DDR initiatives  - the disarmament, demobilization and reintegration (DDR) process in countries emerging from armed conflict




Reintegration is not to "return to civilian life", they're integrate in the UN Peacekeepers or others milice around the world. I suspect that many of them are now jihadists in many countries.

These peoples are very dangerous. Many rebels groups in many countries made agreement in this DRR or DRRR program. Over the years, I took notes about this evil program.

These positions are located in field missions of Peace Operations. The DDR Officer typically reports to the head of a work unit or to a senior official responsible for DDR operations in a field location, though this may vary depending on the mission structure. The focus of these jobs is to lead the planning, implementation, monitoring and evaluation of DDR programmes, operations and other related activities in the country or region concerned.

Responsibilities Within delegated authority, the Programme Officer will be responsible for the following duties:(a) Act as a Focal Point for DDR components for 2-3 missions, responsible for planning, support to implementation and evaluation

• Participate in DPKO and Integrated Task Force planning meetings for the establishment of a new peacekeeping mission with a potential DDR component;
• Provide technical assistance to peace negotiations;
• Participate in technical assessment missions;
• Advise, develop and review (as appropriate) initial DDR functional strategy and concept of operations for further development into a full programme by the DDR component and the National DDR Commission;
• Develop and review the DDR input to the reports of the Secretary-General to the Security Council;
• Develop initial result-based framework and budget for new DDR components in new mission;
• Liaise with UNDP and donor community to raise voluntary contributions for DDR programmes;
• Present and/or defend new and subsequent DDR budgetary requirements in the ACABQ and the 5th Committee of the General Assembly;
• Develop staffing structure and terms of reference for a DDR component, including terms of integration with other UN agencies, funds and programmes;
• Provide technical clearance for applicants to DDR units in new and ongoing missions;
• Provide Headquarters support in planning the civilian and military logistics support for DDR;
• Continually review DDR programme strategy and implementation through relevant documents, reports and code cables;
• Conduct field missions to assess implementation of established DDR programmes;
• Identify potential problems and issues to be addressed and suggest remedies to DDR units in the field;
• Liaise with Member States, UN actors and other DDR interested partners to represent the mission's DDR component at the Headquarters level;
• Establish and maintain an outreach network with CSOs and IGOs active in the area of DDR.(b) Support the doctrine development work in the area of DDR in the department, with the Interagency working group on DDR and other relevant national and international actors working on DDR issues
• Contribute to department-level or Policy Committee-level policy development work on DDR and related issues;
• Maintain and further develop the Integrated DDR Standards – a set of interagency policies, guidelines and procedures on DDR;
• On behalf of the Chief of the DDR Section, co-chair the lnter-Agency Working Group (IAWG) on DDR, contribute to bringing coherence to the interaction of the UN system and its partners on DDR;
• Supervise the Associate Expert (Junior Professional Officer) in the development and maintenance of the web-based United Nations DDR Resource Centre;
• Liaise with others (UN, regional organisations and Member States) providing DDR training. Competencies

Work Experience A minimum of seven years of progressively responsible experience in disarmament, demobilisation and reintegration or related area. Experience working within peacekeeping, peace-building or development programmes operations is desirable. Experience with small arms control, conflict/post-conflict crisis management, economic recovery is desirable. Experience coordinating multiple partner agencies, funds or programmes is desirable. Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable.

PEARL HARBOR (NNS) -- A multinational task force consisting of nine ships from four nations arrived in Pearl Harbor, Hawaii, June 24, after participating in a group sail from Guam to participate in the 24th biennial Rim of the Pacific (RIMPAC) exercise.

Led by Capt. Patrick Kelly, commanding officer of guided-missile cruiser USS Chosin (CG 65), the task force included maritime forces from Brunei, the People's Republic of China, Singapore and the United States.

"During our transit from the Guam Operating Area to Pearl Harbor, we refined our interoperability and strengthened our partnerships with a number of exercises involving personnel exchanges, weapons firing, shiphandling and maneuvering drills and communications exercises," added Kelly.

"We are honored to have been chosen for this opportunity and we have learned and benefitted greatly from this experience. We look forward to continuing our collaboration and training during RIMPAC."

RIMPAC 2014, conducted by Commander, U.S. 3rd Fleet, marks the first time in which maritime forces from Brunei and China will participate in the world's largest international maritime exercise.

"The multinational group sail has provided a wonderful opportunity to establish working and personal relationships with the navies from Brunei, China and Singapore in preparation for RIMPAC," said Kelly. "Although the planning began months ago, the realities associated with four different navies converging at sea to transit together are always challenging."

Ships taking part in the group sail included USS Chosin (CG 65) and USS Howard (DDG 83); along with KDB Darulaman (OPV 08) and KDB Darussalam (OPV 06) of the Royal Brunei navy; PLA(N) Haikou (DD 171), PLA(N) Yueyang (FF 575), PLA(N) Qiandaohu (AO 886), and PLA(N) Peace Ark (T-AH 866) from the Chinese navy; and the Republic of Singapore navy's RSS Intrepid (F 69). Each of the ships, with the exception of Howard, will participate in RIMPAC.

The planning for the 2014 RIMPAC exercise has been ongoing for more than a year and is focused on enduring maritime force capabilities. The event is scheduled to take place in the Hawaiian Operating Area and off-shore ranges including: Joint Base Pearl Harbor-Hickam, the Pacific Missile Range Facility, Marine Corps Base Hawaii, Bellows Air Force Station, Pohakulao Training Area and Schofield Barracks. Some training events are also scheduled to occur off the coast of Southern California.

Beginning in 1971, RIMPAC is intended to provide a unique training opportunity that helps participants foster and sustain the cooperative relationships that are critical to ensuring the safety of the sea-lanes and security of the world's oceans.

The theme of RIMPAC 2014 exercise is "Capable, Adaptive, Partners."

SOUTH CHINA SEA (NNS) -- Guided-missile destroyer USS Pinckney (DDG 91) and the Indonesian navy frigate KRI Slamet Riyadi (F 352) conducted a two-day training exercise, also known as a passing exercise (PASSEX), June 24.

The exercise, which occurred as both ships transited across the southernmost part of the South China Sea, covered several naval competencies including, flashing light, flaghoist and bridge-to-bridge communication drills, shipboard maneuvering, gunnery exercises, and a brief personnel exchange. During tactical maneuvering drills, crews practiced Code for Unplanned Encounters at Sea (CUES) safety protocols.

"Passing exercises like this one are modest in scale, but are a highly effective way to sharpen essential maritime skills and develop professional relationships with our partners in Southeast Asia," said Capt. Fred Kacher, deputy commander of Destroyer Squadron (DESRON) 7 embarked on board Pinckney.

Following a very successful diving exercise on the wreck of USS Houston (CA 30) from June 9-12, this PASSEX is the second of three separate focused training events taking place as part of Cooperation Afloat Readiness and Training (CARAT) Indonesia. The third event, a cyber exercise, will take place in Jakarta.

In its 20th year, CARAT, which continues through late 2014, is a bilateral exercise series designed to address shared maritime security priorities and concerns, strengthen navy-to-navy relationships and enhance interoperability among participating forces. The Indonesian navy has been part of the exercise since it began in 1995, and this year's CARAT PASSEX is just one aspect of ongoing navy-to-navy cooperation.

