CHINA TO JOIN US-LED NAVAL DRILL FOR FIRST TIME : PLA

by Staff Writers
Beijing (AFP) June 09, 2014

China has confirmed it will participate in a major US-organised naval drill for the first time, official media said Monday, amid heightened distrust between the two military powers.

The Chinese navy will participate in the Rim of the Pacific (RIMPAC) multinational naval exercises, the military's official People's Liberation Army Daily reported.

China is embroiled in a series of rows with its neighbours in the East and South China Sea that have caused concern in Washington, which closely monitors Beijing's rapid military rise.

The PLA Daily report quoted navy spokesman Liang Yang as saying it was the first time that China would participate in the joint maritime exercise.

Beijing will send four ships, including a missile destroyer, a missile frigate, a supply ship and a hospital ship to the drill, the report said.

The exercises are scheduled for mid-June, when Chinese ships will join US vessels off the Pacific island of Guam, a US territory, before sailing in formation to Pearl Harbour in Hawaii.

US officials had previously said that China had accepted the invitation to attend the drill, but there has been no confirmation from Beijing.

The RIMPAC exercise will be led by the US and will involve more than 20 nations and at least 25,000 personnel. In the previous RIMPAC in 2012 about 40 ships and six submarines took part.

The Pentagon last week said China underestimates its growing defence budget, which in 2013 probably neared $145 billion, higher than the officially announced $119.5 billion.

China's defence ministry said it "resolutely opposes" the report, which it said "makes pointless accusations, exaggerates the 'Chinese military threat' and is a completely wrong course of action", according to a statement reported by official media.

Beijing has sought to counter the US's foreign policy "pivot" to Asia, seen as a move to refocus its attention on the region after years of intense diplomatic and military involvement in Iraq and Afghanistan.

Washington's traditional allies include Japan -- where it has military bases and whose security it guarantees by treaty -- and the Philippines. Both of those countries have maritime disputes with China.

France, Iran to hold direct nuclear talks: Fabius
Algiers (AFP) June 09, 2014 - Direct talks between France and Iran on the Islamic republic's controversial nuclear drive will be held this week, French Foreign Minister Laurent Fabius said on Monday.

"Bilateral discussions between France and Iran will take place on Wednesday," Fabius said at a news conference in Algiers after Iranian and US delegations began two days of direct negotiations in Geneva.

"After these discussions, there will also be discussions between the Iranians and the Russians. There may be others. Anyway, the three (countries) that I know about are the Americans, the Russians and the French," he added.

"The Americans gave us notice about these talks and we also said we would have talks with the Iranians.

"It was agreed that after these talks we would consult with the six before seeing the Iranians again from June 16," Fabius said, referring to the P5+1 of Britain, China, France, Russia and the United States plus Germany.

Senior Iranian and US officials held what Tehran's top negotiator dubbed "constructive" talks on Monday, as Washington warned tough choices were needed for a lasting accord on Tehran's controversial nuclear programme by a July 20 deadline.

Iran-US talks needed as progress had lagged: US
Washington (AFP) June 09, 2014 - Direct US-Iranian nuclear talks underway Monday in Geneva were needed as time was running out to make progress in broader multilateral talks, a State Department official said.

"We think we've made progress during some rounds, but as we said coming out of the last one, we hadn't seen enough made. We hadn't seen enough realism, quite frankly, on the table," said deputy State Department spokeswoman Marie Harf.

The talks, which by late Monday had already lasted for five hours in Geneva, were aimed at working out ahead of time potential sticking points once the negotiations with world powers, known as the P5+1, resume next week in Vienna.
"It is a consultation round to talk about the wide range of issues and exchange views leading up to the next negotiating round in Vienna and, of course, feeding into that," Harf told reporters.

US and Iranian negotiators began two days of direct talks earlier in Geneva to discuss what Harf said were "a range of topics" around the nuclear negotiations involving the five permanent Security Council members plus Germany.
Those negotiations are facing a July 20 deadline for turning a temporary deal struck over Iran's nuclear program into a permanent agreement.
"We know we don't have a lot of time left. That's why we've said diplomacy will intensify," Harf said.

"People need to make tough choices, but we are very focused on that July 20th time."

Iran-US nuclear talks in Geneva 'constructive': Tehran

Tehran (AFP) June 09, 2014 - A first day of direct talks with the United States in Geneva Monday on Iran's nuclear programme was "constructive", one of Tehran's main negotiators Abbas Araqchi was quoted as saying.

"The dialogue with the United States took place in a positive climate and was constructive," the ISNA news agency quoted Araqchi as saying after several hours of talks with the US delegation.

"The talks will resume tomorrow (Tuesday) at 9:00 am local time (0700 GMT)," he added.

Senior Iranian and American officials began the two days of direct talks in an urgent effort to find common ground over Tehran's controversial nuclear programme as a July 20 deadline for a lasting atomic deal looms.

For the Islamic republic, the goal is to make a leap towards ending the international sanctions that have battered its economy.
Senior Iranian and US officials held what Tehran's top negotiator dubbed "constructive" talks on Monday, as Washington warned tough choices were needed for a lasting accord on Tehran's controversial nuclear programme by a July 20 deadline.

The closed-door meeting in Geneva, due to last two days, marks a new effort to find common ground between Tehran and Washington, amid concerns that tensions between the two could damage efforts to strike deal between the Islamic republic and world powers.

As the first day of talks drew to a close, Washington acknowledged that time was running out.
"We think we've made progress during some rounds, but as we said coming out of the last one, we hadn't seen enough made. We hadn't seen enough realism, quite frankly, on the table," said deputy State Department spokeswoman Marie Harf.

"We know we don't have a lot of time left. That's why we've said diplomacy will intensify," Harf said.

"People need to make tough choices, but we are very focused on that July 20th time."

Iran's deputy foreign minister and nuclear pointman Abbas Araqchi said Monday's dialogue "took place in a positive climate and was constructive," in comments carried by Iran's ISNA news agency.

