READOUT OF SECRETARY OF DEFENSE CHUCK HAGEL'S PHONE CALL WITH PHILIPPINE SECRETARY OF NATIONAL DEFENSE VOLTAIRE GAZMIN

Pentagon Press Secretary Rear Admiral John Kirby provided the following readout:

Secretary of Defense Chuck Hagel called Philippine Secretary of National Defense Voltaire Gazmin today to congratulate him on the recent signing of the U.S.-Philippines Enhanced Defense Cooperation Agreement. Secretary Hagel thanked Secretary Gazmin and his department for their support for the effort.

Secretary Hagel also welcomed the opportunity for U.S. forces to train with the Armed Forces of the Philippines in the BALIKATAN exercise, which commences tomorrow. Secretary Hagel noted the importance of the exercise to regional security.

The two secretaries recalled fondly their discussions during the U.S.-ASEAN Defense Forum in Hawaii during April 1-3, 2014, and looked forward to meeting again during the ASEAN Defense Ministers Meeting Plus in Burma later this year.

SAN DIEGO (NNS) -- Twenty-three nations, 47 ships, six submarines, more than 200 aircraft and 25,000 personnel will participate in the biennial Rim of the Pacific (RIMPAC) exercise scheduled June 26 to Aug. 1, in and around the Hawaiian Islands.

The world's largest international maritime exercise, RIMPAC provides a unique training opportunity that helps participants foster and sustain the cooperative relationships that are critical to ensuring the safety of sea lanes and security on the world's oceans. RIMPAC 2014 is the 24th exercise in the series that began in 1971.

Hosted by U.S. Pacific Fleet, RIMPAC 2014 will be led by U.S. Vice Adm. Kenneth Floyd, commander of the U.S. Third Fleet (C3F), who will serve as the Combined Task Force (CTF) Commander. Royal Australian Navy Rear Adm. Simon Cullen will serve as deputy commander of the CTF, and Japan Maritime Self Defense Force Rear Adm. Yasuki Nakahata as the vice commander. Other key leaders of the multinational force will include Rear Adm. Gilles Couturier of the Royal Canadian Navy, who will command the maritime component, Air Commodore Chris Westwood of the Royal Australian Air Force, who will command the air component, and Marine Corps Maj. Gen. Richard Simcock, who will command the land component. RIMPAC 2014 will also include a special operations component for the first time, to be led by U.S. Navy Capt. William Stevens.

Two nations, Brunei and the People's Republic of China, will participate in RIMPAC for the first time in 2014.

Also new at RIMPAC this year are two hospital ships, USNS Mercy and PLA (N) Peace Ark which will participate in the exercise.

The theme of RIMPAC 2014 is "Capable, Adaptive, Partners." The participating nations and forces will exercise a wide range of capabilities and demonstrate the inherent flexibility of maritime forces. These capabilities range from disaster relief and maritime security operations to sea control and complex warfighting. The relevant, realistic training syllabus includes amphibious operations, gunnery, missile, anti-submarine and air defense exercises as well as counter-piracy, mine clearance operations, explosive ordnance disposal and diving and salvage operations.

This year's exercise includes forces from Australia, Brunei, Canada, Chile, Colombia, France, India, Indonesia, Japan, Malaysia, Mexico, Netherlands, New Zealand, Norway, People's Republic of China, Peru, the Republic of Korea, the Republic of the Philippines, Singapore, Thailand, Tonga, the United Kingdom and the United States.

In outward appearance and the scope of their operations, they seemingly have nothing in common. While the A-1 Triad was constructed of wood and fabric with a top speed that would put it in the slow lane on a modern interstate highway, the X-47B Unmanned Combat Air System represents cutting edge technology.  Yet, these aircraft, for what they represent to the development of naval aviation, are quite similar. Seminal moments in their service occurred in May during which the Navy this year celebrates the 103rd birthday of naval aviation.

When Captain Washington Irving Chambers prepared the requisitions for the ordering of the Navy’s first two aircraft, including the A-1 Triad, on May 8, 1911, there was little belief in a Navy still wedded to the battleship that the airplane would radically change naval warfare.

The platform had no demonstrated combat capability. Though its pontoon float provided the ability to operate from water, the A-1 was not a deployable asset that could be operated on the high seas. Yet, over the course of just 285 flights, the A-1 successfully pointed to the future of naval aviation. This included night flying, long-distance flight (long-distance was just 112 miles at that time), and experiments with both an aircraft catapult and wireless communication with aircraft.  In the trial and error of aviation at that time, the results of these experiments varied. Yet, the ability of shipboard personnel to communicate with aviator aloft, the endurance of aircraft in covering long distances, and the technology that allowed airplanes to launch from a ship without the vessel coming to a stop to lower a seaplane over the side were vital to fully integrating the airplane into naval operations. This would become even more pronounced in the years following World War I, when shrinking defense budgets coupled with disarmament treaties prompted changes in force levels and the type and numbers of ships in the inventory.

While it was a marvel of the time to see a man actually fly an airplane when the A-1 Triad appeared in 1911, the X-47B’s uniqueness comes from the fact that a human is not on board when it takes to the skies. In May 2013, the unmanned combat air system completed its first shipboard catapult – the evolution of the catapult from the days of the A-1 to the present resulting in the technology that allowed the X-47B to be launched from an aircraft carrier at sea.

  Its future employment is full of promise. Yet, just as the first airplanes were viewed by battleship admirals, naval tacticians and strategists debate the future of unmanned systems. Yet, the successful operation from naval aviation’s premier platform, the nuclear-powered aircraft carrier, was a landmark in the integration of unmanned platforms into Navy power projection. Just as in the early 20th century, the economic and strategic environment, in which difficult decisions must be made, is a catalyst for innovation embodied by the X-47B, proving that platforms of yesterday and today truly do matter.

Nuclear drills follow ‘massive’ Russian war games last week

The U.S. Strategic Command, which is in charge of waging nuclear war, will hold large-scale bomber exercises this week—days after Russia held what Moscow called “massive” war games simulating a U.S. and NATO nuclear attack.

Ten U.S. B-52 bombers and up to six B-2 strategic bombers will take part in the war games called “Global Lightning 14” from Monday through May 16, the command said in a statement late Sunday.

The purpose is to “demonstrate flexibility and responsiveness in training scenarios throughout the continental U.S.,” the command said in a statement from its Offutt Air Force Base, Nebraska headquarters.

“This exercise provides unique training opportunities to incorporate the most current technology and techniques in support of our mission,” said Adm. Cecil Haney, Strategic Command commander. “Continued focus and investment in our strategic capabilities allow US Stratcom to deter, dissuade, and defeat current and future threats to the U.S. and our allies.”

Global Lightning, planned for more than a year,  will began days after Russian President Vladimir Putin last week oversaw what Russian defense officials called a “massive” nuclear war drill that simulated U.S. and NATO nuclear attacks.

Stratcom said in its statement, in an apparent reference to the Russian war games, that “the timing of the exercise is unrelated to real-world events.”

Tensions remain high between the United States and Russia over Moscow’s military annexation of Ukraine’s Crimean peninsula and ongoing pro-Russian unrest in eastern Ukraine.

Defense Secretary Chuck Hagel on Sunday declined to categorize Russia as an enemy, despite its aggression in Ukraine.

“We’re not at war with Russia, so do define an enemy as being at war or not at war?” Hagel said on ABC’s This Week.

Russia is “an adversary in Ukraine, sure,” he said.

“But I think that’s a little simplistic to get into either enemy, friend, partner, so on,” Hagel said. “Russia continues to isolate itself for a short-term gain. The Russians may feel that somehow they’re winning, but the war was not about just short term.”