Putin orders military exercises amid new Ukraine tensions

Russian strategic air forces fired six new, precision-strike cruise missiles in test launches Friday amid new tensions between Moscow and the West over the crisis in Ukraine.

Russia’s Defense Ministry announced Friday that the missile firings took place during exercises involving eight Tu-95 Bear bombers—the same type of strategic bomber recently intercepted 50 miles off the California coast by U.S. jets.

Russian bombers, meanwhile, continued saber-rattling air defense zone incursions against Canada’s arctic and in Europe over the Baltic Sea.

On Monday, Russia’s Defense Minister Sergei Shoygu announced that Russian military forces had launched a large-scale “surprise” readiness exercise that was ordered by Russian President Vladimir Putin.

President Obama discussed the Ukraine crisis with Putin by phone on Monday and urged the Russian leader and separatist rebels to implement a peace plan proposed by the Ukrainian government.

“The president called upon President Putin to press the separatists to recognize and abide by the ceasefire and to halt the flow of weapons and materiel across its border into Ukraine,” the White House said in a statement.

Russia also announced last week it will deploy Tu-160 strategic bombers to neighboring Belarus, a key Moscow ally, for a military celebration.

The new cruise missile was not further identified by the ministry statement, other than being described as a “new, high-precision” guided cruise missile.

Adm. Cecil Haney, commander of the U.S. Strategic Command, said the recent testing of Russia’s newest air-launched cruise missile is part of a pattern of nuclear saber rattling by Moscow.

The nuclear missile test firings followed a large-scale nuclear forces exercise in May that Haney said was a cause for concern in light of Ukraine.

“In light of increasing tensions, Russia has also been busy exercising and demonstrating its strategic capabilities, reaping the benefits of decades of modernization,” Haney said during a defense industry breakfast June 18.

The large-scale nuclear exercise May 8 drills involved “significant nuclear forces and associated command and control in just six months since the last one back in October,” Haney told a defense industry breakfast June 18.

“Additionally, we have seen significant Russian strategic aircraft deployments in the vicinity of places like Japan, Korea and even our West Coast,” Haney said. “Russia continues to modernize its strategic capabilities across all legs of its triad, and open source [reporting] has recently cited the sea trials of its latest [missile submarine], testing of its newest air launch cruise missile and modernization of its intercontinental ballistic force to include its mobile capability in that area.”

A former Pentagon official said the new missile was likely an air-launched cruise missile designated KH-101 or KH-102. The Kh-101 is armed with a conventional warhead and the Kh-102 is a strategic nuclear delivery vehicle.

“The Obama administration Defense Department says the KH-102 is operational, and that is consistent with what the Russian press is saying,” said Mark Schneider, a former Pentagon strategic weapons analyst. “There is less Russian press on the KH-101.”

Schneider said the missile also may have been a variant of the Cold War-era KH-55 nuclear cruise missile or its conventional variant, the KH-555.

The Russian Defense Ministry said eight Tu-95s based at Engels airbase in central Russia flew from the Far East airbase called Ukrainka.

“One Tu-95MS strategic missile carrier carried out launches of six new high-precision airborne cruise missiles, using a multi-role launch system, against ground-based targets on the Kura aviation range (Kamchatka),” the Russian ministry said, according to Interfax-AVN.

“The crew precisely fulfilled the tasks set for the flight. Practice targets on the range were hit. While fulfilling the task, the crew of the Tu-95MS spent about seven hours in the air.”

The war games in central Russia mark the second time in recent weeks that short-notice, large-scale military exercises were held.

“In line with [Putin's] orders, the Central Military District’s troops and also units and garrisons deployed on its territory have been put on full combat alert since 11:00 a.m. [Saturday],” Defense Minister Sergei Shoygu said, adding that the maneuvers began June 21 and will continue until June 28.

The war games include airborne forces and will simulate the rapid deployment of forces over long distances using combined road and rail transport between the Ural Mountain area and western Siberia.

The exercises are taking place amid NATO reports of a new buildup of Russian military forces along Ukraine’s eastern border.

The exercises and massing of troops appears to be part of what Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, said recently is a Russian campaign of military “coercion, subversion, and misinformation” toward Ukraine.

Canadian government officials expressed new concerns about Russian strategic bomber flights over the arctic that encroached on the country’s air defense identification zone and prompted the scrambling of CF-18 jet fighters to intercept the bombers.

The bombers were detected over the Canadian arctic twice in the past two weeks, Canada’s defense minister said, according to the Toronto Globe and Mail.

The Free Beacon first disclosed June 11 that two Bear bombers flew within 50 miles of the California coast on June 9, the closest the bombers have flown since the Cold War with the Soviet Union. U.S. F-15 jets were launched to intercept and follow the bombers.

Canadian officials told the Globe and Mail the increased Russian bomber flights appear to be “strategic messaging from Moscow” coinciding with tensions over the Ukraine crisis.

The bomber flights were disclosed by Canadian Defense Minister Rob Nicholson in comments to parliament June 19. He said the flights showed the need for “ongoing vigilance” in monitoring Canada’s northern borders.

“We continue to see Russian military activity in the Arctic. The Canadian armed forces remain ready and able to respond,” he said.

The expressions of concern by Canada are a change in policy. Three months ago, the Ottawa government had played down competition with Russia over the arctic.

Also last week, British jet fighters were dispatched to intercept Russian warplanes over the Baltic Sea.

British Typhoon fighters were sent to meet four groups of Russian aircraft over air defense zones in the Baltic Sea. The jets included Su-27 fighters, a Tu-22 Backfire bomber, an A-50 airborne warning and control aircraft, and an An-26 transport plane.

“The Russian aircraft were monitored by the [Royal Air Force] Typhoons and escorted on their way,” the British Defense Ministry said in a statement, Sky News reported Thursday.

Le Qatar a recruté 1.800 mercenaires originaires d’Afrique du Nord pour les envoyer en Irak combattre aux côtés du groupe terroriste Etat islamique en Irak et au Levant (EIIL), a annoncé samedi l’agence iranienne Fars.
Selon l’agence, un document découvert dans l’ambassade du Qatar en Lybie confirme que le gouvernement de Doha a recruté des combattants originaires du Maroc et d’autres pays nord-africains. Signé par le chargé d’affaires du Qatar à Tripoli, Nayef Abdallah al-Amadi, le document indique que les terroristes recrutés ont suivi une formation dans différentes bases militaires en Libye où ils se sont familiarisés avec des armements lourds.
Selon le document, les mercenaires devaient d’abord être envoyés en Turquie via des ports libyens pour ensuite gagner l’Irak via le territoire du Kurdistan irakien. Il était prévu d’envoyer au total trois groupes terroristes.
L’agence rapporte également que les takfiris combattant dans l’ouest de l’Irak contre les troupes gouvernementales sont rémunérés par le Qatar et l’Arabie saoudite. Leur salaire s’élève à environ 700 dollars.
La semaine dernière, l'EIIL a lancé une offensive contre les régions nord et ouest de l’Irak. Le groupe est appuyé par les sunnites mécontents de la politique du premier ministre  Nouri al–Maliki et par d’anciens militaires de l’armée de Saddam Hussein.