The Geneva meeting marks the first time since the 1980s that Tehran and Washington have held official, direct talks on the nuclear issue outside of the P5+1 process.

For Iran, the goal is to make a leap towards ending the international sanctions that have battered its economy.

Washington and its fellow powers are seeking solid commitments that will ensure Iran's stated desire for a peaceful atomic power programme is not a covert attempt to build a nuclear bomb.
Time is running out for Iran's negotiations with the so-called P5+1 group, which includes the five permanent UN Security Council members Britain, China, France, Russia and the United States, plus Germany.

A deadline of July 20 has been set to turn a temporary deal struck in November in Geneva into a permanent agreement.

"If this does not happen, we'll have to resort to extending the Geneva agreement for another six months so the negotiations can continue," Iran's IRNA news agency quoted Araqchi as saying earlier Monday.

Both sides had already raised the prospect of an extension.

- 'Ball in Washington's court' -

With the last round of P5+1 talks in Vienna in May yielding little, the stakes are high.
Chinese foreign ministry spokeswoman Hua Chunying said the negotiation had "entered the deep-water zone".

"All parties need to take a flexible and practical attitude in order to seek common ground and shelve differences," she added.

French Foreign Minister Laurent Fabius said Paris would hold direct talks with Iranian officials this week.

"After these discussions, there will also be discussions between the Iranians and the Russians. There may be others," he added

Iran was also expected to hold meet Russian negotiators in Rome on Wednesday and Thursday, before a P5+1 session in Vienna from June 16-20.

However, Araqchi has said the ball is in Washington's court.

"Most of the sanctions were imposed by the US, and other countries from the P5+1 group were not involved," IRNA quoted him as saying Sunday.

The US side in Geneva was led by Deputy Secretary of State Bill Burns and Jake Sullivan, a top White House adviser -- part of a small team who spent months in secret talks in Oman that finally coaxed Iran to the negotiating table last year.

The overall P5+1 talks are chaired by the European Union, whose political director Helga Schmid took part in a session of the Iran-US meeting Monday.

After decades of hostility since the 1979 Islamic Revolution, Iran and the US took tentative steps towards rapprochement after the election of self-declared moderate and former nuclear negotiator Hassan Rouhani as president last June.

Rouhani called his US counterpart Barack Obama shortly after taking office, before US Secretary of State John Kerry met with Iran's Foreign Minister Mohammad Javad Zarif.

- 'Stubbornly recalcitrant'

The interim deal struck last November led the US and its partners to release $7 billion (5.1 billion euros) from frozen funds in return for a slowdown in Iran's uranium enrichment.

Cyrus Nasseri, a member of Iran's negotiating team under Rouhani between 2003 and 2005, told AFP Washington now had to drop its "stubbornly recalcitrant" outlook.

"It's all a matter of whether the US will be prepared to take the next step to accept a reasonable solution which will be win-win for both," he said.

"The US has to bite the bullet after 10 years of wrongful accusations. It has to accept Iran will at the end of day, no matter how the settlement is made, have peaceful nuclear fuel production."

The session will resume Tuesday at 9:00 am (0700 GMT), Araqchi said.

The Russian government will consider privatizing the state-owned ERA-GLONASS emergency calls network, according to the Russian newspaper Kommersant.

A source in the know told Kommersant Thursday, a plan to privatize ERA-GLONASS, a real-time satellite service for reporting and responding to traffic accidents, was recently discussed at a Kremlin meeting attended by President Putin's chief of staff Sergei Ivanov.

"The Transportation Ministry has proposed setting up a public private partnership to operate ERA-GLONASS as a joint-stock company based on the non-profit GLONASS partnership, and then increasing the number of shareholders through an additional stock placement," according to the paper's source in the Russian government.

The state is to control the joint stock company and sell minority equity stakes to private partners, including Russia's "big three" mobile operators, Megafon, MTS and Vimpelcom, long-distance telephony provider Rostelecom and search engine Yandex.

GLONASS CEO Alexander Glushko confirmed the paper's report. According to Kommersant, ERA-GLONASS infrastructure cost Russia a whopping 3.9 billion rubles (over $111 million).

The system provides data from Russia's Global Navigation Satellite System to emergency responders. ERA-GLONASS is based on the European eCall/E112 standard, and allows emergency services to immediately pinpoint the location of car accidents or similar critical situations.

NATO LAUNCHES FULL-SCAKE WAR EXERCISE IN BALTIC REGION NEAR RUSSIA

DEBKAfile June 9, 2014, 10:41 PM (IDT)

Around 4700 troops and 800 military vehicles from 10 countries including Britain, Canada and the United States are participating in the Sabre Strike exercises near the Latvian capital Riga, the biggest since Russia’s annexation of Crimea. Moscow. Russia voiced its objections to the maneuvers when they moved into neighboring Lithuania on Tuesday. The US Air Force has deployed two nuclear-capable B-2 stealth bombers to the RAF Fairford base in the UK for the exercise, which is being held in the Baltic states from June 9 to 20. Denmark, Finland and Poland are among the other NATO members involved.

WAR GEAR FLOWS TO POLICE DEPARTMENTS

By MATT APUZZOJUNE 8, 2014

NEENAH, Wis. — Inside the municipal garage of this small lakefront city, parked next to the hefty orange snowplow, sits an even larger truck, this one painted in desert khaki. Weighing 30 tons and built to withstand land mines, the armored combat vehicle is one of hundreds showing up across the country, in police departments big and small.

The 9-foot-tall armored truck was intended for an overseas battlefield. But as President Obama ushers in the end of what he called America’s “long season of war,” the former tools of combat — M-16 rifles, grenade launchers, silencers and more — are ending up in local police departments, often with little public notice.

During the Obama administration, according to Pentagon data, police departments have received tens of thousands of machine guns; nearly 200,000 ammunition magazines; thousands of pieces of camouflage and night-vision equipment; and hundreds of silencers, armored cars and aircraft.