U.S. officials have said some 40,000 to 80,000 Russian troops are deployed within a short distance of Ukraine’s eastern border.

Russia is seeking to create a federated state in Ukraine as part of Putin’s announced plan to restore elements of the Soviet Union. The Russian leader regards many of the former Soviet republics surrounding Russia, including Ukraine, as the “near abroad” that Moscow wants to control.

The Russian war games included the test launch of a SS-25 Topol intercontinental missile and two SS-N-23 submarine-launched ballistic missiles. Additional missile firings included six Russian air-launched nuclear-capable cruise missiles.

It could not be learned if Global Lightning will include U.S. missile launches.

A Stratcom spokeswoman declined to provide further details of the exercise.

“Global Lightning 14 is designed to provide training opportunities and to test and validate command and control procedures for U.S. Strategic Command and its subordinate units,” said Army Lt. Col. Stephanie Bounds, the spokeswoman.

“Just as technology changes, so do the threats. This exercise provides the opportunity to incorporate the most current technology and techniques in support of our mission.”

The command “is constantly honing its capabilities to deter, dissuade, and defeat current and future threats to the U.S. and our allies,” she said.
Bounds declined to provide details of the exercise but said: “All activities are designed to test and validate command and control procedures for U.S. Strategic Command and its subordinate units.”

A U.S. official said the U.S. Cyber Command, part of Strategic Command, will take part in the exercises that are said to include simulated cyber attacks against Strategic Command communications and command systems.

Mark Schneider, a former Pentagon nuclear strategy official, said the Russian exercises appeared intended as a political message to the West.

Schneider said Russia usually holds its nuclear drills in the fall and the timing of last week’s war games “suggests to me that the intent was nuclear intimidation against NATO over the Ukraine.”

Moscow on April 14 also conducted a test launch of a new ICBM called the SS-27 by NATO that carried multiple simulated warheads that analysts say potentially violated the 2010 New START arms treaty.

Moscow and Washington also have been battling over Russia’s plan to upgrade aircraft used in conducting permitted spy flights over the United States that intelligence officials say could undermine U.S. security. The flights are carried out under the Open Skies Treaty.

Russia temporarily blocked a U.S. overflight of Russia and a spokesman mentioned the dispute over the new Russian aircraft in criticizing U.S. officials.

The Obama administration also recently turned down a proposal from Russia aimed at resolving differences over U.S. and NATO missile defenses in Europe.

Moscow is opposing the deployment of interceptors and radar in the region and has charged the United States with seeking to counter Russian strategic offensive missiles.

The administration insists the missile defenses are aimed at countering Iranian long-range missile threats.

BLACK KN IGHT TRANSFORMER — A MILITARY OCTOROTOR YOU CAN RIDE IN

We saw this pop up a few times before and to be honest, we weren’t sure if it was actually real or not. This is the Advanced Tactics Black Knight Transformer — the world’s first VTOL (vertical take off and landing) aircraft that also doubles as an off-road vehicle.

Designed and built in California, it just received government approval and Advanced Tactics has released the first driving and flight test video. It was apparently designed as a rapid-response evacuation vehicle for wounded soldiers in war affected zones. It features a whopping eight individually driven rotors that swing out on “transforming” arms during flight. It also has a removable ground drive-train which can be swapped out for an amphibious boat hull, or even a cargo pod!

At the forefront of large-scale multicopter design and manufacturing, we poked around Advanced Tactic’s website a bit and found another one of their projects, the Transformer Panther sUAS — a miniature version of the Black Knight, designed as a small unmanned aircraft system that is also capable of land and sea use.

(Belga) Le commandement des forces stratégiques américaines, chargé de mettre en œuvre une bonne partie des armes nucléaires dont disposent les Etats-Unis, mènera de lundi à vendredi un vaste exercice aérien impliquant dix bombardiers à long rayon d'action B-52 et jusqu'à six B-2 furtifs, a-t-il annoncé dimanche soir.

Baptisé "Global Lightning 14", cet exercice intervient quelques jours après que la Russie a procédé à plusieurs tests de missiles balistiques lors d'exercices militaires supervisés par le président russe Vladimir Poutine. 

"Le but (de cet exercice) est de démontrer la souplesse et la capacité de réponse dans des scénarios d'entraînement à travers tous les Etats-Unis", a indiqué le Strategic Command, installé sur la base aérienne d'Offut, au Nebraska (centre des Etats-Unis), dans un communiqué. 

"Cet exercice fournit des occasions uniques d'entraînement pour intégrer les technologies et techniques les plus modernes en soutien à notre mission", a précisé le commandant du Stratcom, l'amiral Cecil Haney. "Continuer à se concentrer et à investir dans nos capacités stratégiques permet au Stratcom de dissuader et de défaire les menaces actuelles et futures contre les Etats-Unis et leurs alliés", a-t-il ajouté.

"Global Lightning", en préparation depuis plus d'un an, débute quelques jours après que les forces militaires russes ont procédé, jeudi dernier, au tir d'un missile balistique intercontinental de type Topol depuis la base de Plesetsk (nord de la Russie), ainsi que de "plusieurs" autres missiles de plus courte portée depuis des sous-marins de la flotte du Nord et de la flotte du Pacifique. 

Les Etats-Unis possèdent 115 B-52, dont 101 sont déployés (opérationnels). Le B-52 peut larguer aussi bien des missiles de croisière Tomahawks équipés d'une tête nucléaire, que des bombes d'une puissance allant de 5 à 150 kilotonnes. L'US Air Force dispose également de vingt bombardiers B-2, dont dix sont déployés, qui peuvent larguer deux types de bombes, l'une pouvant aller jusqu'à 340 kilotonnes, l'autre de 1,2 mégatonne.

NORFOLK (NNS) -- Commander, Navy Installations Command (CNIC) and U.S. Fleet Forces Command (USFF) are jointly conducting the annual hurricane preparedness exercise, HURREX/Citadel Gale 2014, from May 5 - 15 in preparation for the upcoming Atlantic, Gulf of Mexico and Caribbean area hurricane season.

The purpose of HURREX/Citadel Gale 2014 is to prepare the Navy to respond to weather threats to U.S. coastal regions, and to maintain the ability to deploy forces even under the most adverse weather conditions. Tropical storms have the potential to cause great damage to areas they pass over, and the Navy prepares every year to mitigate that damage.

"HURREX/Citadel Gale 2014 provides Navy regions and installations the opportunity to exercise and assess their ability to prepare for, respond to, and recover from the threats from severe weather events, in this case we're exercising our response to a large category hurricane event," said Cmdr. Neil T. Smith, executive officer of Fleet Weather Center Norfolk.

This year's exercise will consist of two simulated tropical cyclones that will develop and intensify to hurricane strength, and will threaten the Eastern Coast of the U.S., the Gulf of Mexico, and the Caribbean coastal regions.

The exercise requires a great deal of coordination. USFF and CNIC work closely with the Fleet Weather Center, Military Sealift Command, Navy Expeditionary Combat Command, U.S. Northern Command, Marine Forces Command, Marine Forces North, Army North and Federal Emergency Management Agency.

"As we've seen in recent history, large scale weather events can cover enormous areas and impact huge population centers, so training opportunities like this are vital to an effective response plan," said Smith. "But more importantly it allows us to work with a number of other agencies and to develop relationships with our counterparts in city, state, federal and non-governmental organizations (NGO)."

The exercise includes all Atlantic-based ships, submarines and aircraft. All ship movements during the exercise are simulated.

HURREX 14 will include accounting for Sailors and their families through the Navy Family Accountability and Assessment System (NFAAS). NFAAS also allows leaders to identify medical, housing, transportation, counseling, and other disaster-related needs.