Our troops must adhere to the sharia during the Islamic month of Ramadan in Bahrain and other Muslim countries. Subjected to dawah (proselytizing) by an a base Islamic cultural adviser at the Naval Support Activity, soldiers are forced to sit through lessons on Islam. No eating, drinking, alcohol, smoking during the month of Ramadan.

This is what the Obama administration and the US military are obsessed with as armies of jihad tear through the Middle East.

Military newspaper Stars and Stripes reports:

“It actually made me want to do a lot more research into the religion,” said Petty Officer 1st Class James Ramirez.

Really? How about equal time for the Jewish faith? The Christian faith? The Hindu faith?

US military  are encouraged “to experience Iftar in a Ramadan tent.”

Why anyone who is not a Muslim must stop eating (except in secret) during Ramadan is another example of how Islamic supremacism. Unlike Jewish law which pertains only to Jews, and Canon law which pertains only to Christians, the Sharia asserts it’s totalitarian authority over non-Muslims.

During the Jewish holiday of Yom Kippur, Jews fast from sun up to sundown. Nowhere and at no time has the idea of no one else eating been considered. Nor should it.

The idea that our service men and women can’t have a coffee on their drive to work is outrageous and indicative of how far the West has gone in the norming of the sharia. Muslims eat a giant meal before sun-up but our boys and girls can’t have a coffee while we defend these countries in many cases? Supremacism and submission.

And it doesn’t stop there. Our soldiers (men and women) must wear long sleeve shirts. No alcohol or smoking  is permitted and if all this wasn’t pathetic enough, soldiers are instructed to say “Ramadan Kareem.”

US personnel in Bahrain prepare for Ramadan

Ali Hassan, a base cultural adviser at Naval Support Activity Bahrain, briefs about 150 U.S. personnel about Islam, the Islamic lunar calender, and about customs and traditions during Ramadan, Tuesday.

MANAMA, Bahrain — U.S. personnel accustomed to drinking their coffee on the drive to work will have to put that habit on hold for about a month. It’s one of a few lifestyle changes Americans will have to make during the holy month of Ramadan.

Ramadan is the ninth month of the Islamic calendar. Officials expect Ramadan to begin at sunrise on Saturday, depending on when the new moon is sighted. The holy month lasts for approximately 30 days — until about July 28. For Muslims around the world, Ramadan is a month of fasting and devotion to God. Most Muslims fast from dawn to sunset, when families gather for Iftar — the meal that breaks the fast.

For the 8,200 U.S. personnel living here, and those serving throughout the U.S. Central Command area of responsibility — including servicemembers, civilian personnel, contractors and family members — the month may require changing some daily routines.

Businesses and government offices will reduce hours and most restaurants will be closed during daylight hours.

While not required to fast during Ramadan, in Bahrain, Americans can be fined or detained by local authorities for eating, drinking or smoking in public when off-base during daylight hours.

Navy officials are requiring U.S. personnel to dress more conservatively off-base during Ramadan. Although not a requirement by Bahraini authorities, the Navy is demanding that men wear long-sleeved shirts and women wear sleeved blouses that cover their elbows. Also, men must wear long trousers, and women should wear pants or skirts that cover the knees.

Base cultural advisers have spent the last few weeks conducting Ramadan briefs to educate Americans about the holy month. Ali Hassan briefed about 150 personnel Tuesday about Islam, the lunar calendar and customs and traditions during Ramadan.

“It actually made me want to do a lot more research into the religion,” said Petty Officer 1st Class James Ramirez. He said the additional requirements during the month aren’t a big deal to him. “For such a small period of time, it’s a small sacrifice,” he said.

Other servicemembers echoed that sentiment.

Hassan encouraged personnel to experience Iftar in a Ramadan tent, many of which are set up at various locations around Bahrain during the holy month and welcome non-Muslims.

“Make it a point to visit these tents while you’re here. You don’t know if you’ll ever come back to Bahrain in the future,” Hassan said during the brief.

While the tents offer a more traditional atmosphere, many restaurants put aside their regular menus during the month and serve special Iftar dinners.

Things to Know During Ramadan:
Eating, drinking, chewing and smoking in public are civil offenses in some Islamic countries.

Men should wear long sleeves and pants. Women’s sleeves should extend below the elbow and pants or skirts should cover the knees.
Avoid critical remarks about fasting or any religious practice.

Most restaurants will be closed except those in 4- and 5-star hotels.

Businesses alter and reduce hours during the day; some open at night until early morning hours.

Arabs are good hosts and may offer you food or refreshments during daylight hours. Such offers should be declined.

All consumption of alcohol by U.S. military personnel is prohibited at any off base public venue in the U.S. Navy 5th Fleet Area of Responsibility during Ramadan.

It’s customary to say ‘Ramadan Kareem’ during Ramadan.

Les navires d'assaut amphibies russes Gueorgui Pobedonosets et Olenegorski Gorniak sont entrés mercredi dans le détroit de la Manche, a annoncé le porte-parole de la flotte russe du Nord Evgueni Kirillov.

"Dans les jours à venir, les navires quitteront la Manche pour se rendre dans les régions nord-est de l'Atlantique via la mer du Nord.", a fait savoir M.Kirillov.
Selon lui, les équipages des navires russes auront pour mission d'améliorer la navigation et la coordination dans des conditions difficiles des latitudes septentrionales, touchées par des tempêtes fréquentes.

Dans le nord-est de l'océan Atlantique, les navires mèneront des exercices de défense aérienne impliquant un ennemi fictif.

Residents express outrage at “intimidation tactic” used to “strike fear”