The equipment has been added to the armories of police departments that already look and act like military units. Police SWAT teams are now deployed tens of thousands of times each year, increasingly for routine jobs. Masked, heavily armed police officers in Louisiana raided a nightclub in 2006 as part of a liquor inspection. In Florida in 2010, officers in SWAT gear and with guns drawn carried out raids on barbershops that mostly led only to charges of “barbering without a license.”

Military Equipment for Local Police

As the nation’s wars abroad wind down, many of the military’s surplus tools of combat have ended up in the hands of state and local law enforcement. Totals below are the minimum number of pieces acquired since 2006 in a selection of categories.

Source: Department of Defense

Correction: An earlier version of this graphic included an incorrect label for an illustration of a magazine. The label should read “Magazines: No ammunition’' — not “Magazine cartridges: Cartridges only, no ammunition.”

When the military’s mine-resistant trucks began arriving in large numbers last year, Neenah and places like it were plunged into the middle of a debate over whether the post-9/11 era had obscured the lines between soldier and police officer.

“It just seems like ramping up a police department for a problem we don’t have,” said Shay Korittnig, a father of two who spoke against getting the armored truck at a recent public meeting in Neenah. “This is not what I was looking for when I moved here, that my children would view their local police officer as an M-16-toting, SWAT-apparel-wearing officer.”

A quiet city of about 25,000 people, Neenah has a violent crime rate that is far below the national average. Neenah has not had a homicide in more than five years.

“Somebody has to be the first person to say ‘Why are we doing this?’ ” said William Pollnow Jr., a Neenah city councilman who opposed getting the new police truck.

Neenah’s police chief, Kevin E. Wilkinson, said he understood the concern. At first, he thought the anti-mine truck was too big. But the department’s old armored car could not withstand high-powered gunfire, he said.

“I don’t like it. I wish it were the way it was when I was a kid,” he said. But he said the possibility of violence, however remote, required taking precautions. “We’re not going to go out there as Officer Friendly with no body armor and just a handgun and say ‘Good enough.’ ”

Congress created the military-transfer program in the early 1990s, when violent crime plagued America’s cities and the police felt outgunned by drug gangs. Today, crime has fallen to its lowest levels in a generation, the wars have wound down, and despite current fears, the number of domestic terrorist attacks has declined sharply from the 1960s and 1970s.

Police departments, though, are adding more firepower and military gear than ever. Some, especially in larger cities, have used federal grant money to buy armored cars and other tactical gear. And the free surplus program remains a favorite of many police chiefs who say they could otherwise not afford such equipment. Chief Wilkinson said he expects the police to use the new truck rarely, when the department’s SWAT team faces an armed standoff or serves a warrant on someone believed to be dangerous.

Today, Chief Wilkinson said, the police are trained to move in and save lives during a shooting or standoff, in contrast to a generation ago — before the Columbine High School massacre and others that followed it — when they responded by setting up a perimeter and either negotiating with, or waiting out, the suspect.

The number of SWAT teams has skyrocketed since the 1980s, according to studies by Peter B. Kraska, an Eastern Kentucky University professor who has been researching the issue for decades.

The ubiquity of SWAT teams has changed not only the way officers look, but also the way departments view themselves. Recruiting videos feature clips of officers storming into homes with smoke grenades and firing automatic weapons. In Springdale, Ark., a police recruiting video is dominated by SWAT clips, including officers throwing a flash grenade into a house and creeping through a field in camouflage.

In South Carolina, the Richland County Sheriff’s Department’s website features its SWAT team, dressed in black with guns drawn, flanking an armored vehicle that looks like a tank and has a mounted .50-caliber gun. Capt. Chris Cowan, a department spokesman, said the vehicle “allows the department to stay in step with the criminals who are arming themselves more heavily every day.” He said police officers had taken it to schools and community events, where it was a conversation starter.

Kevin Wilkinson, the police chief of Neenah, Wis., said having a vehicle built for combat would help protect his officers. Credit Darren Hauck for The New York Times

“All of a sudden, we start relationships with people,” he said.

Not everyone agrees that there is a need for such vehicles. Ronald E. Teachman, the police chief in South Bend, Ind., said he decided not to request a mine-resistant vehicle for his city. "I go to schools,” he said. “But I bring ‘Green Eggs and Ham.’ ”

The Pentagon program does not push equipment onto local departments. The pace of transfers depends on how much unneeded equipment the military has, and how much the police request. Equipment that goes unclaimed typically is destroyed. So police chiefs say their choice is often easy: Ask for free equipment that would otherwise be scrapped, or look for money in their budgets to prepare for an unlikely scenario. Most people understand, police officers say.

"When you explain that you’re preparing for something that may never happen, they get it,” said Capt. Tiger Parsons of the Buchanan County Sheriff’s Office in northwest Missouri, which recently received a mine-resistant truck.

Pentagon data suggest how the police are arming themselves for such worst-case scenarios. Since 2006, the police in six states have received magazines that carry 100 rounds of M-16 ammunition, allowing officers to fire continuously for three times longer than normal. Twenty-two states obtained equipment to detect buried land mines.

In the Indianapolis suburbs, officers said they needed a mine-resistant vehicle to protect against a possible attack by veterans returning from war.

“You have a lot of people who are coming out of the military that have the ability and knowledge to build I.E.D.’s and to defeat law enforcement techniques,” Sgt. Dan Downing of the Morgan County Sheriff’s Department told the local Fox affiliate, referring to improvised explosive devices, or homemade bombs. Sergeant Downing did not return a message seeking comment.

The police in 38 states have received silencers, which soldiers use to muffle gunfire during raids and sniper attacks. Lauren Wild, the sheriff in rural Walsh County, N.D., said he saw no need for silencers. When told he had 40 of them for his county of 11,000 people, Sheriff Wild confirmed it with a colleague and said he would look into it. "I don’t recall approving them,” he said.