The destruction and devastation caused by storms such as Hurricanes Sandy, Irene, and Katrina reinforce the need for proper training and preparedness prior to the threat of a real world natural disaster. There were 13 named storms in 2013, and with the onset of the Atlantic hurricane season June 1, 2014, the Navy remains committed to the SAFETY, SECURITY, and wellbeing of its Sailors, civilians, and their family members.

PEARL HARBOR (NNS) -- In preparation for hurricane season Navy Region Hawaii conducted its annual hurricane readiness exercise, HURREX, at Joint Base Pearl Harbor-Hickam (JBPHH) and the Pacific Missile Range Facility (PMRF) May 5-9.

Navy Region Hawaii conducted HURREX to teach personnel and family members on how to prepare for hurricanes and associated effects brought on by a major storm event. Although the exercise storm is fictional, the need to prepare is real. This year, Navy Region Hawaii and Joint Base Pearl Harbor-Hickam conducted both before and after landfall components to the exercise.

According to Angela Perryman, Military and Family Support Center site manager, during an approaching hurricane personnel must be able to handle matters quickly and efficiently to more smoothly ride out the storm.

"We can have a disaster at any point," said Perryman. "Whether it's a natural disaster or whether it's a man-made disaster or some other kind of threat...it's important to have time carved out so everyone can come together and practice the exercise. It's important to see how we would go through processing service members and their family members in a real world situation. Determining housing situations and additional services they might need are the kinds of things that are good to practice now, before hurricane season."

During the exercise participants role-played emergency situations and visited representatives from multiple organizations including the Navy Marine-Corps Relief Society, Navy and Air Force medical groups and housing departments.

Participating in the HURREX, Hospital Corpsman 2nd Class Mishell Miyashiro, assigned to Naval Health Clinic Hawaii, stated how mock exercises like HURREX teach staff members how to remain flexible and think on their toes to accomplish the mission at hand.

"If something actually ends up happening, rarely will things ever go as planned," said Miyashiro. "That's when you need to learn how to improvise, because maybe initially on paper patients were supposed to go directly to medical, but as you go through the mock exercise you see that medical is being overwhelmed and patients are not actually being seen where they need to be seen, so then you may need to triage them at the door. Or maybe you realize checking in with social services should come first, or actually, admin should come first, or something else. So, whenever you get to do hands on you see the pros and cons, which helps you prepare better for the next time."

Perryman echoed Miyashiro's sentiments, noting how the mock exercises gets staff members engaged with people, something that a structured classroom setting can never fully replicate.

"When you have actual players coming in with situations already in their heads or with given scenarios and you have the staff engage with them on that level, it takes them away from that classroom training situation and puts them in a real-world event where they actually have to think through on how they would respond to that person and what organization they would refer that person to," said Perryman.

Lt. Evelyn Palm, assigned to Naval Health Clinic Hawaii, said events like HURREX help to teach and improve operations at the command level as well.

"Participating in this real-world exercise we are looking at our current capabilities and the services we can offer, be it tending to both active-duty service members and civilians or any other situation we might be presented with," said Palm. "In the case of an emergency, we understand that our plans need to remain flexible and allow for changes where necessary, as the situation changes. So, this is a fine way of learning where to make those changes and also how to implement them, so we can expand our capabilities."

In the end, Perryman said the goal of HURREX is to set a stage where participants can rehearse, learn, and teach what channels are available in the case of emergency situations.

"It's an exercise for a reason," said Perryman. "So it gives us an opportunity to look at ways to improve things we need to do differently, communications that may need to happen differently and to prepare ourselves for when a real-world event was going to happen, because you never know what an event is going to be. We just have to remember to be flexible and have everybody trained so the roles are easily interchangeable, that way anybody here can pick up a role and know exactly what it is they are supposed to do."

Personnel should have a number of things ready to go in case of an emergency, especially one that may require evacuation like a hurricane. Individuals and family members should have a firm plan in place of where to go, what to do, and what to take if they need to evacuate during a hurricane.

Emergency kits should include enough food and water to last several days, necessary medications, and other items such as maps, tools, flashlights, and a first aid kit. Evacuees should also stay informed of up-to-date information regarding road and base closures, unsafe traveling conditions, and weather warnings.

In case of a hurricane or tropical storm, avoid using the phone, except for serious emergencies. Listen to the radio or TV for more information and further instructions; secure your home by closing the storm shutters and bringing outdoor furniture inside; ensure a supply of water for household purposes; turn your refrigerator to the coldest setting and keep the door closed; turn off utilities, if told to do so. If an evacuation order comes, do not ignore it; follow the guidelines given regarding times and routes and take only essential items and your emergency kit.

NINE US-BACKED SYRIAN REBEL MILITIAS ADVANCE ON QUNEITRA, KEY TO CONTROLLING GOLAN

Nine Syrian rebel militias were advancing on the main Syrian Golan town Quneitra (pop: 20,000) Tuesday, May 13, to wrest it from the Syrian army, thereby removing one of its last points of access to the Israeli border. They have dubbed their offensive “Levant of the Prophet.

Defense Minister Moshe Ya’alon and senior commanders visited the Golan Tuesday, May 13, to survey the rebel offensive. For the third day running, Israel has kept the Quneitra crossing into the Syrian sector closed as a military zone. The off-limits area includes parts of the enclave’s Rtes 98 and 91 and Kibbutz Ei Zivan. 

“Syrian rebels have pushed the Assad’s military into a corner,” the defense minister commented. “To the east, we are seeing destruction and death, and sometimes, the injured come to us for medical treatment. To the West, we see the Golan Heights flourishing.”

debkafile’s military sources report that the nine militias, spearheaded by the Syrian Revolutionaries’ Front, have been moving north from the Jordanian-Israeli-Syrian border junction. Their first target is the capture of the Quneitra-Ein Zivan crossing as a direct bridge to Israel; its second force, to take Quneitra the town.

The rebel militiamen are taking care to hug the Israeli border fence on their way north, reckoning that the Syrian tanks and light artillery units scattered in the sector would not attack them for fear of shells or rockets straying across into Israel. This would prompt instant reprisals

And indeed, ranged opposite the Syrian forces, are IDF positions of the newly-created 210th territorial Bashan Division. They are armed with Tamuz (Spike) anti-tank missiles of two types: The Spike-SR which has a range of 1.5 km and Spike-MRs which can hit targets at a distance of 2.5 km. Both carry tandem warheads designed to destroy Syrian tanks or artillery by piercing their reactive armor with a hollow charge guided by electro-optical means.
The Israeli positions are under orders not to obstruct rebel movements, but rather take care of their wounded.

While Israeli has formally adopted a position of non-intervention in the more than three-year Syrian war, things are rather different in practice.


Israel allows the SFR to operate on its Golan threshold, because this rebel militia is unofficially backed by the United States, Saudi Arabia and Jordan, according to debkafile’s sources.

debkafile’s intelligence sources reveal that the commander of the Syrian rebel “Levant of the Prophet” operation is Col. Ziyad Hariri, who defected from the Syrian army after serving as an infantry brigade chief. The field commander is Capt. Abu Khaidar.

The operation’s overall commander is the SFR chief, Jamal Maarouf, who operates out of a command center in the Idlib province of northern Syria. But when there is danger, he withdraws across the border to South Turkey.  


Maarouf is a pious Muslim who has three wives. He has gone to great lengths to enlist only native Syrians and no foreigners to the SRF and is flatly opposed to al Qaeda’s participation in the war on the Assad regime.