Residents of a virtually crime free county in Florida are expressing outrage over a decision by the Walton County Sheriff’s Office to purchase an MRAP armored vehicle normally used to hunt insurgents in Iraq and Afghanistan.
“The Walton County Sheriff’s Office got the mine-resistant, ambush-protected (MRAP) vehicle for the cost of transporting it. The vehicle, for which the department paid $2,500, was a surplus military vehicle that was demilitarized for law enforcement use,” reports NWF Daily News.   
Walton County Sheriff’s Officer Mike Adkinson denied that the purchase of the vehicle was an attempt to militarize the police department, adding that he wouldn’t let public opinion get in the way of the “safety” of his colleagues.
“This is not the federal government intruding on your civil liberties,” wrote Adkinson in a Facebook post. “Would you really want them sent into harm’s way without the best protection available, simply because the military originally purchased this vehicle?” 
This didn’t stop residents expressing their anger at the decision to buy the vehicle, with one commenting that the purchase represented “an offensive intimidation method used to controll [sic] and strike fear.”
Another respondent agreed, remarking, “This doesn’t make the officers safer. All studies show that the more militarized a department becomes, the more often officers get hurt. This is Walton County, Florida, not Iraq, not Afghanistan.”
As Justin King points out, despite Adkinson’s effort to justify the purchase by pointing to examples where cops have had to deal with suspects barricaded inside their homes, Walton is such a peaceful and virtually crime free neighborhood that it was used to represent an idyllic American town in the 1998 movie The Truman Show.
“Walton County is a part of Florida that is so crime free you can leave your doors unlocked. When Hollywood location scouts were looking for a community so perfect that it appeared to be fake, they came to Walton County. The Truman Show, staring Jim Carey, was filmed on location in a small Walton County community,” writes King, accusing the Sheriff’s department of abandoning common sense by purchasing the vehicle and pointing out that it is only likely to spur additional violence.
“This vehicle is an implement of war. It has no place in this county. The decision to bring this to a small community will only increase violence against citizens by creating a combat mindset in deputies. This violence will be returned, and deputies will face violence on a level not seen before in Walton County,” writes King.
The purchase of armored vehicles formerly used in anti-terror operations overseas has prompted widespread concern that domestic law enforcement in the United States is becoming increasingly militarized and violent. A recent ACLU investigation into the issue decried the fact that American neighborhoods are turning into warzones as SWAT tactics become more brutal, causing an increase in deaths, injuries and property damage.   
Former Marine Corps Colonel Peter Martino, who was stationed in Fallujah and trained Iraqi soldiers, warned last year that the Department of Homeland Security is working with law enforcement to build a “domestic army,” because the federal government is afraid of its own citizens.   
Martino was speaking at a council meeting concerning a decision to purchase a BearCat armored vehicle. The purchase of the vehicle was mired in controversy after the city’s Police Chief wrote in an application filing to the DHS that the vehicle was needed to deal with the “threat” posed by libertarians, sovereign citizen adherents, and Occupy activists in the region.

Since the winding down of operations in Afghanistan and Iraq, the Department of Defense has been donating armored vehicles to the Department of Homeland Security which in turn has been selling them to police departments across the country.   
Last month we reported on how police in the Wisconsin town of Neenah had to resort to reassuring residents that military trucks obtained from the U.S. Army now being deployed for domestic law enforcement duties won’t be used to fire on the locals.   
In another report last month, Indiana Police Sergeant Dan Downing admitted that the militarization of domestic law enforcement was partly to deal with returning veterans who are now seen as a homegrown terror threat. A local Fox affiliate reported that the cops were now “armed for war” against such threats.

SIHANOUKVILLE, Cambodia (NNS) -- Pacific Partnership 2014 in Cambodia came to a close June 27 with a ceremony held on the pier alongside the Japan Maritime Self-Defense Force ship JS Kunisaki (LST 4003).

"It has been a privilege to be here in Cambodia," said Rear Adm. Russell Allen, deputy commander of U.S. 7th Fleet. "This has been a wonderful experience for learning that has brought forth so many great accomplishments."

Allen was joined at the podium by U.S. Embassy in Cambodia Charge d'Affaires Jeff Daigle, Sihanouk province Deputy Governor Prak Chan Sokha, and Cambodian navy Adm. Tea Vinh.

Over the past two weeks, the Pacific Partnership multinational medical team worked next to their Royal Cambodian Armed Forces (RCAF) counterparts to conduct professional exchanges and to provide medical treatment in Sihanoukville, Phnom Penh, and Takeo, as well as veterinary services on Koh Rong Island and in the Sihanoukville region.

The medical professionals came from the U.S., Japan, Australia, Malaysia, South Korea, and Chile. Additionally, Seabees from Naval Mobile Construction Battalion 1, Amphibious Construction Battalion 1, and Japanese engineers worked with RCAF engineers from early April to build three maternity wards and renovate a school.

"The Seabees from Naval Mobile Construction Battalion 1 have partnered with the Royal Cambodian Armed Forces and the Japanese Forces to build three great facilities to care for their patients," said Allen.

Pacific Partnership provided care to more than 4,000 Cambodians in need, including many who would not normally have access to medical services. The medical practitioners exchanged ideas and knowledge on crucial medical issues facing Cambodia, including a cardiology seminar in Phnom Penh attended by more than 150 medical personnel from throughout Cambodia.

"The bonds our countries share are invaluable and we are honored to work alongside our Cambodian partners," said Allen. "I am incredibly proud of every person who has contributed to this mission. Your accomplishments stand as a testament to the priceless partnerships that make our countries brave."

Pacific Partnership is in its ninth iteration and is the largest annual multilateral humanitarian assistance and disaster relief preparedness mission conducted in the Asia-Pacific region.

PACIFIC OCEAN (NNS) -- Guided-missile destroyer USS John Paul Jones (DDG 53) successfully conducted a series of five live-fire tests for the Baseline 9C Aegis Combat System during Combat Systems Ship's Qualification Trials (CSSQT) and Naval Integrated Fire Control Counter Air (NIFC-CA) capability, June 18-20.

Over the course of three days, the crew of John Paul Jones successfully engaged six targets off the coast of Southern California, firing a total of five missiles that included four Standard Missile-6 (SM-6) missiles and one Standard Missile-2 (SM-2) missile.

One of these exercises, designated as NIFC-CA AS-02A, resulted in the longest surface-to-air engagement in naval history.

During the underway period, John Paul Jones also conducted its first ballistic missile tracking exercise while simultaneously tracking two supersonic and two subsonic missile targets. This event fully demonstrated the capabilities of Aegis Baseline 9C and of John Paul Jones as the first Integrated Air and Missile Defense (IAMD) destroyer.

"It's a great step forward for the surface navy and our integrated war fighting capability," said Fire Controlman 1st Class (SW) Matthew Miller. "I'm proud, really proud, to be a fire controlman, and proud to be in the Navy."

These CSSQT successes are attributed to the hard work and dedication of each and every member of the John Paul Jones crew. The long road to these missile firings started in the BAE ship repair facility in San Diego during 2012 when the ship started combat systems modernization as part of the destroyer modernization program.

Over the course of a year, John Paul Jones received the latest commercial off-the-shelf computing infrastructure, SPY-1D transmitter upgrades, and a multi-mission signal processor which comprises the Aegis Baseline 9C suite.

Since then, the crew has worked diligently to ensure that the systems are not only operational, but that they will operate effectively for future ships.

"It is my honor to serve on such a fine warship and be able to sail with the men and women who tested and demonstrated this amazing capability," said Cmdr. Andrew Thomson, the ship's commanding officer. "From the concept development phase, through design, build, installation, and test many hard working Americans came together to field this capability. I consider myself lucky to be part of that amazing team."

Thomson said that with these tests, the crew of John Paul Jones has proven that they are ready to assume the role as the Navy's Integrated Air and Missile Defense test ship following a change of homeport to Pearl Harbor later this summer.

According to Thomson, CSSQT is just the beginning. In the coming years, John Paul Jones is expected to test newer and more advanced systems that will be used to defend the nation and U.S. and allied forces overseas.

USS Peleliu, At Sea (NNS) -- Midshipmen who chose to do their summer cruise aboard USS Peleliu (LHA 5) received the added bonus of participating in exercise Rim of the Pacific (RIMPAC) 2014, the world's largest multinational naval exercise.

Their summer cruise training began, June 17, and continues through, August 1.

"It's incredible that we get to be a part of RIMPAC," said Midshipman Chloe Pina. "We get to spend time with Sailors from other countries and learn from them as well as the officers in the wardroom."