Some officials are reconsidering their eagerness to take the gear. Last year, the sheriff’s office in Oxford County, Maine, told county officials that it wanted a mine-resistant vehicle because Maine’s western foothills “face a previously unimaginable threat from terrorist activities.”

County commissioners approved the request, but recently rescinded it at the sheriff’s request. Scott Cole, the county administrator, said some people expressed concerns about the truck, and the police were comfortable that a neighboring community could offer its vehicle in an emergency.

At the Neenah City Council, Mr. Pollnow is pushing for a requirement that the council vote on all equipment transfers. When he asks about the need for military equipment, he said the answer is always the same: It protects police officers.

“Who’s going to be against that? You’re against the police coming home safe at night?” he said. “But you can always present a worst-case scenario. You can use that as a framework to get anything.”

Chief Wilkinson said he was not interested in militarizing Neenah. But officers are shot, even in small towns. If there were an affordable way to protect his people without the new truck, he would do it.

“I hate having our community divided over a law enforcement issue like this. But we are,” he said. “It drives me to my knees in prayer for the safety of this community every day. And it convinced me that this was the right thing for our community.”

By Mass Communication Specialist 3rd Class Edward Guttierrez III, USS Vella Gulf Public Affairs

BLACK SEA (NNS) -- The Ticonderoga-class guided-missile cruiser USS Vella Gulf (CG 72) participated in a bilateral underway engagement with the Turkish navy corvette TCG Bykada (F 512) in the Black Sea, June 10.

The engagement provided U.S. Navy assets an opportunity to work with Turkey to improve maritime capabilities and interoperability in a number of maritime mission areas.

Vella Gulf and Bykada shared tactics and techniques in countering air, surface, and asymmetrical threats. The two ships also communicated via bridge-to-bridge communications in order to simulate hailing a ship before beginning preparations for boarding.

Vella Gulf, homeported in Norfolk, Virginia, is deployed in a multi-mission role in the U.S. 6th Fleet area of operations to contribute to regional maritime security, conduct bilateral and multilateral training missions, and to support NATO operations and deployments throughout the region.

U.S. 6th Fleet, headquartered in Naples, Italy, conducts a full range of maritime security operations and theater security cooperation missions in concert with coalition, joint, interagency, and other partners in order to advance security and stability in Europe and Africa.

COMMANDER, U.S. 6th FLEET TALKS ABOUT IMPORTANCE OF BALTOPS 2014

As we look back at the first half of 2014, I am struck by how recent events have demonstrated that we cannot take security for granted. These events highlight why collective defense matters, and why partnerships matter.

I am also reminded that we have to devote sufficient effort to develop the right capabilities and conduct the right training in order to achieve the right effects.

Over the past few days, the harbor in Karlskrona, Sweden became a much busier place. With the arrival of dozens of naval ships, including the U.S. 6th Fleet flagship USS Mount Whitney (LCC 20), Exercise BALTOPS 2014 has begun.

Now in its 42nd year, BALTOPS is a long-standing opportunity for regional allies to come together, to improve our collective interoperability and strengthen our relationships.

BALTOPS 2014 includes 30 ships and 52 aircraft from 14 different nations and NATO. This is an incredibly robust capability.

This year’s exercise training agenda is built to ensure that as allies and partners, we are prepared to respond where it matters, when it matters.

We have scenarios that emphasize air, surface, subsurface and mine warfare. In addition, our sister services will be providing combat aircraft, as well as air-refueling support, greatly increasing the complexity of the exercise for all participants.

It is dynamic…It is challenging…But most importantly, it is designed and developed to encourage military professionals to work side-by-side, to gain the familiarity that comes from operating and training together. These men and women will build mutual understanding and confidence, and develop productive relationships today, to provide the foundation for closer operations tomorrow.

I believe this is important for our nation, but it is even more apparent this year that it is important to our allies and partners as well.

We share a common interest in maintaining a Europe that is safe, secure and prosperous. I look forward to another great year working together and I am more certain than ever that our future security depends on challenging, dynamic and robust exercises just like BALTOPS.

From Office of the Secretary of Defense Public Affairs

WASHINGTON (NNS) -- Secretary of Defense Chuck Hagel ordered the aircraft carrier USS George H.W. Bush (CVN 77) to move today from the North Arabian Sea into the Arabian Gulf.

The order will provide the Commander-in-Chief additional flexibility should military options be required to protect American lives, citizens and interests in Iraq.

Bush will be accompanied by the guided-missile cruiser USS Philippine Sea (CG 58) and the guided-missile destroyer USS Truxtun (DDG 103).

The ships are expected to complete their transit into the Gulf later this evening.

USS George H.W. Bush departed her home port of Norfolk, Va. in February of this year and is operating in the Middle East region as part of an on-going rotation of forward-deployed forces to support maritime security operations.

American naval presence in the Arabian Gulf continues to support our longstanding commitments to the security and stability of the region.

MADRID, 15 juin - RIA Novosti

IRAN 'SENDS 2000 TROOPS' TO HELP MALIKI IN IRAQ

Category: News Created on Monday, 16 June 2014 12:58 Written by AP/Reuters -Al Arabiya

Iran sends 2000 troops to IraqIran sent 2,000 advance troops to Iraq to help fight an extreme jihadist insurgency effectively seizing control of major cities in the country, a senior Iraqi official told The Guardian on Saturday.

Around 1,500 basiji forces crossed the border into Khanaqin, a town in central Diyala province on Friday, while another 500 entered the Badra Jassan area in Wasat province overnight, according to the official, reported the British news website.

It confirmed Friday that Major General Qassem Suleimani, head of the Iranian Revolutionary Guards' elite Quds Force, had arrived to Baghdad to oversee defense operations in the capital.

Iranian President Hassan Rowhani announced Saturday that his country was ready to help Iraq fight the al-Qaeda-inspired Islamic State of Iraq and Syria (ISIS), an extremist-sunni jihadist group effectively controlling major cities in the country.