Our military and intelligence sources add that nothing is ever clear-cut in any aspect of the Syrian conflict – whether the state of combat, the identity of commanders or the makeup of the various fighting forces. Although it is presumed that there are no members of Jabhat a-Nusra, the Syrian affiliate of al Qaeda, in Maarouf’s militia, a certain number of radical Jordanian Salafis with apparent ties to al Qaeda seem to have infiltrated the militia.

The IDF is letting this go without response. Neither is it entirely clear up to what point this force is backed by American, Saudi and Jordanian intelligence agencies.

All that can be said with certainty is that if this rebel force, whatever its composition, succeeds in wresting Quneitra from the Syria army, Syrian and Hizballah loyalist forces will have lost their presence on the Syrian Golan and southern Syria up to the town of Deraa.


Should Bashar Assad or Hassan Nasrallah wish to attack Israel, they will have to go round to the north and strike from the Hermon range or the Shebaa farms in southern Lebanon.
Tuesday night, Syria filed a complaint with the UN accusing Israel of aiding the rebel war on the Syrian army in the Golan.


 After overrunning the small Golan town of al-Kahtaniyya Monday, the rebels dropped flyers over Quneitra to advise inhabitants to leave their homes by Tuesday morning to escape the coming general offensive. Thousands of people were seen fleeing the town Tuesday, just ahead of the fighting.

Face à l'escalade des violences ces derniers jours en Ukraine, les Occidentaux sont de plus en plus inquiets. L'Otan pourrait même envisager une présence militaire permanente en Europe de l'Est.


Les Occidentaux se montrent de plus en plus alarmés par la tournure prise ces derniers jours par les événements en Ukraine, où des dizaines de personnes ont péri dans des violences depuis vendredi.

La crise actuelle pourrait d'ailleurs conduire l'Otan à envisager une présence militaire permanente dans ses pays-membres en Europe de l'Est : "Je pense que nous devrions y réfléchir", a ainsi estimé mardi 6 mai le général Philip Breedlove, commandant des forces de l'Otan en Europe.

"Je pense que c'est une chose que nous devrons envisager et nous allons mettre ceci à la discussion via les dirigeants de nos pays, pour voir où ça mènera", a-t-il poursuivi s'exprimant lors d'une conférence de presse à Ottawa.

L'Otan a annoncé mi-avril le renforcement de la défense des pays d'Europe orientale et multiplie les sorties de ses avions au-dessus des pays Baltes. Des navires doivent être déployés dans la mer Baltique et en Méditerranée orientale. Washington a également annoncé le déploiement de quatre compagnies de parachutistes, soit 600 soldats, pour des exercices en Pologne et dans les pays Baltes. Ces déploiements doivent normalement cesser d'ici la fin de l'année.

Une milice d’ouvriers travaillant dans une usine de l’oligarque ukrainien Rinat Akhmetov, a été créée à Marioupol, dans le sud-est de l’Ukraine. Cette organisation qui se dit apolitique tente d’enrayer la violence qui prévaut dans la région.
 
Ils sont reconnaissables à leurs vestes au nom de l’usine "Ilitch". Des dizaines d’hommes patrouillent depuis plusieurs jours dans la ville de Marioupol, dans le sud-est de l’Ukraine, pour tenter de ramener l’ordre après les émeutes meurtrières qui ont opposé vendredi 9 mai les pro-russes aux forces ukrainiennes. Leur particularité : ils n’appartiennent ni à la police ni à l’armée.

Cette milice non armée constituée de dizaines d’ouvriers ukrainiens a été créée à l'initiative du milliardaire Rinat Akhmetov, dont l’usine métallurigique Ilitch est le premier employeur de la région. Une initiative judicieuse, selon Iouri Zintchenko, 39 ans, directeur de la société. "Après les émeutes du 9 mai, qui ont fait 7 morts [40, selon Kiev] et 42 blessés, la population était effrayée, la police démoralisée. Il y avait beaucoup de pillages de magasins, de vols de voiture, le chaos, et le sentiment d'un vide du pouvoir... il fallait réagir", se justifie-t-il.

"Tout à fait légal"

Pour lui, cette milice n'est en aucun cas synonyme d’échauffement des esprits. "C'est tout à fait légal. Nos hommes patrouillent avec la police, ils ne portent pas d'armes. Cela fait deux jours que nous avons commencé et déjà, il n'y a plus de pillage et d'hommes armés en ville. La situation s'est nettement calmée", assure Iouri Zintchenko. Il est vrai qu’à Marioupol, la situation s’est sensiblement améliorée. Les barricades qui avaient été érigées en ville par les séparatistes pro-russes ont aujourd'hui disparu, ont constaté des journalistes de l'AFP

Surtout, la milice assure œuvrer pour la paix. "Nous aimons notre pays, nous sommes pour une Ukraine unie. Nous sommes des patriotes", a déclaré Zintchenko. L’oligarque Akhmenov a demandé aux forces armées de son pays de cesser les interventions et appelé dans le même temps les pro-russes à renoncer à l'indépendance et à négocier.

Ne pas retourner dans le giron russe

Pourtant, si la milice assure ne prendre aucun parti, force est de constater que l'oligarque ukrainien a tout intérêt à essayer d’enrayer les velléités séparatistes de l’est du pays pour protéger ses affaires. "Si les oligarques appartiennent, par leurs méthodes et l'origine de leur fortune, au monde ex-soviétique, leurs affaires, depuis longtemps légales, les tournent vers l'Occident et l'Europe", écrit le "Figaro". Akhmetov n’aurait donc aucun intérêt à retourner dans le giron russe.

Or, l'avenir est incertain pour Donetsk et Lougansk. Depuis dimanche, la région a en effet voté par référendum pour son indépendance - et a fortiori pour son rattachement à la Russie. Une séparation effective du reste de l'Ukraine - non reconnue par Kiev et l'UE - qui pourrait considérablement affecter les intérêts financiers de l’oligarque : une bonne partie de l'empire industriel du milliardaire étant concentrée dans la zone en question.

"Vampires oligarques"

Pour ne rien arranger, le journal "La Voix du peuple", organe de la "République de Donetsk" des séparatistes pro-russes a récemment dénoncé la présence de "vampires oligarques" [tels que Akhmetov] et appelait la semaine dernière à "la fin du bantoustan oligarco-nazi" en Ukraine…

Rinat Akhmetov, l'homme le plus riche d'Ukraine, représente pour beaucoup en Ukraine l'archétype de ces oligarques qui ont fait la pluie et le beau temps dans le pays depuis vingt ans après s'être enrichis rapidement dans des conditions opaques dans les premières années de l'indépendance.

ISLAMABAD, Pakistan (NNS) -- Chief of Naval Operations Adm. Jonathan Greenert wrapped up a three-day visit to Pakistan, May 13, after meeting with Prime Minister Sharif and top military officials in Islamabad and Karachi.

Greenert is the first of the Service Chiefs to meet with the new Prime Minister. Greenert stated it was a very productive trip. In addition to the Pakistan Ambassador and Prime Minister Sharif, he met with the Pakistan Chiefs of Army, Navy and Air Force.

Greenert's visit ended in the capital with talks on a wide range of common security issues with the Prime Minister, Chief of Army Staff Gen. Raheel Sharif, and Chief of Naval Staff Adm. Asif Sandila. During meetings, Adm. Greenert and Sharif reaffirmed the importance of the U.S.-Pakistani security relationship to regional stability and agreed to continue to work together in order to enhance stronger partnership between the two nations.

Earlier in the trip, Admiral Greenert was in Karachi where he paid respect to Quaid-e-Azam at the Founders Tomb and addressed the midshipmen equivalent at the Pakistani Naval Academy. His remarks to the midshipmen focused on the importance of seapower and maritime partnerships. Greenert emphasized how navies must work together to increase maritime security and enhance global prosperity.

