers were directly involved in the cheating while the others were aware of it but did nothing about it.

As a result of the cheating, the Air Force has begun re-testing all 600 of its ICBM officers.   The decertification impacts 34 of the 190 nuclear missile officers at Malmstrom.

Both James and Welsh said that the episode was counter to the Air Force’s emphasis on integrity.   James said she had confidence in the Air Force’s nuclear force because “this was a failure of some of our airmen. It was not a failure of the nuclear mission.”

Defense Secretary Chuck Hagel visited F.E. Warren AFB last Thursday to stress the importance of the Air Force’s nuclear mission and praise the force’s professionalism.  But his visit was overshadowed by the disclosure that two launch officers at Malmstrom had been implicated in the illegal drug investigation.

Mondialement connu, il en a agacé plus d'un en revendiquant son athéisme et son attachement à la laïcité : ça passe mal depuis que le pays d'Atatürk est tombé au main de l'AKP, parti religieux...

Atatürk était de ces rares dirigeants dont on dit qu'ils furent des "dictateurs éclairés". Une formule qui se discute, mais ici peu importe, historiquement c'est avec lui que commence la Turquie laïque, un pays ou les femmes eurent le droit de vote avant la France (en fait, il y en a beaucoup !).

“The drill is a normal military exercise to train soldiers to fight in winter and long-range conditions, according to national state broadcaster China Central Television (CCTV).

However, a source from the People’s Liberation Army said that it is very rare to see 100,000 military personnel mobilized for a regular exercise. The 39th Army Group has only just completed its “Iron Flow 134″ exercise in the region late last year, the source added,” reports the Want China Times.


 
The exercises have been launched in response to the execution of Jang Sung-taek, former vice chairman of North Korean National Defense Commission, which caused consternation in Beijing because Jang was seen as a trusted mediator between North Korea and China.

 
Taking place just 220 kilometers away from North Korea’s Sinuiju Special Administrative Region, the drills are designed to be a show of force to assert China’s influence over the troubled region.

 
As we have highlighted on a number of occasions, Beijing’s aggressive military posturing has intensified over recent months.

 
Earlier this week reports emerged out of state media suggesting that China was set to attack the Filipino-occupied Zhongye Island, with Beijing determined to seize the island by force as part of a skirmish that could enflame the entire South China Sea region.

 
A lengthy editorial which appeared in Chinese state media last month explained how the Chinese military’s current reformation process was part of a move by President Xi Jinping to prepare the People’s Liberation Army for war in response to US aggression in the Asia Pacific, developments which have prompted “major changes” in China’s national security situation.

 
Amidst tensions over the disputed Senkaku Islands, Beijing has also aimed some of its strident rhetoric at the United States, bragging about China’s ability to attack US military bases in the Western Pacific, as well as releasing of a map showing the locations of major U.S. cities and how they would be impacted by a nuclear strike launched from the PLA’s strategic submarine force.

In a shocking move that makes counter-terrorism measures worthless, the Obama Administration is working to secure the “resettling” of some 30,000 Syrian Islamists within the United States. Syria’s civil war has displaced thousands of people. The Wall Street Journal is reporting that thousands of Syrians need new countries of residence, and the International Rescue Committee is making sure this happens. With this, the IRC made the audacious statement through Vice President for Public Policy Sharon Waxman, calling on the “US and other countries to open their doors to vulnerable Syrian refugees and notes that resettlement must be an integral part of the humanitarian response.” Forget all counter-terrorism measures that are put into place for the protection of this country. The Muslim Obama Administration will make sure that Syrian Islamists have a new home in America, that no jihadi will be turned away.




The gates of Hell have been opened, thanks to President Obama, Attorney General Eric Holder, and radical progressives across the country. In successfully working to end “racial” profiling, albeit Muslim profiling, the next move is to secure the “settlement” of 30,000 Syrian Islamists within the United States. It won’t be done all at once, but if Obama and his minions of Muslim lovers have there way, at least 30,000 Islamists, and many more, will be calling America their home. For a President that has so openly supported Al-Qaeda in Syria recently, this is their open invitation to make a permanent home in the U.S., all under the guise of a “humanitarian outreach.”