Additionally, Rowhani declared that he would join forces with long-term enemy U.S. to defeat ISIS militants and local armed men fighting among their ranks.

"We can think about it if we see America starts confronting the terrorist groups in Iraq or elsewhere," Rowhani said when asked if Tehran would collaborate with Washington, Reuters reported Saturday.

 Arming civilians

Meanwhile, Iraqi Prime Minister Nuri al-Maliki called on Iraqi citizens to take up arms and defend their country against the insurgency. Other shiite leaders also urged civilians to stand up and defend.

Maliki said his cabinet “praises the willingness of the citizens and the sons of the tribes to volunteer and carry weapons ... to defend the homeland and defeat terrorism,” he said in a statement broadcast on state television last Tuesday.

Grand Ayatollah Ali al-Sistani, the highest religious authority for Shiites, urged his followers on Friday to take up arms against Sunni militants advancing toward Baghdad.

Thousands of Shiites answered the call to fight on Saturday, and joined security forces to fight ISIS militants who are advancing in the country with an extreme religious rule.

COUNTDOWN TO GOD'S FINAL JUDGMENT CONTINUES IN IRAQ, AS IRAN QUIETLY INTERVENES

June 18, 2014

Iran's top elite general has been on the ground in Baghdad directing Shi'ite forces.

NEWS BRIEF: "Iran's General Qasem Soleimani wields power behind the scenes: Head of the elite Quds Force of the Iranian Revolutionary Guards, BBC News, 17 June 2014

"For Gen Soleimani the time has come to emerge from the shadows and reap what he has been sowing for decades as head of the elite Quds Force of the Iranian Revolutionary Guards. He is reported to be in Baghdad now, planning a strategy to curb further advances by the Islamic State in Iraq and the Levant (ISIS)."

This general is reportedly the mastermind behind the strategy in Syria, where Assad's troops gradually achieved success in rolling back the largely Sunni opposition to the Syrian government. Remember, the wars in Syria, Lebanon, and Iraq are primarily between Shi'ite and Sunni. Iran, Iraq, and Syria's Assad are all Shi'ite, while the forces arrayed against them are primarily Sunni.

How did General Soleimani turn the tide in Syria?

"Iran had helped the Syrian government set up a volunteer militia called the National Defence Force. Its fighters took up arms to fight alongside the exhausted Syrian army to push back Sunni-dominated rebels, including ISIS. There are indications Gen Soleimani could now be applying the same strategy in Iraq."

Indeed, TV footage yesterday showed many hundreds of Shi'ite men enthusiastically boarding military trucks on their way for quick training in military tactics. Prime Minister Maliki issued a strong call to arms from all Shi'ite forces. Even the Mahdi Army, under the leadership of Shi'ite cleric Sadr, and a strong enemy of Coalition Forces during the Bush years of war, marched off to fight ISIS Sunni forces.

Advance of Tehran's Revolutionary Guard stirs fears of Mideast proxy war

Iran's Revolutionary Guard

TEL AVIV – The deployment of Iran’s Revolutionary Guard to Iraq came after the Obama administration quietly gave its approval of the Shiite troop movement, according to informed Middle Eastern security officials.

The Obama administration pressed Iraqi Prime Minister Nuri al-Maliki to allow battalions of the Quds Force to aid the Iraqi military in its fight against the Sunni Muslim Islamic State of Iraq and Syria, or ISIS.

The Quds Force is special unit of the Revolutionary Guard responsible for international operations.

According to numerous press reports the Iranian forces were dispatched Thursday to fight in Tikrit, which was initially held by the ISIS but was subsequently liberated by the Iraqi army with help from Iran.

The Wall Street Journal reported two Guards’ units were further tasked with protecting Baghdad and the Shiite holy sites in the cities of Karbala and Najaf.

Obama’s actions give clarity to State Department spokeswoman Jen Psaki’s statement on June 12 that Iran could play a “constructive” role in Iraq.

“Clearly, we’ve encouraged them in many cases to play a constructive role,” she said. “But I don’t have any other readouts or views from our end to portray here today.”

Sen. Lindsey Graham, R-S.C., further told CNN the U.S. should work with Iran to fight the Sunni extremists who could overrun Iraq. He compared such cooperation with the U.S. working with Joseph Stalin during World War II.

“The Iranians can provide some assets to make sure Baghdad doesn’t fall. We need to coordinate with the Iranians and the Turks need to get in the game and get the Sunni Arabs back into the game, form a new government without [Iraqi Prime Minister Nouri al] Maliki,” Graham added on CNN’s “State of the Union.”

The direct military involvement of Iran, however, could trigger larger regional Shiite-Sunni clashes and may even represent the start of a proxy war between Sunni Saudi Arabia and the Shiite leadership of Tehran.

WND reported last week that, according to Jordanian and Syrian regime sources, Saudi Arabia has been arming the ISIS and that the Saudis are a driving force in supporting the al-Qaida-linked group.

The Jordanian regime sources told WND they fear the sectarian violence will spill over into their own country as well as into Syria.

ISIS previously posted a video on YouTube threatening to move on Jordan and “slaughter” King Abdullah, whom they view as an enemy of Islam:

The Jordanian sources explained Obama’s reported initial reluctance to assist in airstrikes in Iraq. The sources claimed striking along the Iraq-Syria border would cut off the supply line to rebels fighting in Syria.

Described as covert aid to insurgents targeting al-Assad

Army trainers

JERUSALEM – Members of the Islamic State of Iraq and the Levant, or ISIS, were trained in 2012 by U.S. instructors working at a secret base in Jordan, according to informed Jordanian officials.

The officials said dozens of ISIS members were trained at the time as part of covert aid to the insurgents targeting the regime of Syrian President Bashar al-Assad in Syria. The officials said the training was not meant to be used for any future campaign in Iraq.

The Jordanian officials said all ISIS members who received U.S. training to fight in Syria were first vetted for any links to extremist groups like al-Qaida.