Greenert also met with Rear Adm. Syed Arifullah Hussaini, commander of Coastal Areas, and Vice Adm. Khan Hasham Bin Siddique, commander of the Pakistani Fleet, in order to gain awareness of Pakistan's Maritime Security Organizations and to explore areas of additional maritime cooperation.

"It was a great opportunity to discuss our common interests, the importance of our relationships and reaffirm our Navy's commitment to the region," said Greenert.

As maritime partners with the U.S., Pakistan is a very active participant in multinational operations and exercises. On 11 different occasions during the past six years Pakistani Naval officers have commanded combined Task Forces 150/151.

According to the Islamabad embassy, U.S. assistance to Pakistan continues to help build the counter-insurgency and counterterrorism capabilities of Pakistan's security forces, which are critical to countering violence in the western border regions.

PRIME MINISTER BENJAMIN NETANYAHU: Mr. Secretary, Chuck, welcome to Jerusalem.

I'd like to express my deep appreciation and that of the people of Israel for the close defense and intelligence relationship and cooperation between Israel and the United States.

We're also deeply grateful for your steadfast support for Israel's security and, most especially, for the missile defense cooperation. It's been a remarkable partnership. And we very much appreciate your support for Iron Dome, recently expanded, as well, for the support for David's Sling, for the Arrow 3 missile, for the joint exercise that you visited yesterday for missile defense. This is deeply appreciated.

SECRETARY OF DEFENSE CHUCK HAGEL: Thanks.

PRIME MINISTER NETANYAHU: And we're deeply grateful for you.

Obviously, we're going to discuss many subjects, but foremost, I think, is the danger posed to both our countries and to the peace of the world by Iran's pursuit of developing nuclear weapons. We've been saying all along that Iran is trying to pull the wool over the eyes of the international community. So I wasn't surprised, and I'm sure you weren't surprised, by the recent U.N. [United Nations] report on Iran's ongoing efforts to deceive the international community, to continue to develop its ICBMs and to continually violate its commitments of Security Council stipulations on forbidding it to develop certain parts of its nuclear program. They continue to do that. And I think that requires a very clear and firm policy on the part of the world powers, the P5+1.

I think as the talks with Iran continue, one thing must guide the international community and that is we must not let the ayatollahs win. We mustn't let the foremost terrorist state of our time, Iran, develop the capability to produce nuclear weapons.

You come here in turbulent times. I wish it were less turbulent. One of the things that we have found, unfortunately, is that our Palestinian neighbors are moving ahead in a pact with Hamas. And the United States has designated Hamas, rightly, as a terrorist organization. And obviously, the Palestinians cannot have a pact with Hamas and peace with Israel.

We're concerned too, that in both Gaza and in the P.A.-controlled areas, there is continual incitement and propaganda against the very existence of the Jewish state. A recent ADL [Anti-Defamation League] study published a few days ago talks about the fact that in both places anti-Semitic incitement is the most prevalent on the planet and that is something that, I think, hinders peace. I think the Palestinians have to make a simple choice, a pact with Hamas or peace with Israel, but they can't have both.

There are many other things that we are going to discuss, how to advance genuine PEACE and how to advance solid SECURITY in a region that is so fraught with instability and insecurity. And I think that one of the things that creates an anchor of security is the close relationship between Israel and the United States, a relationship that is based both on value and a common determination to uphold our joint security. So in that spirit, I look forward to our discussions and I welcome you to Jerusalem.

SEC. HAGEL: Thank you.

Prime Minister Netanyahu, thank you. Bibi, I am grateful for an opportunity to see you again and renew our friendship.

As you said in the United States earlier this year, America's support for Israel is at an all-time high and it is. And that applies especially to our defense relationship. Our defense relationship is strong, as we both know, and I think the people of Israel and the United States know, it's strong because it's about a lot more than defense.

The United States support for Israel is anchored in our nation's commitment to democracy and freedom and rights for our people. America's commitment to Israel's security is resolute. And as you noted, the military exercise that I visited yesterday, with Defense Minister Ya'alon demonstrates that commitment very completely. It also demonstrates the cutting-edge work our nations are doing together on rocket and missile defense and I appreciate your comments on that point -- work that had strengthened Israel's security and saved lives.

And I want to assure you, Prime Minister, and the people of Israel, of the United States continued commitment to ensuring Iran does not get a nuclear weapon, as President Obama has said, and that America will do what we must to live up to that commitment.

Later today, I believe as you know, I will pay tribute to Theodor Herzl and Yitzhak Rabin, men that you know so well, who embodied the values at the core -- at the core of our historic relationship. Those values are about the fundamental recognition that in Prime Minister Rabin's words, we are all people who want to build a home, to plant a tree, to love, to live side by side in dignity, in empathy as human beings, as free men.

Every time I visit Israel, Bibi, I think of the astounding accomplishments of Israel in all spheres of society. And thanks to the continued courage and wisdom of its founders and your leaders, the fortitude and resilience of your people, and the long and enduring friendship between our two countries, that progress will continue.

And thank you again, Mr. Prime Minister, for hosting me here this morning. I look forward to our conversations this morning and an opportunity to delve deeper into some of the issues that we discussed. Thank you.

A crack squad of 400 specialist ‘Robocop’ style troops are preparing to greet England World Cup fans when they descend on Brazil next month.

The men are part of the elite BOPE unit of military police who operate in Rio de Janeiro and are usually on 24-hour standby to deal with the threats from terrorists - but they will now also deal with football hooligans who step out of line.

Carrying M16 and M4 carbine rifles with laser sights, Taurus PT92 pistols and fragmentation and stun grenades the squad have in the past also dealt with armed drug dealers who are known to operate from the city’s impoverished favelas.

BOPE’s distinctive emblem is of a skull impaled with a knife in front of two golden guns and the unit was first formed in January 1978.

The Batalhao de Operacoes Policias Especias – or Special Police Operation Battalion – also uses a special fleet of vehicles called with one called the ‘Peacemaker’ and another ‘The Big Skull’ as they carry out their role in both the streets and the slums.

During the World Cup some 4,000 regular police office will be on patrol and they will be joined by a further 1,500 military officers during the month long tournament.

Meanwhile, travelling fans are being warned that drunken behaviour will not be tolerated and visitors are also being warned to be alert in case of ‘Express’ kidnappings.

The method sees a victim – sometimes having got into a bogus or rogue taxi - taken to an ATM to withdraw cash on a daily basis.

Victims are held for around 72 hours and are sometimes beaten during the ordeal before finally being freed after four or five days.

Yesterday Lieutenant Colonel Joao Soares Busnello, who once was a member of BOPE, warned England fans not to drink heavily when visiting the country as he said:

‘If a hooligans drink a lot of calpirinhas – our national cocktail – and does something crazy BOPE are the ones that will deal with him.

‘BOPE will also be called if someone is taken hostage or there is a terrorist act or a political or religious riot.’

Leaflets are set to be distributed to the 1.6 million visitors who are travelling to watch the World Cup warning them how to react in the event of being mugged while in the country.

The flyers advise fans not to ‘react, scream or argue with robbers’ and to hand over their valuables.

Tourists are also advised not to wear jewellery, expensive watches or walk alone at night and to check to see if they are being followed.

Muggers will be attracted to anyone who they ‘perceive’ to be wealthy.

To date in 2014 there have been 60,000 street robberies in Brazil along with 360 deaths related to street crimes in a country with a population of more than 200 million.