The Midshipmen stood conning officer watch on the bridge during replenishments-at-sea, attended navigation briefs and department head meetings. They also learned celestial navigation, experienced helicopter operations, participated in damage control training and a variety of other shipboard evolutions and watches.

"It was really cool being able to handle the fire hose and simulate fighting a fire," said Pina. "We've had a pretty full schedule with bridge watches and various training exercises that will help better prepare us when we become a part of the fleet."

According to Capt. Paul C. Spedero, commanding officer of Peleliu, the wardroom's responsibility was to expose the Midshipmen to a wide variety of shipboard communities so that they could learn as much as possible.

"Most of them will be in leadership positions and be placed in charge of Sailors, so the experience they gain now will help them step into that role and have an understanding of what they are expected to do," said Spedero. "There's no trial period."

Midshipmen from Columbia and Mexico also had an opportunity to spend time aboard Peleliu learning what it is like to be an officer aboard a U.S. ship.

"We as Midshipmen are always learning the process, trying to understand how the ships work and how we can be better leaders," said Midshipman Claudio Davila Castro, from the Mexican ship ARM Centenario de la Revolucion (PO-164). "The attitude of the Midshipmen and the officers has been great, and everyone is trying to help each other to learn on Peleliu."

The senior leadership aboard Peleliu was excited to host the Midshipmen and answer their many questions.

"They all seem very motivated and involved and are asking us questions and trying to learn as much as they can while they're aboard Peleliu," said Spedero.

Spedero said that participating in an exercise like RIMPAC will give the Midshipmen additional opportunities to observe how the Navy operates on a multinational level.

"It's important for (the Midshipmen) to see firsthand what Navy life is about, so they can make educated decisions about where they want to go in their careers," said Spedero.

Twenty-two nations, more than 40 ships and submarines, more than 200 aircraft and 25,000 personnel are participating in RIMPAC exercise from June 26 to August 1, in and around the Hawaiian Islands. The world's largest international maritime exercise, RIMPAC provides a unique training opportunity that helps participants foster and sustain the cooperative relationships that are critical to ensuring the safety of sea lanes and security on the world's oceans. RIMPAC 2014 is the 24th exercise in the series that began in 1971.

As Iraq received its first shipment of Sukhoi fighter jets from Russia on Saturday to combat a radical insurgency seizing major cities, Moscow took a swipe at the West for "playing into the hands of terrorists" in the region.

Iraqi Prime Minister Nouri Maliki announced last week that the country had secured a deal with Russia and Belarus on the purchase of fighter jets to quell the spread of the Islamic State of Iraq and Levant, a group of Sunni militants who have wreaked havoc in recent weeks using methods so brutal even al-Qaida has disavowed them.

The militants' rapid spread across northern Iraq has put leaders worldwide on edge and triggered calls for urgent military measures to prevent ISIL from gaining control of more territories. The organization, estimated to have about 6,000 members in Iraq alone, is also one of the main groups fighting the government forces in Syria.

The deals for the fighter jets, which were expedited due to the "emergency situation in the country," are worth up to $500 million, BBC News reported.

A statement on the Iraqi Defense Ministry's website on Saturday confirmed that five Su-24 jets had been delivered and stationed at various air bases, saying the jets would boost the "combat capability of the Air Force and the armed forces to eliminate terrorism."

Russia's delivery of the jets seems to be the latest sign of its growing influence in the Middle East.

During a visit to Damascus on Saturday, Deputy Foreign Minister Sergei Ryabkov called on the U.S. and Europe to jump in and help fight the rising tide of terrorism in the region, urging the West to follow Russia's example of "not standing idly" by while terrorist groups seize control of more and more cities in Syria and Iraq, The Associated Press reported.

The U.S. has also stepped in, having announced last week that up to 300 military advisers would be sent to Iraq to assist Iraqi troops.

But that seemed to be too little, too late for Russia's Foreign Ministry, which pinned the blame for growing instability in the Middle East on the West in a statement on its website on Saturday.

The ministry condemned the latest United Nations Human Rights Council resolution on Syria as "one-sided and politically biased" for placing the blame solely on Syrian government forces.

The resolution fails to acknowledge "the threat to human rights from jihadist gangs whose actions are aimed at destabilizing the situation in the entire region," the ministry said, adding that Russia's proposal to condemn the bloodshed by ISIL was ignored.

Such moves by countries including Britain, Germany, Italy, France and the U.S., give reason to believe that their goal is not to stop the crisis, but to "continue destabilizing the situation in the country regardless of the consequences," the statement said.

"Fewer and fewer countries are ready to follow those who continue their irresponsible course of action for a violent power change in a sovereign state, neglecting the interests of regional security and playing into the hands of terrorist groups leading the war in Syria, Iraq and other countries in the Middle East," the statement said.

The United States is again ramping up its military presence in Iraq, sending around 300 additional troops into the country as well as a detachment of helicopters and drone aircraft, the Pentagon said on Monday.

Pentagon spokesman Rear Admiral John Kirby said about 200 forces arrived on Sunday in Iraq to reinforce security at the U.S. embassy, its support facilities and Baghdad International Airport. Another 100 personnel were also due to move to Baghdad to "provide security and logistics support."

"These forces are separate and apart from the up to 300 personnel the president authorized to establish two joint operations centers and conduct an assessment of how the U.S. can provide additional support to Iraq's security forces," Kirby said in a statement.

The White House on Thursday asked Congress for half-a-billion dollars in aid to go towards opposition fighters in Syria at war with the regime of recently re-elected President Bashar Al-Assad.

Meanwhile, US Defense Secretary Chuck Hagel has ordered the Pentagon to develop more detailed plans to train and equip moderate Syrian rebels, should Congress approve the requested funding.

In a report sent to lawmakers at the Capitol on Thursday, the White House requested $500 million in aid to "help defend the Syrian people, stabilize areas under opposition control and facilitate the provision of essential services, counter terrorist threats and promote conditions for a negotiated settlement.”
The Associated Press reported that the multimillion dollar request makes up just a fraction of a larger, $65.8 billion overseas operations request sent to Congress that, if approved, would fund a number of Pentagon and State Department programs, as well as $1 billion in assistance to nations adjacent to Syria.

Russian Permanent Representative to the United Nations Vitaly Churkin called the request a step in the wrong direction, adding that the White House is only trying to add more fuel to the fire instead of seeking a political solution when it comes to the Syrian conflict.

Churkin added that the money could be spent on something more useful. The comments were made during a UN press conference.
This latest request by the administration for aid comes merely weeks after the president outlined his foreign policy objectives during a speech last month at the West Point Military Academy graduation ceremony.

As president, I made a decision that we should not put American troops into the middle of this increasingly sectarian civil war, and I believe that is the right decision. But that does not mean we shouldn’t help the Syrian people stand up against a dictator who bombs and starves his own people,” Obama said. “And in helping those who fight for the right of all Syrians to choose their own future, we are also pushing back against the growing number of extremists who find safe haven in the chaos.”

So with the additional resources I’m announcing today, we will step up our efforts to support Syria’s neighbors — Jordan and Lebanon, Turkey and Iraq — as they contend with refugees and confront terrorists working across Syria’s borders.”