In February 2012, WND was first to report the U.S., Turkey and Jordan were running a training base for the Syrian rebels in the Jordanian town of Safawi in the country’s northern desert region.

That report has since been corroborated by numerous other media accounts.

Last March, the German weekly Der Spiegel reported Americans were training Syrian rebels in Jordan.

Quoting what it said were training participants and organizers, Der Spiegel reported it was not clear whether the Americans worked for private firms or were with the U.S. Army, but the magazine said some organizers wore uniforms. The training in Jordan reportedly focused on use of anti-tank weaponry.

The German magazine reported some 200 men received the training over the previous three months amid U.S. plans to train a total of 1,200 members of the Free Syrian Army in two camps in the south and the east of Jordan.

Britain’s Guardian newspaper also reported last March that U.S. trainers were aiding Syrian rebels in Jordan along with British and French instructors.

Reuters reported a spokesman for the U.S. Defense Department declined immediate comment on the German magazine’s report. The French foreign ministry and Britain’s foreign and defense ministries also would not comment to Reuters.

The Jordanian officials spoke to WND amid concern the sectarian violence in Iraq will spill over into their own country as well as into Syria.

ISIS previously posted a video on YouTube threatening to move on Jordan and “slaughter” King Abdullah, whom they view as an enemy of Islam.

WND reported last week that, according to Jordanian and Syrian regime sources, Saudi Arabia has been arming the ISIS and that the Saudis are a driving force in supporting the al-Qaida-linked group.

WND further reported that, according to a Shiite source in contact with a high official in the government of Iraqi Prime Minister Nouri al-Maliki, the Obama administration has been aware for two months that the al-Qaida-inspired group that has taken over two Iraqi cities and now is threatening Baghdad also was training fighters in Turkey.

The source told WND that at least one of the training camps of the group Iraq of the Islamic State of Iraq and the Syria, the ISIS, is in the vicinity of Incirlik Air Base near Adana, Turkey, where American personnel and equipment are located.

He called Obama “an accomplice” in the attacks that are threatening the Maliki government the U.S. helped establish through the Iraq war.

The source said that after training in Turkey, thousands of ISIS fighters went to Iraq by way of Syria to join the effort to establish an Islamic caliphate subject to strict Islamic law, or Shariah.

PACIFIC OCEAN (NNS) -- The aircraft carrier USS Ronald Reagan (CVN 76) and Carrier Air Wing Two departed from the Southern California operating area June 18 to participate in the biennial Rim of the Pacific (RIMPAC) exercise scheduled June 26 to Aug. 1, in and around the Hawaiian Islands.

RIMPAC is the world's largest international maritime exercise and serves as a unique training opportunity for participating countries to foster and sustain the cooperative relationships and interoperability that are critical to ensure security on the world's oceans.

Reagan and its embarked Carrier Strike Group Nine command staff will work with 46 ships, six submarines, more than 200 aircraft and 25,000 personnel from 23 nations to exercise a wide range of capabilities and demonstrate the inherent flexibility of maritime forces.

"RIMPAC has a long, rich tradition dating back to 1971, so we're incredibly excited to be participating in this important international exercise," said Capt. Christopher Bolt, Reagan's commanding officer. "Every opportunity we have to strengthen relations with our partner countries and exercise cooperative efforts allows us to improve the way in which we provide safety and security for the world's sea lanes."

Reagan last participated in the RIMPAC exercise series in 2010.

PUTIN RESPONDS IN FORCE AFTER OBAMA ORDERS ATOMIC BOMBS TO EUROPE

VIDEO (sous-titré en français) : https://www.youtube.com/watch?v=lKOePnAJWzE

by TheTotalCollapse.com on June 16, 2014

Hello there! If you are new here, you might want to subscribe to the RSS feed for updates on this topic.

A truly apocalyptic report issued hours ago by the Ministry of Defense (MoD) today says that President Putin has ordered over 80,000 troops to “deploy immediately” to their forward operating “stations” on the Ukrainian border and the “immediate” cut-off of all natural gas supplies to Ukraine after he received confirmation that President Obama has placed US atomic weapons and their “delivery systems” in Europe.

According to this report, Russian military intelligence officials received confirmation yesterday from their counterparts at the Foreign Intelligence Service of the Czech Republic (UZSI) that the two B-2 Stealth Bombers (Call signed Death11 and Death12) ordered to the UK by Obama last week, along with the three B-52 Stratofortress bombers currently deployed at RAF Fairford in Gloucestershire, have all been equipped with subsonic AGM-86 air-launched cruise missiles (ALCM) equipped with W80 nuclear warheads.

Further to be noted, this report says, is that the Slovakian Intelligence and Security Agency (SOVA) further confirmed to their MoD counterparts that an exercise of this formidable nuclear first-strike force in attacking Russia was “directly responsible” for the disappearance of civilian aircraft from air-traffic control radars in Austria, Germany, the Czech Republic and Slovakia last week endangering the lives of thousands.

Important to note, this report says, are that NATO troops and bases not welcome in the Slovakia and Czech Republics as the Obama regime and its allies continue to push for total war with Russia.

As evidence of the fact of the West preparing for total war against Russia, this report continues, NATO Secretary-General Anders Fogh Rasmussen said in an interview published yesterday that it is preparing measures to help Ukraine defend itself in its stand-off with Russia, and must adapt to the fact that Moscow now views it as an adversary. And Germany’s highly influential Heinrich Böll Foundation further stated “This is a war, and Russia is involved”.

Another provocative war action by Obama regime forces against Russia, this report says, was this past weeks highly destructive attack on the Russian Embassy in Kiev which the Ukrainian police not only failed to stop in clear violation of the 1961 Vienna Conventions on Consular Relations, and shockingly had as one of its participants (an incident that may be a first in world diplomatic history) Kiev’s top diplomat, Foreign Minister Andrey Deshchitsa, chanted “Putin’s a f**ker” to the cheering neo Nazi mob.