L'armée israélienne a déclaré, dimanche, une partie du plateau du Golan "zone militaire fermée", en disant redouter que les combats qui se déroulent en Syrie, pays frontalier, ne s'étendent à son territoire.



Un porte-parole de l'armée a déclaré que "pour des raisons de sécurité", la zone du point de passage de Qouneitra est fermée.

Des sources sécuritaires israéliennes ont exprimé leurs craintes quant aux combats qui opposent les rebelles syriens aux troupes de Bachar al-Assad et qui pourraient affecter cette zone.

Baptisée "le Front du Sud", une récente coalition de rebelles modérés composée de plus de 30.000 combattants et de 55 brigades a revendiqué plusieurs succès militaires, et plus particulièrement dans la région de Qouneitra.

Officiellement, Israël, qui est en état de guerre avec la Syrie, occupe depuis 1967 quelque 1.200 km2 du plateau du Golan qu'il a annexés. Cette décision n'a jamais été reconnue par la communauté internationale. Environ 510 km2 restants sont sous contrôle de la Syrie.

Depuis le début de la guerre en Syrie en 2011, la situation sur le Golan demeure tendue. Les violences étaient jusque-là limitées à des tirs à l'arme légère auxquels généralement l'armée israélienne réagissait.

En mars, quatre soldats ont été blessés lorsque l'armée de l'air israélienne a lancé un raid sur la partie syrienne du Golan.

Le président russe Vladimir Poutine se rendra cette semaine en Chine pour évoquer les questions stratégiques de coopération militaro-technique, écrit lundi 19 mai le quotidien Kommersant.

Deux projets seront à l'ordre du jour: la conception d'un avion gros-porteur long-courrier destiné à faire concurrence aux Airbus européens et aux Boeings américains, et la fabrication en Chine de l'hélicoptère lourd Mi-26, un appareil militaire. La Russie montre ainsi qu'elle est prête à partager ses techniques de production aéronautique avec la Chine.

Vladimir Poutine rencontrera son homologue chinois Xi Jinping demain à Shanghai. D'après le conseiller du président russe Iouri Ouchakov, un nombre "impressionnant" de documents est préparé pour sa visite de deux jours à Shanghai, les 20 et 21 mai – 43 accords dont près de 30 seront signés.

Parmi ces textes, deux projets concernent la coopération militaro-technique, qui visent à "accroître le potentiel technologique commun" des deux pays. Le premier projet porte sur la conception d'un avion gros-porteur long-courrier - la Compagnie aéronautique unifiée (OAK) russe a déjà préparé la maquette du projet et une étude de faisabilité.

Le second projet vise le développement d'un hélicoptère lourd pour les besoins militaires et civils de la Chine.

La Russie est donc prête à transférer ses technologies aéronautiques, même si la Chine avait déjà eu recours à la création de copies sans licence d'avions russes (elle a conçu son propre avion J-11B en copiant les caractéristiques du chasseur Su-27). "Nous sommes prêts à transférer certaines technologies en créant des coentreprises car dans ce cas la conception des projets se déroulerait sur une base paritaire et sous notre contrôle", explique une source.

La coopération militaro-technique entre la Russie et la Chine avait avancé très lentement entre 2006 et 2010, quand cette dernière avait significativement augmenté ses propres capacités de production dans le secteur de la défense et n'avait plus besoin d'acheter du matériel militaire fini dans les quantités aussi élevées qu'auparavant. Les liens entre les deux pays se sont activés fin 2011, date à laquelle la somme des contrats pour l'aviation et la construction aéronautique a approché 1 milliard de dollars. La Russie et la Chine ont signé en 2012 leur plus grand contrat pour environ 700 millions de dollars, portant sur la livraison de 140 moteurs AL-31F. A la même époque, Moscou et Pékin ont signé un accord-cadre pour des moteurs diesels électriques de sous-marin Amour-1650 estimé à plus de 2 milliards de dollars. Les parties ont convenu en 2013 du nombre de chasseurs Su-35 pour l'armée de l'air chinoise (24 appareils et trois moteurs supplémentaires pour chaque avion). En 2014, Vladimir Poutine a déjà donné son accord à la livraison de nouveaux missiles antiaériens S-400 à Pékin.

Selon une source proche du Service fédéral pour la coopération militaro-technique, en 2013 Pékin a acheté du matériel militaire et des armes russes pour plus de 1,8 milliard de dollars, devenant ainsi quatrième plus grand acheteur d'armement russe.

Mais on ne peut pas dire que la coopération militaro-technique entre la Chine et la Russie soit parfaite: des difficultés surviennent pour la signature de pratiquement chaque contrat.

Par exemple, en s'entendant sur la fourniture de Su-35, la Chine avait par la suite exigé d'apporter des modifications à l'aspect de l'appareil. Les sources espèrent que la question des contrats "en suspens" sera réglée rapidement après la visite du président Poutine en Chine.

1000 soldats américains viennent de débarquer dans les territoires occupés de la Palestine pour participer aux exercices de défense balistique communs que les deux alliés ont débuté dimanche matin, sans le dire publiquement, dans l'objectif de faire face "aux missiles iraniens" et "aux missiles du Hezbollah".

Selon le Jérusalem Post, l'armée israélienne et les forces américaines disent avoir organisé ces manoeuvres pour mettre à l'épreuve la disponibilité des deux parties à contrer "les attaques aux missiles".

Selon la radio israélienne, ces exercices "balistiques" dureront une semaine.

Jeudi, les médias sionistes évoquaient déjà des exercices aériens conjoints entre « Israël » et les Etats Unis.

Le ministère israélien de la guerre n'a publié aucun autre détail à ce sujet.

Les agences de presse qui diffusent cette information ne manquent pas d’évoquer la visite de Chuck Hagel la semaine dernière dans la région et ses entretiens avec Netanyahu dominés par les questions sécuritaires.

Hagel a une nouvelle fois réitéré son engagement à "empêcher l'Iran d'accéder à l'arme atomique". "Les Etats Unis soutiennent plus qu'à tout autre moment de l'histoire de ses liens avec Israël, ce pays", avait fait remarquer Chuck Hagel.

"Le soutien de Washington à Tel-Aviv est l'expression de l'engagement des Américains envers la démocratie et la liberté", avait ajouté Hagel sans craindre le ridicule.

Special Forces have been designed to use military means to conduct unconventional warfare operations, mainly to cause riots and murder political opponents.

Washington already secretly used them in 78 countries, while denying the very existence of their missions, although their budget exceeds 10 billion dollars annually. The globalization of these forces should enable it to expand its invisible dictatorship.


An accident, sometimes, permits the discovery of a “secret war”. This is what happened in Yemen, where, at Sana, a member of U.S. Special Forces and CIA shot two men and killed them. According to the official version, these were simply two Al Qaeda terrorists they wanted to remove. The incident, far from simple, sparked a wave of protests against the government, already under indictment because it allows CIA drones to operate in Yemen starting from a Saudi base.

The Pentagon ­ confirms the New York Times - has intensified the actions of its special forces in Yemen. Yemen is a country of great importance for its strategic position on the Strait of Bab el-Mandeb between the Indian Ocean and the Red Sea, crossed by major oil and trade routes linking Asia and Europe. Djibouti, in front of Yemen, 30 kms away on the African coast, is where Joint Task Force – Horn of Africa is parked, consisting of approximately 4,000 men of the U.S. Special Forces. With helicopters and special aircraft, they carry out night raids, particularly in neighboring Somalia and Yemen, flanked by elite contractors and technical experts of the assassination shooter category. Special forces available to the Africa Command (AFRICOM) operate in Nigeria and many other African countries. They are part of joint operations Command (USSOCOM ), which, after being used by the Republican Bush especially in Afghanistan and Iraq, has now taken on a new importance with the Democratic Obama.