U.S. plans to resettle thousands of Syrians displaced by their country’s civil war could hinge on those refugees receiving exemptions from laws aimed at preventing terrorists from entering the country. A U.S. official stated publicly for the first time this week that some of the 30,000 especially vulnerable Syrians the United Nations hopes to resettle by the end of 2014 will be referred to the U.S. for resettlement. More than two million Syrians have fled their country since the war erupted in 2011, creating the worst refugee crisis since the Rwandan genocide, advocates say. About 20 countries, mostly in Europe, have agreed to take 18,000 Syrians, according to United Nations High Commission for Refugees, or UNHCR, the agency charged with referrals. The U.S. has not set a specific target for how many refugees it will resettle. But at a Senate hearing Tuesday, State Department Assistant Secretary Anne Richard said, “We expect to accept referrals for several thousand Syrian refugees in 2014.”

 Post-9/11 immigration laws designed to keep out terrorists have had the unintended consequence of ensnaring some innocent people. For example, some of the provisions treat providing food or services to rebels—even those supported by the U.S.—as “material support” to terrorism. Sen. Dick Durbin (D., Ill.), a key proponent of refugee resettlement, said the “overly broad” provisions would prevent a Syrian who gave a cigarette or a sandwich to a Free Syrian Army soldier from coming to the U.S. as a refugee.






If the idea of an influx of Syrian Islamists doesn’t send the American public into a full scale uproar, nothing will. This is an open Al-Qaeda immigration invitation. The great myth of the Left is that these people are simply “refugees,” and pose no harm. They are Syrian Islamists and they will wage jihad. Interestingly, nothing is ever brought up about the plight of Syrian Christians. All anyone is worried about are the lethal Islamists.

Molly Groom, acting deputy secretary for the Office of Immigration and Border Security at the Department of Homeland Security, acknowledged that “broad definitions” of terrorist activity under U.S. law were “often a hurdle to resettling otherwise eligible refugees who pose no security threat.” She said agencies were consulting to develop exemptions for the Syrians. In recent years, DHS and the State and Justice Departments have exercised their authority to offer exemptions to some applicants, such as ethnic Burmese who provided food to guerrillas, and Iraqis who paid ransoms to groups for the release of kidnapped family members. Anwen Hughes, a lawyer at Human Rights First who has studied the laws’ impact, said that the government has been “reactive, slow,” about giving exemptions up to now, and urged a swifter process, given the magnitude of the Syrian crisis. The advocacy group has called on the U.S. to work to resettle 15,000 Syrians a year. The International Rescue Committee, another advocacy organization, is pressing the U.S. to set a goal of 12,000 Syrian refugees this year. The U.S. leads the world in refugee resettlement. In the fiscal year that ended Sept. 30, the U.S. received 70,000 refugees from 65 countries, including more than 19,000 from Iraq. In that year, more than 1,340 Syrians already in the U.S. applied for asylum.



The Huffington Post published an op-ed by Sharon Waxman, the Vice President of the International Rescue Committee, entitled “Open The Door To Syrian Refugees.”

Long-term resettlement will require an internationally coordinated strategy. Countries bordering Syria have been opening their doors for nearly three years and providing safe haven. They deserve enormous praise — and assistance — to support their efforts. But they cannot do it alone. Countries outside the region need to help by opening their borders to vulnerable Syrians. In the short term, the international community must quickly make plans to resettle the 30,000 Syrian refugees proposed by the UN refugee agency. This represents merely 1.27 percent of the refugees who have so far fled Syria. The 20 countries around the world that together have committed to provide refuge to 18,300 vulnerable Syrians should be applauded. But they need to do far more to begin to meet the enormous and growing need. Three years into the civil war, resettlement must be a robust component of a multinational response. The U.S.has expressed an interest in welcoming Syrian refugees for resettlement in 2014, but unlike other countries, it has not specified how many refugees it will seek to admit. The U.S. must delineate a clear policy. Consistent with its long-standing tradition of providing refuge for those fleeing persecution, the United States should announce its intention to resettle 12,000 Syrian refugees this year to address UNHCR’s call to resettle a total of 30,000 and more in future years.



Surely at some point the “transparent” Obama Administration was going to make Americans aware of the fact that there was going to be a “minor” influx of 30,000 jihadists into the United States. This is an outrage, but with out-of-control progressives calling this a “humanitarian mission” instead of what it really is, mass Syrian Islamic jihadist immigration, the truth gets lost among the lies. The only for sure outcome of this is deadly jihad, enough to cripple this already near capsized nation.