To the most shameful outcome of the vicious attack on Russia’s Embassy in Kiev, this report notes, was not only the Obama regime refusing to condemn it, but it’s forcing of its Western allies to block a UN Security Council resolution condemning it too.

Foreign Minister Sergei Lavrov also warned the international community that they should pay special attention to the task of curbing radicals and neo-Nazis in Ukraine by stating, “In the wake of the latest events including the disgusting attack on the Russian embassy, a special attention of the international community and of those who have direct influence on the Kiev authorities is needed for curbing radicals, extremists and neo-Nazis”.

To the atrocities and war crimes that the Obama regime backed Ukraine government has committed against its own peoples that have caused over 122,000 of its own citizens to flee to Russia for protection, this report says, it should be noted they will not escape punishment. And as exampled by Investigative Committee head Sergei Bastrykin who this past week warned that those who are guilty of committing military crimes in eastern Ukraine will be punished, “even if they hide at the bottom of the ocean”.

As even Pope Francis this week warned that the global economy is near collapse, and as the American elites responsible for it are on trial in the court of public opinion, and the verdict is just about to come in (as evidenced by the stunning election defeat of one of their top war leaders, Eric Cantor, last week), this report grimly states, the Obama regimes “main propaganda mouthpiece”, the New York Times, published an editorial last week stunningly saying that “Lack Of Major Wars May Be Hurting Economic Growth”.

And as the Obama regime and is bankster allies continues their push for a nuclear war against Russia, this report concludes, it should not be forgotten that what the US is doing now it has done many, many times before, including in 1917, when after almost two years of heavy anti-German propaganda in the US press that built an overwhelming public support for our joining that war against Germany, Congress found that, in March 1915, “J.P. Morgan interests had bought 25 of America’s leading newspapers, and inserted their own editors, in order to control the media” so that American would join the war on England’s side.

Whereas back then, it was Germany’s leader who was being goaded into providing a pretext for us to declare war against his country, the OpEd News Service says, this time it’s Russia’s leader (Putin) who is being demonized and goaded into providing such a pretext, though Putin (unlike Germany’s Kaiser) has thus far refrained from providing the pretext that Obama constantly warns us that he will (a Russian invasion of Ukraine).

Consequently, Obama’s people are stepping up the pressure upon Putin by bombing the areas of neighboring Ukraine where Russian speakers live, who have family across the border inside Russia itself. Just a few more weeks of this, and Putin’s public support inside Russia could palpably erode if Putin simply lets the slaughter proceed without his sending troops in to defend them and to fight back against Kiev’s (Washington’s surrogate’s) bombing-campaign. This would provide the pretext that Obama has been warning about.

All that remains unknown now, and before the nuclear bombs start falling, is if the American people will awaken and stop the madness of their crazed war leaders before it’s too late for everyone.

SIHANOUKVILLE, Cambodia (NNS) -- The Japan Maritime Self-Defense Force's JS Kunisaki (LST 4003), carrying a multinational crew of U.S., Australian and Japanese personnel, arrived in Sihanoukville June 19 for Pacific Partnership 2014.

The Deputy Commander of Ream Naval Base in Preah Sihanouk province, Royal Cambodian Navy Rear Adm. Ros Veasna, and members of his staff welcomed the ship and crew.

PP14 Mission Commander U.S. Navy Capt. Brian Shipman, Deputy Mission Commander Japan Maritime Self-Defense Force Capt. Yoichi Matsui, and mission Chief of Staff Australian Army Lt. Col. John Cronin met with Veasna and his staff aboard Kunisaki.

"We've received a very warm welcome from the people of Cambodia and look forward to working together over the next 10 days," said Chief Warrant Officer Rob Goode, the officer in charge of the Cambodia team. "Our Pacific Partnership team will be working in several locations throughout the country side by side as a multinational force training for possible future humanitarian assistance and disaster relief missions."

The Pacific Partnership team will be conducting professional medical exchanges, including providing basic medical, dental, and optometry clinics; a nursing skills workshop; and veterinary surgical and vaccination services. The U.S. Pacific Fleet Band will conduct several public performances. Seabees from Naval Mobile Construction Battalion One have been working for several weeks with the Royal Cambodian Armed Forces to complete three maternity wards.

"The people in the communities where we have been working really appreciate the efforts of the U.S. and the Cambodian forces working together," said 1st Lt. Chan That Nousarun of the Royal Cambodian Armed Forces' engineering unit.

Kunisaki has already visited Vietnam during this year's mission and will continue on to the Republic of the Philippines after Cambodia. Simultaneous to the seaborne phase, an airborne phase is currently underway in Dili, Timor-Leste.

Pacific Partnership is in its ninth iteration and is the largest annual multilateral humanitarian assistance and disaster relief preparedness mission conducted in the Asia-Pacific region.

BALTOPS 2014 COMES TO A CLOSE IN GERMANY

Story Number: NNS140620-01Release Date: 6/20/2014 7:54:00 AM

By Petty Officer 1st Class Adam C. Stapleton, U.S. 6th Fleet Public Affairs

KIEL, Germany (NNS) -- Forces participating in Baltic Operations (BALTOPS) 2014, including the U.S. 6th Fleet command and control ship, USS Mount Whitney (LCC20), arrived in Kiel, Germany, June 20 after the successful completion of BALTOPS 2014.

"Coming together for BALTOPS was like climbing a mountain, we have come to the top and planted the BALTOPS flag," said Brig. Gen. Ola Truedsson, BALTOPS deputy commander, speaking to the task force staff just prior to pulling into port.

BALTOPS is an annual, multinational exercise to enhance maritime capabilities, interoperability and support regional STABILITY. This year's BALTOPS, the 42nd since 1971's inaugural exercise, saw the participation of naval forces from 14 countries including Belgium, Denmark, Estonia, Finland, Georgia, Germany, Latvia, Lithuania, The Netherlands, Norway, Poland, Sweden, the United Kingdom, the United States and NATO.