The Obama administration – wrote the Washington Post - “prefers covert action rather than the use of conventional force.” USSOCOM commander, Admiral William McRaven, declared a month agot to a Senate committee that U.S. special operations forces operate in 78 countries worldwide, either by direct action or by training local units.

The admiral did not specify which countries, indicating only that in Afghanistan was established a new Special Forces Command, also including those of NATO. So Washington’s war in Afghanistan has not stopped, but has become “covert”.

Other official sources confirm that special forces were deployed in Jordan and Turkey to train and lead armed groups for the “secret war” in Syria (as had been done in Libya).

Special Forces are increasingly used in Eastern Europe. Especially to train the neo-Nazis used during the coup in Kiev, as confirmed by photographic documentation that shows Ukrainian neo- Nazis from Uno-Unso trained in Estonia starting in 2006. [1]

But USSOCOM looks beyond : in its “Vision 2020″, it foresees “building a global network of special operations forces ,” including those of allied countries, including Italy, placed under U.S. command. In this way, the decision to go to war becomes the more exclusive domain of power cliques, and parliaments lose the little decision-making power they have left. And war will disappear more and more in the eyes of public opinion, already widely accustomed to believing that what we see is all there is, or rather, what we are seeing in the mainstream media distorting and falsifying reality.

So it is with the campaign by the White House for the release of abducted young Nigerian girls while in Yemen, controlled by U.S. special forces, thousands of girl children and young girls from Africa are reduced each year to the state of sex slaves for wealthy Yemenis and Saudis, allies of Washington.

Des policiers chinois devraient aider leurs homologues français a organiser des patrouilles suite aux attaques récentes ciblant les touristes chinois à Paris, selon le ministère de la Sécurité publique (MSP).


«Nous sommes actuellement en discussion avec le ministère de l’Intérieur français et publierons bientôt plus de détails sur ces modalités», a déclaré un officier supérieur de bureau de la coopération internationale du MSP, dont l’identité n’a pas été dévoilée.

Ce sera une première pour la police chinoise d’intervenir dans les rues d’une ville étrangère, pour épauler les agents locaux à combattre les infractions visant les touristes chinois, a-t-il expliqué.

«Ce déploiement sans précédent, principalement à Paris, comprendra huit à dix policiers chinois pouvant parler français. Ils effectueront des patrouilles conjointes avec leurs homologues français pour faciliter la communication avec les touristes chinois qui ont besoin d’assistance.

Des équipes de deux ou trois agents chinois et français seront également utilisés pour renforcer la surveillance sur les sites touristiques tels que la Tour Eiffel et la Seine, a souligné le responsable.

«Une fois que nous recevrons des rapports ou plaintes concernant les touristes chinois en difficulté, y compris les vols, nous pourrons intervenir rapidement sur les lieux et aider la police française à traiter avec eux, notamment au niveau de la traduction».

Précisant que les détails sur le temps des missions et la tenue que les policiers chinois porteront doivent encore être finalisés, mais ils ne seront pas armés et n’auront pas de pouvoirs d’exécution de la loi en France.

Le ministère français de l’Intérieur contacté mercredi par le China Daily n’a pas souhaité en dire plus.

Mais selon un rapport antérieur du European Times, le ministre de l’Intérieur Bernard Cazeneuve avait déclaré aux médias : «Afin de pouvoir accueillir de nombreux touristes chinois, en dehors de l’amélioration de patrouilles sur les sites pittoresques et dans les transports publics, la police française va effectuer des patrouilles conjointes avec leurs partenaires chinois dès cet été.

«Les principales fonctions de la police chinoise comprendront des activités de service sur les sites touristiques de Paris, un service d’interprétariat pour les touristes chinois , ou les aider à communiquer avec la police parisienne», selon M. Cazeneuve.

Wu Xiaojun, attaché de presse à l’ambassade de Chine à Paris, a confié que les négociations entre les deux pays concernant cette collaboration étaient à un stade avancé.

En mars 2013, d’après l’Agence de presse Xinhua, 23 touristes chinois avait été dévalisés après un dîner dans le centre de Paris. Une personne avait subi des blessures au visage et l’ensemble du groupe s’était vu dérober argent, passeport et billets d’avion.

La France est l’une des destinations d’outre-mer les plus prisées pour un nombre croissant de visiteurs chinois.

Environ 100 millions de touristes chinois ont voyagé à l’étranger de 2010 à 2013, un nombre qui a doublé au cours des trois dernières années. En 2013, ils étaient 1,5 million à avoir visité la France et ont dépensé plus de 798 millions de dollars, selon les chiffres de International Travel Association.

Au début de cette année, après que les autorités françaises aient proposer de nouveaux services à Beijing pour aider les visiteurs chinois à demander un visa, le nombre de touristes à destination de la France a augmenté de 40%, a indiqué Beijing Youth Daily.

Dai Peng, professeur à l’Université de la sécurité publique populaire de Chine, a fait remarquer que ses compatriotes à l’étranger portaient sur eux habituellement une grosse somme d’argent pour acheter des produits de luxe et ne faisaient guère attention à la sauvegarde de leurs biens personnels, donc des proies faciles pour les vols qualifiés.

En estimant que la création de patrouilles conjointes pouvait effectivement empêcher les délits ciblant les touristes chinois.

Pour Chen Jidong, 36 ans, originaire de Beijing et voyageant à Paris : «La présence de policiers chinois à Paris ne vas seulement nous apporter un sentiment de sécurité, mais aussi faire de la France une destination plus attrayante»

ABOARD A U.S. MILITARY AIRCRAFT, May 20, 2014 – Army Gen. Martin E. Dempsey, the chairman of the Joint Chiefs of Staff, will discuss the situation in Eastern Europe, Europe’s southern flank, and the way forward in Afghanistan during meetings with NATO’s uniformed leaders in Brussels this week.

The NATO Chiefs of Defense meetings are held twice a year, and this one is a lead-in to the NATO Summit that’s slated in Wales in September.

In Brussels, the chiefs will discuss the Russia-Ukraine crisis and its implications for the alliance. They will also assess the situation in the Middle East and North Africa -- an area crucial to NATO’s southern flank.

Dempsey telegraphed this concern during a May 14 speech at the Atlantic Council last week.

“NATO is in a critical crossroads … given the aggressiveness of Russia, so its eastern flank must be reconsidered,” Dempsey said at the council meeting. “But I’ll also tell you that my personal advice to my fellow [chiefs of defense] in NATO is that the southern flank of NATO deserves far more attention than it currently receives from NATO.”

The alliance leaves the southern flank to the southern European nations, the chairman said. Portugal, Spain, Italy and Greece are most concerned about the Mediterranean.

And yet the issues that are emanating into the NATO southern flank from the Middle East and North Africa could quite profoundly change life inside of Europe, not only Southern Europe, but well into Central and Northern Europe,” he said.

Terrorist cells, criminal syndicates, human traffickers, and drug smugglers see the southern flank as an opportunity and the alliance as a whole must consider the threats to the region.

The chiefs will also discuss plans for the remainder of the International Security Assistance Force mission in Afghanistan and the implementation of Operation Resolute Support -- the advise and assist follow-on mission in the country.

Meanwhile, Russia’s actions in Ukraine have changed the political situation in Europe, NATO Secretary General Anders Fogh Rasmussen said at a press conference in Brussels yesterday.

“It is less predictable and more dangerous,” Rasmussen said of Europe’s current political situation. “For NATO, this has implications for now and in the future.”
Russia’s annexation of Crimea and its continued threats to the eastern and southern parts of Ukraine has led to Russia’s international isolation, including NATO’s suspension of all practical cooperation with Russia.