At the time, Obama added that he would “work with Congress to ramp up support for those in the Syrian opposition who offer the best alternative to terrorists and brutal dictators.” Now only weeks later, he appears to have taken the first steps to securing such funding.

Since nearly the start of the Syrian civil war more than three years ago, hawkish Republicans in Congress have urged the White House to take action against Assad, with Sen. John McCain (R-Arizona) going as far as to travel abroad to meet with rebel fighters overseas. Others have condemned any response from Washington altogether, though, including Sen. Rand Paul (R-Kentucky), who this week attributed the arming of fighters in Iraq as the impetus for a “jihadist wonderland” there created on Uncle Sam’s watch and dime.

But Brian Becker, national coordinator for the anti-war ANSWER Coalition, says the US government is playing both sides with its actions in Syria and Iraq counteracting each other.

“The United States appears to have a schizophrenic foreign policy,” Becker said in an interview with RT. “They’re saying they demand unity in Iraq behind the central government, which is fighting what they call Islamic extremists from ISIL or ISIS, and yet, at the same time, they’re funding these same armed groups in Syria to take down an independent, nationalist and sovereign government in Syria.”

According to the AP’s Julie Pace, White House officials said the Obama administration would work with members of Congress and regional player to come to terms with what sort of training and assistance in particular would be provided to opposition fighters by the US.

“One potential option,” Pace wrote, “would be to base US personnel in Jordan and conduct the training exercise there.”

Becker believes that US personnel in Jordan being coordinated by the CIA, which is “funding and fueling a civil war using proxy forces.”

“What the US is doing and has been doing is funneling money, guns and more occupation tools in a region that it considers to be vital because it’s resource-rich,” Becker added. “That’s about it.”

Last month, the Pentagon deployed more than 6,000 Marines to Jordan to conduct drills alongside military officials there.

USS PELELIU, At Sea (NNS) -- As 40 international ships and submarines sailed toward Hawaii to participate in exercise Rim of the Pacific (RIMPAC) 2014, the amphibious assault ship USS Peleliu (LHA 5) hosted two cyber security experiments as part of Trident Warrior 2014 (TW14).

TW14 is an annual experimentation series which is co-led this year by Commander, U.S. 3rd Fleet, and Commander, Navy Warfare Development Command (NWDC), as part of the Fleet Experimentation (FLEX) program.

Experimentation is vital to the Navy's future, as it guides acquisition decisions and the development of emerging tactics. It also benefits today's Navy by providing unique training opportunities for participating Sailors. TW14 experimentation is fully integrated into RIMPAC, this year, further expanding the exercise's training environment.

The TW14 team aboard Peleliu investigated the shipboard network by using a monitoring tool to detect and prevent internal and external threats from penetrating existing firewalls. One day, the new tool could identify and intercept emails containing malicious links.

"These emerging technologies will not replace the vigilance we require of our crew to counter the types of cyber security threats that target our Navy each day," said Capt. Paul C. Spedero, commanding officer of Peleliu.

Spedero explained, "However, this type of experimentation may help us identify gaps in our current training, to ensure that our crew will be ready, both afloat and ashore, to deter an adversarial attempt to gain access to our information."

One of the TW14 cyber initiative's goals is to examine a programmed cyber defense training and readiness tool which simulates attacks on a shipboard network. This technology also monitors system administrators' responses to counter virtual attacks after existing network defenses were triggered.

These experiments simulate a hostile cyber environment so that experts can evaluate the effectiveness of computer network defenses, while providing Sailors valuable training against cyber threats.

"Having this equipment on board is making us more aware of a number of security issues, and is opening our eyes to things that are happening that we were not aware of," said Information System Technician 3rd Class Lawrence Bartell, assigned to Peleliu. "It is also helping us prevent other outside threats from occurring in the future."

After nine months of planning and coordination, these emerging technologies were installed on the ship's networks in early June and will be removed upon the completion of the transit to Hawaii.

TW14 experimentation will continue through each phase of RIMPAC, investigating more than 30 other innovative government and military sponsored potential solutions to cyber challenges in the fleet.

TW14 is one of 15 fiscal year 2014 experiment efforts in the FLEX program, managed and executed by NWDC, on behalf of U.S. Pacific Fleet and U.S. Fleet Forces Command. The FLEX program plans, designs, conducts, and assesses experiments in response to the fleet's highest priorities, in order to develop new or improved Navy warfighting capabilities and deliver tangible products to the fleet.

Twenty-three nations, more than 40 ships and submarines, more than 200 aircraft and 25,000 personnel are participating in RIMPAC exercise from June 26 to Aug. 1, in and around the Hawaiian Islands. The world's largest international maritime exercise, RIMPAC provides a unique training opportunity that helps participants foster and sustain the cooperative relationships that are critical to ensuring the safety of sea lanes and security on the world's oceans. RIMPAC 2014 is the 24th exercise in the series that began in 1971.

NAVAL STATION ROTA, Spain (NNS) -- The final deployment of Naval Mobile Construction Battalion (NMCB) 74 ended June 24 during a transfer of authority ceremony with Naval Mobile Construction Battalion (NMCB) 133, at Camp Mitchell aboard Naval Station Rota, Spain.

As the flag detail lowered the battalion flag, it marked the end of NMCB 74's final deployment prior to being decommissioned next month, and the beginning of NMCB 133's deployment here in Rota.

"Bittersweet," described Cmdr. David McAlister, commanding officer of NMCB 74. "This turnover not only represented the culmination of NMCB 74's current deployment, but the culmination of NMCB 74's proud history during World War II and since 1966."

Homeported in Gulfport, Mississippi, NMCB 74 was originally commissioned April 28, 1943 and was deactivated Oct. 31, 1945, before being commissioned again Dec. 6, 1966. The "Fearless 74" will decommission July 25 following more than 70 years of service.

McAlister addressed the battalion describing their high standard of execution of the mission and "enhancing the Seabee legacy through positive presence at each location." He told the Seabees to "take pride in knowing you served your nation well, maximized every opportunity during our final deployment, and truly honored those that have gone before us."

NMCB 133, also homeported in Gulfport, Mississippi, relieved NMCB 74 and assumed command of Camp Mitchell as well as ongoing Seabee missions throughout four combatant commands in Africa, Bahrain, Europe and Guam.

McAlister exchanged salutes with NMCB 133 Commanding Officer, Cmdr. Jeff Powell, in front of Capt. Gregory Sandway, commander, Naval Expeditionary Task Force Europe and Africa, during the ceremony. Sandway recounted all the projects the "Fearless" Seabees accomplished on their final deployment during his speech.

"[NMCB 74] was instrumental in setting initial conditions for the Aegis Ashore missile defense program. This project is important to our nation and our partner nations, and you contributed greatly to its progress," said Sandway.

NMCB 74 also constructed facilities and improved infrastructure for the arrival of the Arleigh Burke-class guided missile destroyer USS Ross (DDG 71) this month. The battalion completed an operations center in Cameroon, overcoming logistics and extreme conditions, he said. Sandway noted the "great rapport with Cameroon's operations forces ... will improve our ability to provide enhanced offshore SECURITY with an important partner nation."