"What I can remember of previous exercises is that it was never as big and as impressive as it is now," said Royal Netherlands Navy Lt. Cmdr. William Vandergeest, current operations planner for BALTOPS 2014.

Vandergeest would know, as this is marked the fourth time he has participated in the exercise. "Working in an exercise with so many ships from different nations - I wrote to my wife the other day and told her, 'you know this is probably my professional highlight'," said Vandergeest.

Planning the largest naval exercise in the Baltic region began in September of last year, leading up to the official kick off in Karlskrona, Sweden; where, following a face-to-face pre mission brief, participating navies set sail for nearly two weeks of interoperability training.

Serialized exercise evolutions culminated with the final tactical exercise during which the group divided into opposing forces to test collaborative responses in key areas such as command and control, tactical maneuvering, and rules of engagement.

"It was a busy two weeks. We conducted practice boardings of cooperative merchant shipping with teams from 4 nations. We exercised cooperative air defense against, and with, land based tactical aircraft from the air forces of 3 nations. We came together in coordinated anti-submarine warfare with U.S. and partner ships, submarines, helicopters and maritime patrol aircraft. We conducted a mine detonation demonstration to drive home the importance of mine warfare. Finally, we executed two days of tactical integration in a fictional scenario," said Commander of BALTOPS 2014 Rear Adm. Rick Snyder.

Vice Adm. Phil Davidson, 6th fleet commander, called BALTOPS 2014 a complete success and stressed the importance of the annual exercise.

"This year's exercise was dynamic and challenging, including a full spectrum of operations - and it was designed to ensure that, as allies and partners, we are prepared to respond where it matters, when it matters. And it matters here in the Baltic," said Davidson.

Although the at sea portion of the exercise concluded with the force's arrival in Kiel, exercise participants will convene for a Post-Sail conference upon arrival. This final event provides an opportunity for planners and participants to collect feedback that will ensure continued success of the largest, multinational naval exercise in the Baltic region.

USS ASHLAND AND EMBARKED MARINES WRAP UP AMPHIBIOUS PHASE OF CARAT MALAYSIA 2014

Story Number: NNS140620-10Release Date: 6/20/2014 12:16:00 PM

By Mass Communication Specialist Seaman Raymond D. Diaz III, Pacific Fleet Public Affairs

SOUTH CHINA SEA (NNS) -- Whidbey Island-class amphibious dock landing ship USS Ashland (LSD 48) departed Kuantan, Malaysia, June 19 after participating in the amphibious phase of exercise Cooperation Afloat Readiness and Training (CARAT) Malaysia 2014.

This year marks the 20th anniversary of the CARAT exercise series, and the Malaysian Armed Forces have partnered with the U.S. Navy and Marine Corps since the exercise began in 1995.

Ashland's commanding officer, Cmdr. Doug Patterson, has a long history with CARAT. He participated in the first CARAT Malaysia in 1995 as an enlisted Sailor, and returned to the exercise in 2013, as executive officer of USS Tortuga (LSD 46), prior to its hull swap with Ashland.

"This is an annual exercise where the U.S. Navy goes out and participates with different regional allies on various scales," said Patterson. "It's a model of how the Malaysian Armed Forces, U.S. Navy and U.S. Marine Corps can cooperate and work together to address shared maritime security concerns and priorities."

From June 6-19, Ashland and an embarked landing force of Marines from 1st Battalion, 8th Marine Regiment, participated in amphibious training events and exchanges with Royal Malaysian Army Paratroopers in Kuantan and Tanjung Resang Beach. Ashland launched and recovered Assault Amphibious Vehicles (AAV) and Landing Craft Air Cushioned (LCAC) transporting Marines and soldiers from both nations during multiple beach landings. Moving inland, the combined force conducted several days of field exercises and jungle warfare training.

"For Ashland, our main objective was to support the Marines," said Patterson. "We are here to take the Marines where they need to go and support them while they're at sea. We support them getting ashore and once ashore, provide logistics for additional force for whatever requirements they have."

Ashland is participating in several phases of exercise CARAT 2014, a bilateral maritime exercise series between the U.S. Navy, U.S. Marine Corps and the armed forces of Bangladesh, Brunei, Cambodia, Indonesia, Malaysia, Singapore, the Philippines, Thailand and Timor-Leste.

CARAT Malaysia continues through June 21 with a Command Post Exercise (CPX) in Lumut on the west coast of Peninsular Malaysia and P-8A Poseidon maritime partrol aircraft flights out of Labuan in East Malaysia.

More than 1,000 Sailors and Marines are participating in CARAT Malaysia 2014. Additional units include the guided missile destroyer USS Pinckney (DDG 91), the diving and salvage ship USNS Safeguard (T-ARS 50), Navy divers from Mobile Diving and Salvage Unit (MDSU) 1, a platoon from Explosive Ordnance and Disposal Mobile Unit (EODMU) 1, staff from Commander, Task Force 73 (CTF 73) and Destroyer Squadron (DESRON) 7, and the U.S. Seventh Fleet Band, Orient Express.

CONVOYS OF MILITARY TANKS JOIN UN ARMORED VEHICLES IN GEORGIA BUT FOR WHAT?

NTEB News Desk | June 19, 2014 http://www.nowtheendbegins.com/blog/?p=22773#comments

Something wicked this way comes

Just 4 days after caravans of UN armored vehicles were spotted by an alert newsie with a smart phone, a nearly endless convoy of tanks were seen in the same location in Atlanta, Georgia.

What are they preparing for?

Something big is building, and it is more than likely connected with the Minerva Research Initiative, a study funded by Obama to prepare the federal government for a “civilian uprising’. But it looks more like a government uprising is in the works instead.

JORDAN DEPLOYS TROOPS ALONG BORDER WITH IRAQ

Jordan began on Sunday to deploy troops along its border with Iraq, after terrorists from the Islamic State of Iraq and the Levant (ISIS) took over the main border crossing between the two countries.