“NATO cannot take what it has achieved for granted, because Russia’s aggression against Ukraine has posed a challenge to a fundamental principle -- the right of sovereign states to choose their own paths,” Rasmussen said. “Russia has committed to this precept many times, but we see that President [Vladimir] Putin now refuses to uphold this promise.”

The secretary general noted that Ukraine will hold its presidential election May 25. More than 5,000 observers from the Organization for Security and Cooperation in Europe will monitor the election. U.S. officials believe this election will be a good mirror of the true sentiments in Ukraine.

“This is the vote that counts,” Rasmussen said. “Any effort to delay or disrupt the elections would be an attempt to deny the Ukrainian people their choice and a further step back to find a genuine political solution to the crisis.”

To deter Russia and reassure allies, NATO has beefed up the Baltic air-policing mission. The alliance also has added ships in the Baltic and the Black Seas. Alliance airborne warning and control system aircraft are patrolling the skies over Poland and Romania. And NATO has increased the number and size of its exercises.

“Right now, about 6,000 troops from across NATO are taking place in Exercise Steadfast Javelin in Estonia,” Rasmussen said. “This is a significant exercise aiming to test our ability to repel an attack against an ally. It includes infantry, fighter jets and also a cybersecurity team.”

Steadfast Javelin, he said, is a good example “of the steps we are taking to bolster our forces and their readiness.”

The alliance must look at how much nations spend on defense and how they spend it, the secretary general said. NATO has a goal of each member country spending 2 percent of its gross domestic product on defense, but only four do so -- the United States, the United Kingdom, Estonia and Greece. Some nations -- France, Turkey and Poland -- are close to that benchmark.

The secretary general said he is encouraged that NATO nations are looking for ways to reverse the trend toward less defense resources.

May 2014 – ASIA – South Korea deployed military patrol aircraft and warships to an area under its air defense zone on Tuesday as China and Russia kicked off their joint seven-day maritime drills in the area in the East China Sea without prior notice. Korea’s Defense Ministry also called in a defense attache from the Chinese Embassy in Seoul to request that Beijing notify Korea of future military drills beforehand to prevent any accidental clashes in the overlapping areas of their air defense zones. It is the first time that Beijing has conducted military drills in the area since Seoul expanded its air defense zone last December in response to Beijing’s unilateral demarcation of its zone last November. “The South Korean military has strengthened its vigilance and surveillance activities in the area under Korea’s air defense zone, where China and Russia are conducting a military exercise,” Defense Ministry spokesperson Kim Min-seok told reporters.

“On top of that, we are making efforts to ensure the safety of civilian aircraft and vessels, and prevent any accidental clashes between military aircraft, as we utilize communication hotlines set up between the navies and air forces of the two countries.” With the participation of Russia, China began its “Maritime Cooperation-2014” exercise in the East China Sea four days after it officially set a no-fly zone in the area, located just 47 km away from Ieodo, a submerged rock controlled by South Korea, and 370 km away from disputed islands called the Senkakus in Japan and the Diaoyu in China. Beijing has deployed eight naval ships, two submarines, nine military aircraft and six choppers, with Moscow sending six warships for the exercise. The drills proceeded amid the long-simmering territorial dispute over the Senkaku-Diaoyu Islands. Late last year, Beijing’s abrupt expansion of its air defense zone in the conflict-laden East China Sea prompted diplomatic friction with Seoul, as the zone included Ieodo, which lies within the overlapping exclusive economic zones of South Korea and China.

Seoul has operated a scientific research facility on Ieodo since 2003 to strengthen its effective control of the rock. Beijing’s unilateral announcement of the expanded air defense zone has also unnerved regional powers as it was perceived as a significant sign of China’s expansionist ambitions and intention to challenge the status quo. The air defense identification zone is not part of a country’s airspace. Not bound by international law, the zone is set up outside the territorial airspace to identify foreign military aircraft for purposes of national security. Any foreign warplane that enters the zone without prior notification can face interception or warnings. But South Korea, China and Japan have ignored one another’s claims to the overlapping parts of their zones. –Korea Herald

Under cover of conjoined military exercises with Israel (Juniper Cobra) and Jordan (Eager Lion), the US has moved more than 6,000 Marines to Jordan and several thousand servicemen to Israel.. The Jordanian drill starts Sunday, May 25 and will last until June 8. The US-Israeli exercise began this week with the participation of another 6,000 combat personnel from the US European Command and 1,000 airmen to operate missile defense systems.


Sailing opposite Israel’s Mediterranean shore are two US warships carrying Aegis Combat Systems. Due to arrive in the Jordanian Red Sea port of Aqaba over the coming weekend are large US landing craft, that will drop marines on land. Gulf units are also taking part in the combined exercise.

This is the first time that the US has unified two large military exercises. The Jordanian and Israeli drills will be coordinated by US command centers.

The two war games were planned as military maneuvers plain an simple until Wednesday, May 21, when news came in of large Hizballah military forces heading toward southern Syria to help the Syrian army overcome the rebel forces fighting for more than a week to capture the Syrian Golan town of Quneitra opposite the Israeli and Jordanian borders.


In the last few days, both Israel and Jordan have beefed up their Syrian border deployments and placed them in battle stations. Hizballah’s intervention in the Golan battle may well result in the war game being switched to combat operations for real.

debkafile’s first report on the escalating Golan situation appeared on May 20. 

The Syrian army offensive, launched Tuesday, May 20 to break the stalemate developing with rebel forces in the tussle for the Syrian Golan town of Quneitra, has raised forebodings in Israel and Jordan lest Assad’s troops bring the fighting up to their borders. So far, the rebel offensive has failed to break through to Quneitra - or even lay it to siege. The Syrian army command, although seriously short of fighting men man, has seized the moment for a counter-offensive.

The Jordanian army has accordingly deployed its 2nd mechanized division along the entire 380 km of the kingdom’s porous border with its Syrian neighbor in battle formation, along with its 60th armored battalion. All leaves have been suspended for officers and men serving in the border sector.

Earlier, the IDF augmented its border troops opposite the Golan and the Hermon range, according debkafile’s military sources.


In its counter-offensive, the Syrian army’s managed Tuesday to capture the village of Um Aswaj near the southern Syrian town of Deraa and is continuing to advance on further rebel positions in the south. It went into action after the rebels Monday captured sections of the main highway from Quneitra to Damascus.

This step was supposed to have led to the encirclement of the Golan town. But this did not happen. The intense fire from Syrian 9th Division tanks forced the rebels to abandon the strategic highway.

To make up for its shortage of ground troops for the Golan, the Syrian army has brought in Grad and Scud ground-to ground missiles and conducting air strikes on the rebels with warplanes and and assault helicopters.

The deep concern over the serious security situation evolving on Israel’s northern frontier was strongly reflected in IDF Chief of Staff Gen. Benny Gantz’s explanation to the Knesset Foreign Affairs and Security Committee Monday for the urgent need to reverse defense budget cutbacks.


“The national order of priorities is changing,” he said, “and with it, unfortunately, national decisions relating to defense. “We are in the throes of a complex challenge to our resources not encountered in the past, with dramatic repercussions for the IDF. I come to you after a difficult week,” said the chief of staff in reference to the situation on the Israeli- Syrian border.

“We are obliged at this time to make painful decisions which affect all systems and all spheres of action for the reserves and the regular army – when it comes to training, the situation in the field and the home front.

“The country has clear orders of priority and on security we have already taken as many risks as are permissible."

debkafile’s military sources report that, for now, the IDF has manned all the Syrian border positions with conscripts. No reserve units have been deployed.