The "battalion completed a challenging deployment ... truly a mark of a great unit," said Sandway. "Everyone of you should be beaming with pride at what you accomplished in NMCB 74's final deployment; well done Fearless!"

NMCB 74 Command Master Chief Helen Daniel traveled to visit with NMCB 74's deployed Seabees on their final mission and was proud of what she saw. The professional manner of all the work and projects was seen as a "direct line of leadership," said Daniel, and "a reflection of senior enlisted" at NMCB 74.

As NMCB 133's battalion flag flew over Camp Mitchell, Powell completed his turnover and thanked NMCB 74 for their warm welcome to Rota and acknowledged the work NMCB 133 is ready to begin. With projects in Djibouti, Niger, Cameroon, Israel, Romania, and Bahrain, NMCB 133 said they are ready to meet the challenges of deployment.

NMCB 133's battalion's last deployment was to Afghanistan and Powell said this "deployment to Rota to conduct peacetime deployment construction will be challenging with the wide range of standard and codes" with the widespread areas of operation.

Des membres des Moujahidines du peuple se battent en Syrie et en Irak aux côtés de l’ÉIIL depuis trois mois.

The Islamic State of Iraq and Syria has taken to Twitter to spread its message, trumpet bloody successes, and recruit potential jihadists, but its social-media campaign has come under attack from forces that range from the U.S. State Department to the mysterious group of hacker-activists who call themselves Anonymous.

ISIS has maintained a notably active presence on Twitter, using creative and tech-savvy tactics to amplify its message, maintaining accounts that tweet in English, German, and Russian in addition to Arabic, and posting polished videos with very graphic action sequences and special effects straight out of a Hollywood playbook. Some of these tactics are targeted toward young Syrians, Iraqis, and other Muslims in the region, imploring them to join the fight to carve an Islamic state out of the Levant. Others, like a recruitment video that includes testimonials in English from ISIS fighters with Australian and British accents, are meant to attract soldiers from Western countries.

The U.S. government has an answer to ISIS's recruitment campaign. Long before President Obama announced he would send military advisers to Iraq, the State Department launched a program to engage terrorists on Twitter. A verified Twitter account called Think Again Turn Away sports the State Department's official seal as its avatar ("Some truths about terrorism," reads the account's bio), tweeting replies to jihadi propaganda and calls to action. "Your deluded opinions are incapable of justifying #ISIS' acts of barbarisms against civilians," read a recent tweet from the account.

The State Department announced last week that it will expand the Think Again Turn Away counterterrorism program, awarding a contract worth more than half a million dollars to a company in Northern Virginia to run the account. Officials at the State Department would not comment on how effective the campaign has been.

Meanwhile, an anti-ISIS hashtag, #No2ISIS, has cropped up in Iraq. In an attempt to counteract the powerful ISIS propaganda machine, hundreds are tweeting their opposition to the group and their tactics—including Iraq's Ambassador to the U.S., Lukman Faily.

ISIS's opponents are joined by a Twitter account with the handle @wikibaghdady, which has been revealing insider information about ISIS's dealings for the last six months, The Daily Beast reports. Although no one knows who is behind the account, many of its tweeted predictions have been borne out. @wikibaghdady exposed the real name of the mysterious leader of ISIS as well as those of many on his council, in addition to information about the organization's structure, finances, and future plans. But although whoever is behind the handle seems to be privy to some ISIS secrets, the mole is probably not a good samaritan—he's likely a "fellow jihadi playing dirty politics against members of his own cohort," writes The Daily Beast's Jacob Siegel.

This ragtag crew waging war on ISIS's online presence finds another accomplice in Anonymous, the shadowy network of hacker-activists that uses cyberattacks to further its causes. Anonymous is planning to attack ISIS's sponsors in what will be called "Operation No2ISIS," according to a Forbes report. "We are unable to target ISIS because they predominantly fight on the ground," a source within Anonymous told Forbes. "But we can go after the people or states who fund them."

In a conflict that's in large part being fought over the hearts and minds of Iraqis, Syrians, and potential recruits, ISIS's social-media prowess has frightened its enemies and brought new conscripts running. It's no surprise, then, that an unlikely band of opponents is demonstrating its resistance both on the battlefield and on the Internet.

L'Arabie saoudite a procédé au déploiement de 30 000 soldats le long de sa frontière avec l'Irak après le départ de plusieurs milliers de militaires irakiens de cette zone, rapporte la chaîne saoudienne Al Arabiya, jeudi.

La chaîne précise s'être procuré une vidéo montrant quelque 2500 militaires irakiens dans une région désertique à l'est de la ville de Kerbala après avoir abandonné leurs positions sur la frontière.

Cette région frontalière de la Syrie et de l'Arabie saoudite n'est désormais plus gardée du côté irakien.

Un officier de l'armée irakienne, apparaissant dans la vidéo, a précisé que les troupes ont reçu l'ordre de quitter leurs positions sans autre explication. L'authenticité de cette vidéo n'a pas pu être établie dans l'immédiat.

Le roi Abdallah a ordonné toutes les mesures nécessaires pour protéger le royaume contre des « menaces terroristes », indique l'agence de presse SPA.

L'Arabie saoudite partage 800 km de frontière avec l'Irak où les insurgés de l'État islamique et d'autres groupes sunnites ont pris le contrôle de plusieurs villes.

Washington - Les Etats-Unis ont appelé mercredi les leaders des communautés irakiennes kurdes et sunnites à prendre leurs responsabilités et à contribuer à la formation rapide d'un gouvernement d'unité nationale à Bagdad pour contrer l'offensive jihadiste.

Le président Barack Obama a également contacté le roi Abdallah d'Arabie saoudite à jouer de son influence. Ryad, qui a annoncé mardi l'octroi d'une aide d'un demi-milliard de dollars au peuple irakien, accuse ouvertement le Premier ministre irakien Nouri al-Maliki, un chiite, d'avoir conduit l'Irak au bord du gouffre par sa politique d'exclusion des sunnites.

Le président américain a remercié le roi d'Arabie saoudite pour cette promesse de don (...) faite pour alléger la souffrance de tous les Irakiens qui ont été déplacés à cause des violences, a annoncé la Maison Blanche.

Par ailleurs, lors d'un entretien, le vice-président Joe Biden, très actif dans le dossier irakien depuis le début de la présidence Obama, et Ossama al-Noujaïfi, président sunnite du Parlement lors de la précédente législature, ont mis en avant l'urgence à former rapidement un nouveau gouvernement qui soit en mesure d'unir le pays, à l'heure où l'Irak vit sa pire crise depuis le départ des troupes américaines en 2011.

Outre la fulgurante offensive des jihadistes de l'Etat islamique (EI), le pays est atteint d'une paralysie politique persistante, illustrée mardi par la première séance désastreuse du Parlement, censée enclencher le processus de formation d'un gouvernement. Malgré l'enjeu, les politiciens irakiens ont une nouvelle fois montré l'ampleur de leurs désaccords, échangeant des invectives ou quittant tout simplement la salle.

De son côté, le secrétaire d'Etat John Kerry a reçu une délégation kurde et a eu un entretien téléphonique avec le président de la région autonome du Kurdistan, Massoud Barzani.

M. Kerry a mis en avant le rôle de premier plan que doivent jouer les Kurdes dans la formation du nouveau gouvernement à Bagdad.

La semaine dernière, Massoud Barzani a affirmé que le contrôle de Kirkouk, une ville pétrolière multi-ethnique, et d'autres villes prises par les forces kurdes, ne saurait être remis en cause, au grand dam de Bagdad.

Dans une interview à la BBC, il a également déclaré que le Kurdistan, déjà doté d'une très large autonomie, organiserait dans les mois à venir un référendum sur une éventuelle indépendance, ajoutant que la période s'y prêtait, l'Irak étant déjà, selon lui, divisé.

D'après la porte-parole du département d'Etat, Jennifer Psaki, John Kerry et Massoud Barzani ont souligné le rôle primordial des Kurdes dans le processus de formation d'un gouvernement.

L'administration Obama ne fait pas mystère de son peu d'entrain à soutenir l'actuel Premier ministre chiite Nouri al-Maliki pour que ce dernier rempile à la tête du gouvernement. Il est accusé de concentrer le pouvoir et de marginaliser les sunnites.

Ainsi, si les régions sunnites n'ont pas accueilli les insurgés à bras ouverts, elles n'ont pas non plus apporté leur soutien à l'armée.

In the run up to the 2008 Presidential election Barack Obama promised he would work to implement a domestic security force which would rival that of the U.S. military. It was an idea heavily criticized by his opponents because of fears that such an organization would bear similarity to World War II era spying groups that policed the citizens of Nazi Germany.

Many dubbed Obama’s proposed force the “Brown Shirts,” a term often used to describe a Nazi assault force and one that has repeatedly been associated with extremist nationalists for their unwavering willingness to take and execute orders without question or contemplation. Brown shirt brigades were tasked with, among other things, arresting dissidents, silencing criticism and wholesale executions of those who could not be reeducated.

For the majority, the notion that such a force would be assembled in the United States was nothing but another conspiracy originating from the lunatic right wing. But in October of 2012 the Department of Homeland Security quietly graduated their first corp of civilian responders under the new program. And since then it is likely that thousands more have been trained and deployed across the country to be called upon in the event of an emergency.

And if there were ever an emergency that required a military level response in the United States, many believe it is happening right now on the Southern border as hundreds of thousands of migrants make their way illegally into America. Because of the sheer number of people heading to the U.S. and the complete failure, whether by chance or by design, of the Obama administration to secure the border, America is now faced with housing, feeding, clothing and providing medical care for more people than it was prepared to handle.

In response, rather than deploy Homeland Security or the National Guard to stop the migration at its source, the Administration has instead set up makeshift internment camps, some of which put scores of people in a room the size of a studio apartment. As a result, disease has spread and civilian emergency personnel have been tasked with providing care.

But among the doctors and caregivers is also a private security force that has been hired to keep the peace. And according to several people working inside the camps, the security groups have turned their attention not towards keeping peace between the migrants, but rather, at keeping the goings on of the facilities completely secret from the general public.

According to the unnamed source, who could not provide video documentation of these events because cell phones are not allowed in the facility, the security force is reportedly calling itself the “Brown Shirts.” The insider says they have been given orders to arrest anyone speaking to the public or using cell phones, and have implemented what is being referred to as “Brown Shirts Law.”

There were several of us who wanted to talk about the camps, but the agents made it clear we would be arrested,” a psychiatric counselor told me.

“We were under orders not to say anything.”

The sources say security forces called themselves the “Brown Shirts.”

“It was a very submissive atmosphere,” the counselor said.

“Once you stepped onto the grounds, you abided by their laws – the Brown Shirt laws.
She said the workers were stripped of their cellphones and other communication devices. Anyone caught with a phone was immediately fired.
“Everyone was paranoid,” she said. “The children had more rights than the workers.”
She said children in the camp had measles, scabies, chicken pox and strep throat as well as mental and emotional issues.

The U.S. Government has spent billions of dollars preparing a wide variety of protocols to respond to domestic emergencies. In addition to the Brown Shirt security teams currently in operation at migrant internment camps, the government has also stockpiled billions of rounds of ammunition, rifles, riot gear, armored vehicles, military drones and is believed to have set up hundreds of detention camps around the country in anticipation of events ranging from widespread civil unrest to natural disasters.

In the event of an emergency, the President, having authorized himself by Executive Doomsday Order, will have access to military assets, law enforcement, homeland security, and now a civilian policing force that is, apparently, ready to perform its job without questioning their complicity in covering up the spread of disease and who knows what else.

FEMA camps, believed to exist as a last resort in case the government has to round up and detain tens of thousands of people under a martial law declaration, will require very similar logistics as the existing migrant internment camps.

Now we know that, should you ever reside in a detention camp, there will be no information making its way in or out unless the message has been officially approved for dissemination. Anyone who fails to follow the rules and abide by Brown Shirts Law could have their career destroyed, be arrested or worse yet, charged under terrorism laws that, as the Brown Shirts of old may have referred to it, allow for a “final solution.”

Le chef de l'Etat islamique Abou Bakr Al-Baghdadi ordonne aux musulmans de lui "obéir", dans sa 1e apparition vidéo. Jusqu'à présent, le chef djihadiste agissait dans l'ombre. 


Abou Bakr Al-Baghdadi a ordonné aux musulmans de lui "obéir", lors d'un prêche vendredi à Mossoul.

Abou Bakr Al-Baghdadi, le mystérieux chef de l'Etat islamique auto-désigné "calife" de tous les musulmans le 29 juin a fait sa première apparition publique ce samedi. Dans une vidéo postée sur des sites djihadistes. Il appelle tous les musulmans de la planète à lui obéir. 
"Je suis le wali désigné pour vous diriger"
Le chef djihadiste a lancé cet appel lors d'un prêche vendredi à Mossoul, deuxième ville d'Irak (nord) conquise lors de l'offensive lancée par ses combattants le 9 juin en Irak.

"Je suis le Wali (leader) désigné pour vous diriger, mais je ne suis pas meilleur que vous; si vous pensez que j'ai raison, aidez-moi et si vous pensez que j'ai tort conseillez-moi et mettez-moi sur le droit chemin", a dit Abou Bakr Al-Baghdadi. "Obéissez-moi tant que vous obéissez à Dieu en vous", a-t-il ajouté.

Il agissait dans l'ombre

Le groupe djihadiste Etat islamique en Irak et au Levant (EIIL s'est renommé Etat Islamique lorsqu'il a proclamé le "califat".

Jusqu'à présent, Abou Bakr Al-Baghdadi agissait dans l'ombre. Son visage était quasiment inconnu, sa voix n'était pas identifiée avec certitude sur les rares messages qui lui étaient attribués. 

Le chef djihadiste a commencé à sortir du silence avec l'appel , dans un enregistrement audio diffusé mardi aux musulmans disposant de compétences médicales, militaires et managériales à rejoindre le "califat" proclamé sur les territoires conquis par ce groupe ultra-radical en Syrie et en Irak.
